Voting is now closed. I believe by my current running tally the Constitution has passed by a very narrow margin. I will now however do a second count before releasing any figures.

The vote finished on those. We were debating on the Ukraine resolution from Ainin.

As the petition was for the jumping of a single bill and not to change category we go back to debating the Ukraine Resolution. I can get a link in a sec.

I don't know what the exact vote was, but I do know that both bills did passed. I kept track to that extend.

Those who knowingly are involved in a vehicular accident and flee without consulting officials or refusing aide to people they have purposefully ignored, should be punished accordingly. This bill is with intent to ensure the broad safety of motorists.

Section 1. Fleeing the Scene of an Accident -

When a motor vehicle accident has occurred, by any number of vehicles people involved in this crash may not flee the scene without a relevant medical issue that would justify their fleeing. Otherwise, those who know they have been involved in an accident must remain, check the safety of the other motorists [if possible], and contact the relevant authorities. Anyone witnessing said accident and are able to safely pull to the side of the road must stop to aide or contact relevant authorities [chiefly the police and fire department]. Prosecution must be able to prove that someone knowingly fled the scene of an accident.

Section 2. Criminal Offences Relating to Criminal Negligence -

Fleeing The Scene of an Accident - Anyone who knowingly flees the scene of an accident without a pressing need for medical attention, is held liable for the crime of negligence. Such as if car A crashes into the rear of B and the driver of A or B flees the scene. This can be a Delict or Contravention depending on the severity, to be determined by the judges.

This includes complicity in said crime.

While this act was noble in it's intentions and purpose, it has only served to be a drain on our government funds. To ease the burden on the tax payer it is best that this act be repealed. Though, these work centres will not be abandoned all together. This repeal will lay out a plan to phase out these centres and ensure ones that are interested may stay open. It is this government's goal to lower the debt, and this repeal will be a small drop in the pool.

Section 1. Operative Clause -

1a. The government of Aurentina will no longer be obligated to comply with the PWCA after passing of this bill.
1.1a. All clauses of the PWCA will be struck from the record and rendered null and void.

1b. A transition period of 9 months will be allotted in which established work centres may find alternate sources of funding, or shut down entirely.
1.1a. After 9 months all government funding should cease and Section 1 Clause 1a. will come into full effect.
1.1b. If after 9 months all work centres have not shut down or found alternate funding may petition the government to extend the grace period by 4 months.
1.1.1a. This petition must have the signature of at least 12 senators, 2 of which must be opposition senators.
1.1.1b. This petition may be renewed only 1 more time after the first renewal totaling two renewals of 8 months.

1c. The grace period may not extend past 17 months.

Section 2. Appendix A: Definitions -

Defines the PWCA as the Public Work Centres Act
Defines Grace Period as the time in which the public work centres have to disband or find alternate funding

Resolution Respecting the Illegal Deployment of Forces by the Russian Federation against the Ukraine

The Senate of the Aurentine Commonwealth,

Decrying the flagrant violation of both customary and statutory international law undertaken by the Russian Federation in its illegal deployment of forces in the Ukrainian devolved territory of Crimea and surrounding municipalities,

Noting the Russian Federation's obligations under the Final Act of the Conference on Security and Cooperation in Europe (Helsinki Declaration) and the Budapest Memorandum on Security Assurances, both of which it has violated with impunity in the past few days,

Realising that the acts undertaken by the Government of Russia are illegitimate and unjustifiable, and the claim that they are peacekeepers is false and entirely misleading,

Urging the government of Aurentina to stand with the people of Ukraine against Russian intimidation,

Hereby enacts the following resolution:

Regarding Diplomatic Missions
This resolution urges the Minister of Foreign Affairs to recall the head Aurentine diplomat currently stationed in the Russian Federation.
The resolution also urges the President of the Aurentine Commonwealth to declare the head of the Russian diplomatic mission in Aurentina persona non granta and to order him to vacate the territory of the Aurentine Commonwealth immediately.

Regarding Finances
This resolution urges and advises the Minister of the Exchequer to order all assets belonging to members of the Russian Federation Council that voted AYE to authorising a military deployment in the Ukraine and to members of President Vladimir Putin's inner circle, as well as his, frozen.

Other Repercussions
The resolution advises and urges the Ministers of Justice, the Interior and Defence to cancel any military or law enforcement exercise planned to be held in collaboration with Russian authorities.
The Senate of Aurentina advises and urges the Ministry of Foreign Affairs to not recognise the results of the illegitimate referendum in the Crimea.

Enactment
This resolution is affirmed to be non-binding on the Government of Aurentina.

As Branko was reading the resolution for the 100th time, reading the finance part he just smiled and wrote down "It is not happening".
He rose and directed a question to Mr Alexander Ainin.
"Mr Ainin I would like to ask you about your opinion on the breach of the deal made by the Ukrainian opposition that was guaranteed by the EU. They signed the deal and the next day they have breached the parliament and voted against the current constitution. As long as there are no elections we need not to side with either side."
