Noting, that heavy damages has been done to the Chinese cities, and economic centers and families during the war and is looking to repair it,

Noticing, the Chinese leadership were to blame for the cause of war and were accused of human rights violations and war crimes,

Wishing, to restore peace in the region and guaranteeing a war this destructive will never happen again,

Looking, to establish peace between both nations and gain international recognition,

Hereby:

Tibet and Manchuria gain independence.

Chinese leaders get a fair trial.

All debts owed to China will be dropped and vice versa.

Coalition troops will occupy China to maintain peace, and help reestablish a government.

HDU will help repair damages done to cities, ports, and industrial and agricultural centers.

"Ladies and Gentlemen, the government of New Metropolitan France believes that this Senate requires several changes to ensure that it may continue to serve as an effective regional legislative body. As such we wish to propose the following bill."

DRS Proposal: Democritus Constitutional Amendment 4

Noting that the DRS has been the legislative branch of regional government for Democritus, and has the power to amend the regional Constitution.

Further noting that both the Constitution and powers of this Senate are flawed in several respects, some of which threaten the effectiveness of this governing body.

1. The Democritus Regional Senate is where Democritus Natives and Honorary Citizens may send a national representative to participate in Democritus lawmaking.
2. National Representatives may propose and debate legislation in the Democritus Regional Senate, with a majority voting in favor of a resolution after a period of 48 hours resulting in the adoption of the new/amended law.
3. Should a proposed legislation not have a majority after 48 hours, it shall be removed from the floor and classed as defeated.
4. Allows proposals to be classified as 'urgent' by the author or Founder, which can then be passed after over half of the active national representatives have voted in favor of the bill (regardless of the time frame).
5. Passed Bills may be Repealed and/or Amended.
6. Defeated bills may be resubmitted after alterations have been made by the author.
7. The Speaker of the Senate and the Founder are charged with the responsibility of maintaining civil order within the Senate debating chambers.

1. Internal Affairs Officers, who are appointed by the Founder, have power over Communications and Polls to aid in running regional activities and maintaining regional order.

1. Defines 'executive' authority as a government position that possesses the power to access any of the regional control settings.
2. Elections for all executive government positions (excluding the Founder and Founder-appointed positions) will last for two days, and be held every month.

DRS Proposal: Moroccan Crisis Act

Reminds all present national representatives that The United Kingdom of Greater America (UKGA) was unanimously condemned by this Senate under DRS Resolution 9: Condemn The United Kingdom of Greater America.

Further noting that following an invasion of Panama and Costa Rica UKGA was condemned for a second time due to blatant disregard for civilian lives and global trade.

Aware that UKGA has recently annexed Morocco and announced their intentions to annex further territory in the Americas.

Seeking to prevent the spread of imperialism in Africa as called for by this Senate's previously passed legislation, and to uphold the sovereignty of other threatened states, hereby:

Condemns The United Kingdom of Greater America.
Officially cedes Cuba and Puerto Rico to the new United States of America.
Calls upon UKGA to withdraw from Morocco within 7 days to comply with DRS Resolution 25.
Authorizes the deployment of Democritus Capital Territory Peacekeepers to Morocco in order to aid in the transition process.
Authorizes member states to 'take all actions necessary' ... 'so long as such actions do not breach other passed DRS resolutions' with regards to ending UKGA's expansionism in Africa (as per the terms of DRS Resolution 21).
