DRS Proposal 15: The 'Two State' Solution Act
Noting that the previously passed Jerusalem Act and Israeli Crisis Resolution were aimed at controlling the sudden crisis regarding the Palestinian Question.
Further noting that several nations have taken part in a summit in the Democritus Capital Territory debating possible solutions to the Crisis and Palestinian Question.
Wishing to restore order to the area, and solve the Palestinian Question, Hereby:
1. Restores the borders of the State of Israel to their 1947 status, and establishes the Israeli Capital in Tel Aviv.
2. Allows the State of Israel to occupy the Golan Heights.
3. Requires Israeli forces withdraw from all Palestinian territory guaranteed by the 1947 borders.
4. Grants a mandate of protection over the State of Israel, whose security will be guaranteed by primarily by New Metropolitan France, with the assistance of the Federal Russian State, and the Empire of the United Kingdom.
5. Declares the formation of a 'State of Palestine' within the 1947 Palestinian Territories territories, whose capital shall be based in Gaza.
6. Grants a mandate of protection over the State of Palestine, whose security will be guaranteed primarily by the Republic of China (Nazadaki) with the assistance of the United Republics (Losconia) and Akksum.
7. Continues the Demilitarized Zone and stationing of Capital Territory Peacekeepers in Jerusalem established by the Jerusalem Act, and extends it's borders to include Bethlehem as shown in the 1947 border map.
8. Establishes and Guarantees East Jerusalem as a zone of Palestinian influence.
9. Establishes and Guarantees West Jerusalem as a zone of Israeli influence.
10. Establishes and Guarantees Bethlehem as a zone of Christian influence.
11. Recognizes the sovereignty of both the State of Israel and the State of Palestine.
12. Repeals the Israeli Crisis Resolution.
