Noting that the previously passed Chemical Weapons Act only applies to chemical munitions and not their delivery systems.

Desiring to expand the power of this bill in order to safeguard civilian lives.

Hereby amends the Chemical Weapons Act to read as follows:

I. Defines a 'Chemical Weapon' as a munition that uses chemicals formulated to inflict death or harm on human beings.
II. Prohibits the use of Chemical Weapons by a nation's government or military in any conflict zone within 20 miles of a foreign civilian center of more than 400 citizens.
III. Disallows the stationing and or storage of Chemical Weapons by a nation's government or military within 30 miles of any civilian populations.
IV. Clarifies that Chemical Weapons may be tested within a state's own borders so long as they are not used upon civilians.
V. Bans the stationing of Chemical Weapon Delivery Systems within 10 miles of a civilian population during peace time.
