The second one is not really necessary, that is for voting on motions really. If you want him to vote a certain way you just have to ask him in private you don't have to give him permission.

Repeal the Protection of Workers Act (RPWA)
Urgency: Low | Author: The Liberated Territories (LPA) | SIMBEDS: Law and Order | Sponsors: New Zepuha (ALM), Corenea (RefP), Divitaen (CMP), The Nihilistic view (ALM), New Bierstaat (LPA), Aragon-Francho (IND), Mediciano (IP), Nevanmaa (RefP), East Ormania (IP)Believing that the Protection of Workers Act has done nothing but add unneeded legislation, particularly in an area where such legislation already covers,
Further believing that a public offense or crime should not be given varying sanctions depending on the time of the day,
Also noticing that "assault" was never appropriately defined, and could lead to misappropriation of its definition in courts,
Reaffirming that people should be made equal before the law, and under no circumstance should a law be formed to give preference to a particular minority over the law,
Therefore renders the Protection of Workers Act null and void.
