DRS Proposal: Nuclear Nonproliferation Agreement

- Recalling the spirit of the previously passed Nuclear Arms Act,
- Understanding that the principle of mutually assured destruction is a guiding philosophy of many nuclear powers,
- Recognizing however the horrors of nuclear warfare as demonstrated in the bombings of Hiroshima and Nagasaki (1945) and the American-Soviet War (1983-1985),
- Concerned by the increasing instances of conflicts being fought by nuclear-armed states,
- Wishing to prevent a further nuclear catastrophe,
- Mandates that all known nuclear weapon powers reduce their nuclear stockpiles to 90% of what they were at the passage of this bill.
- Limits nations to up to two anti-ballistic missile systems each with a maximum of one hundred missiles per system.
- Makes an exception for nations who possess such anti-ballistic missile systems already, allowing them to build up to two more systems with a maximum of 50 missiles each.
- Clarifying for the purposes of this proposal that only ABM systems capable of intercepting ICBMs are bound by these restrictions.

DRS Proposal: The Transylvanian Compromise

Given the recent interruption of the peace process, the delegates from the North American Federation have presented an altered version of the original peace deal:
1.) All Hungarian forces are to pull out of Transylvania. Not even one division is allowed to remain.

2.) All Belligerents are to cease hostilities immediately, to avoid further escalation.

3.) An International Monitored referendum will be held in Hungarian dominant area's of Transylvania, this referendum will determine whether or not the Hungarians of that region want to re-join the motherland. The Hungarian government is to accept the results, and cease interest in the region. If the Hungarians ignore the results, then the whatever happens afterwards is the fault of their action

4.) The Transylvanian government is to accept the results, failure to do so will put the Transylvanian's at fault of whatever may happen as a result of that.

5.) The Hungarian government will make a promise not to cause anymore international incidents involving an offensive action against another sovereign nation. Breaking this promise will give the international community the right to introduce sanctions. These sanctions may include ceasing of all political relations and halting all commercial activities.

6.) All victims of this war shall be compensated by all parties of this conflict, money is to be equally pitched in by all belligerents. The NAF is willing to assist in this if necessary.

7.) The Germanic Union is to apologize to the international community for it's actions that disturbed the original peace process. No matter the German intention for the attack, the Germanic Union was directly responsible for the disturbing the peace process, and will be held accountable.

8.) The current Hungarian government is to step down, and elections be held in a political regime change. Failure to do so may spark a future war of regime change by another foreign power, the goal of this bill is to prevent further wars involving Hungary. This is a necessary evil.

9.) Borders between belligerents and Hungary are to be demilitarized by both sides for a period of time no longer than 4 months, this is to prevent escalation between parties.

10.) Transylvania during this entire process will be occupied by DRS peacekeepers, this is to prevent foreign aggression once again.

11.) Orders all weaponry delivered to Herpostan by Orostani companies during the war be destroyed.

The Delegates, and the people of the North American Federation are open to discuss this in Senate, and are open to adding or removing specific things.

DRS Proposal: Indiscriminate Weapons Convention

Acknowledging the barbarism of certain indiscriminate weaponary, in how it not only promotes in-humane suffering and death for servicemen, yet even more troubling, for innocent civilians.

Noting that some nations continue to use this weaponary to attack and kill civilians without any reprecussions on their side.

Stating that the DRS is an organisation to better the world, but currently ignores the desperate need for weapon regulation world-wide.

Hence, this proposal shall enforce:

-Immediate ban of cluster mines (edited), chemical weaponary and biological weaponary.

-The DRS will launch immediate investigations into all current world nations that have been previously responsible for maintaining and utilising this weaponary.

-Through those investigations, DRS officals shall oversee the immediate disarmament of this weaponary.

-The DRS will encourage all other world nations not under immediate investigations to voluntarily relinquish their illegal weaponary supply.

-Nations that are not under the first wave of investigating will be given 5 months to despose of their illegal weaponary.

-DRS officals shall monitor each nation on a yearly basis as to whether they are in possession of the illegal weaponary. If weaponary is found, it will be immediately deposed of and a charge of 50,000 USD will apply per munition.

-If one of these illegal weapons are utilised, the nation responsible shall be liable to the War Crimes Accountability Act.
