Democritus Regional Senate

The DRS is the governing body of Democritus, where every member state is welcome to send a representative. The DRS is designed so as to allow region members a chance for peace during the largest of wars, prevent conflicts from occurring, ensure regional stability and prosperity, commend respectable governments, and condemn tyrannous rouge nations. A majority voting in favor of a resolution after a period of 48 hours results in the adoption of the new/amended law. Should proposed legislation not have a majority after 48 hours, it shall be removed from the floor and classed as defeated. A proposal deemed 'Urgent' requires support from at least half of the active representatives, but does not have a debating time limit. All bills, once passed by this Senate, are binding upon the nations of Democritus. Although each nation's representative votes only for their own country, creation of political parties are permitted. Only IC RP events may be discussed here.

DRS Proposal 1: Adopt the Democritus Constitution has been approved with 4 nations voting in favor and none against. As such, the Democritus Regional Senate is now open to all nations to make submissions upon regional policies, which will be binding upon all Democritus Members.

Further noting that the effects of a nuclear winter caused by radiation would be devastating upon all life in Democritus.

Desiring this danger be avoided, hereby:

I. Reaffirms the prohibition on the use of Atomic/Nuclear Weapons in any conflict*.
II. Disallows the stationing and or storage of Atomic/Nuclear Weapons within 200 miles of any civilian populations.
III. Clarifies that Atomic/Nuclear Weapons may be tested within a state's own borders without restrictions.
IV. Bans the testing of Atomic/Nuclear Weapons outside of ones territory unless consent is given by this Senate.
V. Confirms that Nuclear Power and Nuclear Propulsion is not covered by this bill, and are at the time of writing are not restricted in any way.

Objection. Some nations may not be able to find places at least 200 miles away from any civilian populations within their borders and therefore, require the use of other nations' lands for testing. Furthermore, the proposal does not take into consideration environmental factors e.g. water bodies that may lie within the bomb range.

The Delegation of the 3rd Fleet therefore recommend the designation of certain locations around Democritus as nuclear testing sites that any nation may freely use. These sites should follow the following requirements:
- Not be near any water body that is connected to civilian populations (e.g. rivers, seas, oceans)
- No civilian populations within a certain radius
- Does not contain sites of significant environmental or cultural importance

"Ladies and Gentlemen, thank you all for your participation in this discussion. We would like to first of all thank the representatives from the HDU/UMU, Losconia, and The Turkish State for their approval of our proposed bill. We would like to make the following statements regarding the Chemical Weapon bill. First of all, we have noted an error in clause III which seems to have resulted due to the use of the template from the already-passed nuclear arms bill. Please be assured that this was not intentional, and the error has since been corrected. The third clause should read "Disallows the stationing and or storage of Chemical Weapons within 30 miles of any civilian populations". Again, we sincerely apologize for this error.

In regards to the Delegation of the 3rd Fleet's objections the government of the NMF would like to make this statement: the elimination of chemical weapons is indeed a desirable objective, however it should be noted that there is currently no existing legislation prohibiting their use. As such, we feel that this current bill in necessary to be swiftly passed, in order to prevent their deployment in combat. Once this bill has been passed, the 3rd Fleet is more than welcome to propose a bill that will lead to their complete elimination, and then repeal this then-defunct bill. We would consider supporting such a bill in the future."

"We also wish to remind all member nations that should they find a bill objectionable, whether in the debating stage or after it's passing, they are more than able to propose an amendment or repeal of said bill. We recommend that the 3rd Fleet consider this for the Nuclear Arms Act, and we would be willing to work with them if requested to create a bill that satisfies their concerns."

The representative of the NMF again took the floor. "Ladies and gentlemen, than you all for approving our Chemical Weapons Bill. However, the NMF wishes to bring another bill to debate under urgency. It was revealed earlier today that there is a loophole within the Democritus Constitution. The NMF thanks the 3rd Fleet Delegate for brining this to our attention, and now proposed a Constitutional Amendment. We ask that should this bill not be passed within 24 hours, the bill be 'emergency passed' by the Founder account as permitted under "Section 5: Amendments" of the Democritus Constitution."

DRS Proposal 4: Democritus Constitutional Amendment 1

Noting that the DRS has been established and recognized as the legislative branch of government for Democritus.

Further noting that the DRS's powers were formed as per the Democritus Constitution (See Here).

Further noting however a loophole within the Constitution in which the powers of the Senate could be rendered void.

Hereby Amends Section 1: Citizens, line 2 of the Democritus Constitution to read as follows:

"Democritus Natives are recognized as sovereign states. Each Nation has the right of self-determination in their domestic policies, so long as they do not contravene Bills passed by the Democritus Regional Senate or the spirit of this Constitution."

The NMF thanks the 3rd Fleet Delegate for bringing this to our attention, and now proposed a Constitutional Amendment. We ask that should this bill not be passed within 24 hours, the bill be 'emergency passed' by the Founder account as permitted under "Section 5: Amendments" of the Democritus Constitution."

DRS Proposal 4: Democritus Constitutional Amendment 1

Noting that the DRS has been established and recognized as the legislative branch of government for Democritus.

Further noting that the DRS's powers were formed as per the Democritus Constitution (See Here).

Further noting however a loophole within the Constitution in which the powers of the Senate could be rendered void.

Hereby Amends Section 1: Citizens, line 2 of the Democritus Constitution to read as follows:

"Democritus Natives are recognized as sovereign states. Each Nation has the right of self-determination in their domestic policies, so long as they do not contravene Bills passed by the Democritus Regional Senate or the spirit of this Constitution."
