I think the general idea is if its unsafe for somebody to access the embassy, McDonalds is much more discreet.

Exactly what makes you think that Mario Bauer, a 23-year-old Austrian flipping burgers at a McD in Lienz, can speak any other language than German?

It's not really because it would be too dangerous to go, it's meant for people who can't contact it because its closed for the day or they can't get to Vienna.

It's not unlikely at all that Mario speaks some English, enough to put the person in contact with the Embassy. It's even less likely that none of the employees speaks English. English is a part of a lot of countries secondary education, what with it being the international language of business and diplomacy and all.

Also it is not unlikely that the embassy staff can speak some German. I mean they are working in Germany and all.
