DRS Proposal: Nuclear Arms Act Amendment

Noting that the horrible consequences of nuclear war were revealed to all after the American-Soviet War.

Concerned that despite the passing of DRS Resolution 2: ('Nuclear Arms Act'), the threat of a new nuclear conflict has not decreased.

Seeking to ensure that a balance between nuclear deterrence and a nuclear arms race can be established hereby amends DRS Resolution 2 to read as follows:

I. Reaffirms the prohibition on the use of Atomic/Nuclear Weapons in any conflict.
II. Disallows the stationing and or storage of Atomic/Nuclear Weapons within 10 miles of any civilian populations.
III. Clarifies that Atomic/Nuclear Weapons may be tested within a state's own borders without restrictions.
IV. Bans the testing of Atomic/Nuclear Weapons outside of ones territory unless consent is given by this Senate.
V. Confirms that Nuclear Energy and Nuclear Propulsion are not covered by this bill, and are at the time of writing are not restricted in any way.
VI. Requires that all Nuclear Powers take preventative measures to ensure that Nuclear Weapons do not fall into the hands of individuals, groups, companies, or nations which pose a threat to the international community in the future.

Noting the hard work put forth to innovate and design new technologies.

Understanding that while most countries have laws against their own citizens infringing upon each other's intellectual property, there is no law against such violations on an international scale.

Appalled at the growing number of countries disassembling the products of others and manufacturing them as if the technology were theirs.

Realizing that if nothing is done to protect the rights of the inventor, they will have less incentive to design new technologies to address the issues of the modern world.

Taking precaution to ensure that drugs are not to be monopolized for long periods of time while companies are given ample incentive to continue innovating new drugs.

Allows an inventor(s), business, or government to patent their new design, method, or work in the Democritus Capital Territory - as long as the patent is for something useful, original, and nonobvious- for a period of 10 years at most, after which this patent may be renewed - unless it is for a drug or a method of creating a drug - for an unlimited number of times.

Gives patent owners the right to give or sell their patent to any person or corporation.

Proclaims that if a patent's owner(s) die (in the case of a human owner) or are disbanded (in the case of a business or government) without leaving an heir, their design, method, or work becomes part of the public domain.

Bans the use, sale, or creation of a patented design, method, or work, unless it is explicitly falls under fair use or express permission is given by the patent owner.

Declares that works deemed to be cultural works by the Democritus Capital Territory will become part of the public domain after 50 years automatically, regardless of patent.

DRS Proposal 22: Repeal Persian Gulf Union Settlement

Noting that the so-called Persian Gulf Union was an alliance of tyrannical states with the aim of oppressing their citizens and threatening regional order.

Aware that the Union was overthrown by a coalition of allied states in early 2016.

Recognizing the formation of a new free, democratic state in Persia and Iraq.
