DRS Proposal 22: Persian Gulf Union Settlement

Noting that the so-called Persian Gulf Union was an alliance of tyrannical states with the aim of oppressing their citizens and threatening regional order.

Aware that the Union was overthrown by a coalition of allied states in early 2016.

Seeking to establish a fair post-war settlement for the oppressed citizens of these territories hereby:

1. Forms the fully autonomous 'State of Kurdistan' in Kurdish-majority regions of the former Union.
2 Allows any ethnic-Turk majority regions of the former Union to hold a referendum regarding the possibility of unification with The Turkish State.
3. Reconstitutes the remaining Arabian sections of the Union into the 'Iraqi Arab Republic', with semi-autonomous districts allowing the elected local governments to operate with a degree of independence.
4. Establishes the 'Kingdom of Iran' in the remaining Persian sections of the Union.
5. Forbids the formation of either national or district level armies or militias within any former Union territory, and disarms any remaining weaponry within the territories from the conflict.
6. Allows the Democritus Capital Territory Peacekeepers to deploy to the region and restore order should conflict arise in the future between these new states.
7. Encourages all nations to lend aid to the Iranian Kingdom in the process of dealing with the Tehran Nuclear Situation.

Noting that the tyrannical members of the Persian Gulf Union was not the only dictatorship that fought against the international coalition during the recent conflict.

Aware that pro-democratic rebels attempted to overthrow the government of Syria prior to Coalition intervention.

Seeking to establish a stable post-war state for the oppressed citizens of these territories hereby:

1. Cedes Kurdish-majority districts within the defeated country to the newly-formed 'State of Kurdistan'.
2 Allows any ethnic-Turk majority regions of the former dictatorship to hold a referendum regarding the possibility of unification with The Turkish State.
3. Reconstitutes the remaining territories of the defeated nation into the ''Syrian Democratic Republic", a semi-presidential constitutional republic.
4. Allows the Syrian Democrat Front to form a provisional government over the state, while requiring that free elections will be held after two months.
5. Deploys Democritus Capital Territory Peacekeepers to the nation with the aim of providing humanitarian aid, assist Democratic Authorities in the restoration of fair law and order, urban reconstruction, and ensure that more violent revolutionaries do not attempt to seize power.
6. Requires all Coalition troops in both Syria and the former Persian Gulf Union states withdraw from their occupations within two months following the passing of this bill.

Noting that with the militarization of Lower Earth Orbit, confusion has arisen regarding the interpretation of the Pax Terra Solar System Act.

Seeking to address these concerns and ensure the preservation and neutrality of space in the future hereby amends the Pax Terra Solar System Act to read as follows:

Noting that as the nations of Democritus begin to reach the limits of resource consumption and population housing, national governments will turn their attentions to planets in Space.

Further noting that our Solar System is of significance to all nations in the region, and as such should be spared full colonization and terraforming.

Acknowledging that there are millions of other planets in the cosmos outside of our solar system that are not of such significance to the human race.

Seeking to ensure that our Solar System is protected and preserved for future generations hereby:

Establishes our Solar System (excluding Earth) as a 'Zone of Galactic Neutrality', within which all conflicts (OOC: MT, PMT and FT) are forbidden.

Limits use of celestial bodies within our Solar System to peaceful purposes, prohibiting their use for weapons testing or deployment of weapons of any kind, conducting military maneuvers, and establishing military bases/installations/fortifications.

Forbids the stationing/storage of Kinetic Bombardment Weapons, Chemical Weapons, Biological Weapons, and Nuclear Weapons in low earth orbit.

Reaffirms the right of all nations to continue such actions on Earth so long as these actions do not breach the laws of this Senate, or the regional Constitution.

Noting that Akksumian President, Salassie H. Tessema, was today seriously injured in an explosion during a foreign state visit.

Condemning the violent actions behind this attack.

Acknowledging that is is currently uncertain whether he will return to diplomatic service at this time.

Seeking to contribute to one of his main political goals as a sign of respect for the President.

Hereby:

Encourages the resolution of diplomatic crises using dialogue where possible.

Calls upon all nations to prevent the spread of Imperialism in Africa.

Commends Akksum for their efforts to unite the African continent against foreign expansionism.
