Noting both nations feel entitled to the Panama Region.

Further Noting that unless some comprises is reached further bloodshed will occur, and world economy will be hindered even more.

In the Attempt to find peace among war this resolution shall put an end to the warfare in a vital economic region.

Hereby set the following terms in order to have peace:
1) All military actions on all sides must cease
2) The Nation of Panama will be divided among the canal
3) The UKGA will hold all territory to the north of the canal
4) Puertollano will annex all territory south of the canal
5) 5 Km both north and south shall have no active military of any nation other than the DEU Peacekeepers.
A) Any nation must have DEU Approval to move military troops through the neutral zone
B) Any nation to not have approved movement, but moves through anyway will be an act of war to all DEU members.
6) The canal may not be blockaded by any nation in the Region for any reason.

Further Noting that DRS Resolution 18 ordered the withdrawal of all UKGA forces from Costa Rica.

Reminding this Senate that DRS Resolution 19 ordered the withdrawal of UKGA forces from Panama, and also launched an investigation into the destruction of a UKGA Battleship in the Panama Canal.

Acknowledging the conclusive results of this investigation, stating that the Government of Panama has been found not guilty of orchestrating the ship's destruction.

Seeking to bring about a fair diplomatic settlement for all involved powers hereby:

1. Acknowledges the continued affects of DRS Resolution 17: 'Panama Canal Economic Zone'.
2. Confirms that Democritus Capital Territory Peacekeepers will continue to be stationed at the Canal until the above Resolution is repealed.
3. Acknowledges the continued affects of DRS Proposal 18: 'Costa Rica Sovereignty Act'.
4. Sets a deadline for the financial compensation of Costa Rica by UKGA as July 30th, 2016.
5. Acknowledges the continued affects of DRS Resolution 19: 'The Second Condemnation of The United Kingdom of Greater America'.

DRS Proposal 22: Persian Gulf Union Settlement

Noting that the so-called Persian Gulf Union was an alliance of tyrannical states with the aim of oppressing their citizens and threatening regional order.

Aware that the Union was overthrown by a coalition of allied states in early 2016.

Seeking to establish a fair post-war settlement for the oppressed citizens of these territories hereby:

1. Forms the fully autonomous 'State of Kurdistan' in Kurdish-majority regions of the former Union.
2 Allows any ethnic-Turk majority regions of the former Union to hold a referendum regarding the possibility of unification with The Turkish State.
3. Reconstitutes the remaining Arabian sections of the Union into the 'Iraqi Arab Republic', with semi-autonomous districts allowing the elected local governments to operate with a degree of independence.
4. Establishes the 'Kingdom of Iran' in the remaining Persian sections of the Union.
5. Forbids the formation of either national or district level armies or militias within any former Union territory, and disarms any remaining weaponry within the territories from the conflict.
6. Allows the Democritus Capital Territory Peacekeepers to deploy to the region and restore order should conflict arise in the future between these new states.
7. Encourages all nations to lend aid to the Iranian Kingdom in the process of dealing with the Tehran Nuclear Situation.
