It makes too much sense given that men are granted that same ability.

I just can't begin to think about the shit that will pop all over the news regarding public transportation. Especially crowded public transportation. Ay ay ay I can already see public "discourse" way past the horizon.

I had not thought about that. Still, the definition of sexual harassment would stand, and any--erm--misbehavior would be acted upon.
Also, I can't imagine women would want to go topless on public transport. As a guy, I only go topless in my home, and would certainly never board a bus with my chest bare.

The only time I've seen guys shirtless on public transport is after a trip to the beach or pool or something. If someone is going to grab a woman's breast without consent, clothes aren't gonna stop them.

Also breasts have nothing to do with sex, biologically. If I kiss a woman's neck during sex, does that make her neck biologically sexual?

No actually, what this person is saying is that, even if a woman's breasts are exposed, and she chose to have them exposed in public, that it is not acceptable to stare at them. However, if she chooses to have them out, then she should expect for people to stare.

Yes but that falls down to my original thought that it can be legal but that there shouldn't be rules against looking at a woman's chest. Continued staring at anybody can fall under harassment charges, as they should. It shouldn't be legal to harass somebody long after they've told you to stop and no, you don't have the freedom to stare at anything or anyone you please. The right to feel safe in public will always take precedent over the right for sexual gratification, or the right to be a dick, or whatever right is being coined here.
