Just saw this. There are so many good ones that everyone else has mentioned, but I have to go with Theodosius I. Not just because he was the first emperor to make Christianity the state religion, but because he seems to be the first one to take its moral commandments seriously, when he repented for a massacre he committed, something that had not been seriously done before, so, while he's not the only Christian ruler to take that kind of stand, he set a precedent for doing so.
