Noting that the previously passed Jerusalem Act and Israeli Crisis Resolution were aimed at controlling the sudden crisis regarding the Palestinian Question.

Further noting that several nations have taken part in a summit in the Democritus Capital Territory debating possible solutions to the Crisis and Palestinian Question.

Wishing to restore order to the area, and solve the Palestinian Question, Hereby:

1. Restores the borders of the State of Israel to their 1947 status, and establishes the Israeli Capital in Tel Aviv.
2. Allows the State of Israel to occupy the Golan Heights.
3. Requires Israeli forces withdraw from all Palestinian territory guaranteed by the 1947 borders.
4. Grants a mandate of protection over the State of Israel, whose security will be guaranteed by primarily by New Metropolitan France, with the assistance of the Federal Russian State, and the Empire of the United Kingdom.
5. Declares the formation of a 'State of Palestine' within the 1947 Palestinian Territories territories, whose capital shall be based in Gaza.
6. Grants a mandate of protection over the State of Palestine, whose security will be guaranteed primarily by the Republic of China (Nazadaki) with the assistance of the United Republics (Losconia) and Akksum.
7. Continues the Demilitarized Zone and stationing of Capital Territory Peacekeepers in Jerusalem established by the Jerusalem Act, and extends it's borders to include Bethlehem as shown in the 1947 border map.
8. Establishes and Guarantees East Jerusalem as a zone of Palestinian influence.
9. Establishes and Guarantees West Jerusalem as a zone of Israeli influence.

Further noting that Antarctica is the last bastion of untamed wilderness, that is pollution free and has many unique species of flora and fauna, which will be damaged by an established human presence that aims to exploit the continent
Realising that without the help of the DRS, that the continent of Antarctica is underthreat and faces destruction of its ecosystem

Establishes Antarctica as a land beholden to no other nation's laws other than that of the Democritus Capital Territory, (and of claimed territories) with the exception of the following:
•There is no military presence any further south than the Antarctic Circle, this also applies to the Antarctic Peninsula and any parts of the mainland continent which may extend further than the circle
•Prohibits the mining, drilling, fracking or any other method of extraction by which forementioned substances can be taken from the Antarctic Continent
•Disallows the permanent settlement of civilians on any part of the mainland

Furthermore allows nations to create stations for research of scientific purposes. These must pass a standard which minimises pollution and impact on the fauna and flora.

Creates a protectorate of the Democritus Capital Territory on the South Shetland Islands, and allows for the capital territory to create a settlement on King George Island if it wishes so.

Creates a free zone of ocean extending 4 kilometres from the Antarctic Coast, by which no commercial fishing may take place. No whaling or sealing may take place in these waters

Acknowledges that some nations may have claims on the continent, and shall allow these claims to be kept if they abide by the law of this act. However, new claims by other nations after the passage (and voting upon) of this act will be ignored and not recognised.

The nation in question withdraw such military materials within 30 days, if this is ignored, DRS members shall put a mandatory embargo on said nation, with each country doing the embargo able to choose between full embargo of the violating nation's goods, or a 10% embargo. If this is still ignored, a coalition of DCT peacekeepers will be forced to move in to confiscate the equipment, with the option of other DRS members joining them

On the condition of Extraction of Substances:
The offending nation's extraction equipment will be confiscated by DCT authorities, the companies assests frozen or depending on the severity of the operation, confiscated. Reconstruction of the afflicted land will be funded by the offending company or country and will be inspected by an international group. The leaders of the company or operation will then have to face international court.

On the condition of settlement of civilians of a permanent nature:
Civilians will be told to return to their country of origin at the expense of their government. If this is ignored, they will be forcibly removed by peacekeepers in conjunction with voluntary nations. The civilians will then have to pay for the revival of the land and possibly face international court.

On the Condition of a base not meeting standards
The Base is either closed or re-organised in such a way as that it is no longer harmful.

On the Condition that the safe waters are violated
The commercial boat that may be profiting from the capture and slaughter of sea creatures has its profit taken and then ecological damages paid to the DCT. If this is continued, the leader of the operation must face international court.

Which I do not want, I think certain parts of Antarctia should be subject to drilling IF resources get too low everywhere else, and one should have to pass an application to do any activities there, the application can go through the capital territory for processing and analyzing."
