Section 1. Purpose of the Bill
This bill follows with the intent to keep people doing a good turn for their fellow man, from being unduly prosecuted for accidental death or injury. This would also include the ability to be sued being taking away from them. This all in hopes to encourage good samaritans on the streets.
Defines Good Samaritan - Someone who is not a government official that is attempting to aide police, injured persons, or committing general good deeds.
Section 2. Protection from Prosecution
Within an officers ability to reason, and on the good judgement of a court judge, prosecution may be waived in cases of accidental death or injury caused in the genuine attempt to do a good deed.
For example: A man is trapped in his motor vehicle due to a recent collision with a tree, a second man sees him and attempts to free him from the entangled vehicle, while calling for assistance. In the course of freeing the man, he unknowingly causes the man to die or receive further injury.
The above example would warrant the waiving of prosecution or lawsuit, a good samaritan can be prosecuted though, if there is a reasonable doubt that injury was done in a purposeful manner, or the samaritan caused said accident.

First Amendment to the National Intelligencery Establishment Act

Preamble Declaration of Need -
We note that in the course of the creation of the Intelligencery no grant to law enforcement power was given. Realizing that in the course of conducting anti-espionage and internal investigations, the ability to arrest subjects is required to conduct successful investigations and intelligence gathering. Also realizing that no one should be detained without legal reason.
Section 1. Declaration of Limitations and Law Enforcing Power -
Agents qualifying under the NI entrance requirements and weapon safety courses, will be granted full vested Agent powers. The National Intelligencery shall be afforded the powers and responsibilities given by the Policing and Law Enforcement Act
Section 2. Special Divisions Creation -
In the ever expanding role of National Intelligence agencies it has been necessary to divide agents into special sub-divisions to focus more resources directly to specific areas. This section allows for the Director and the Council of the National Intelligencery to create divisions of the NI to focus on specific issues pertaining to the Intelligencery. Any division has the powers of any vested Agent, unless specifically stated in their creation charter. Any division may be cancelled at any time during their service.
Section 3. Special Crimes -
Noting that some crimes associated with international crime and espionage are not officially on the books, this section will create some basic laws.
Espionage - The act of committing acts of intelligence gathering for the purpose of aiding in attacks, terrorist plots, or disclosure of sensitive information such as classified documents. This is a Delict, that can carry up to a 5 yr. prison sentence and a minimum of 1 yr.
Illegal Surveillance - Surveillance conducted without the consent of someone, conducted by foreign entities or private individuals for the purpose of gathering damaging material. This is a contravention, that can carry up to a 6 month prison sentence, and a minimum 1 month sentence.
Trafficking - The trafficking of any dangerous material, such as poisons, weapons, and drugs deemed X class by the Health Ministry, to anywhere outside the country or across provincial lines. This is a Felony, that can carry up to a 5 yr. sentence and a minimum 2 1/2 yr. sentence.
Section 4. In closing -
Establishes these expansions and limitations to the NI and defines the terms used above.
