No, but inquest is needed to determine where failings were. It wont pass guilty/innocent verdict but rather will investigate where flaws were and what can be done to prevent it in future.

I imagine internal inquests will be going on in the Intelligence Services (do we have any?) and the Senate Security (do we have any?), since it's doubtful that the politicians would have any ability to prevent this. But hey, the police will investigate the murders and you can decide who's responsible for fucking up their jobs.
