NOW·AVAESIA·RAZULICA·GLOBAL

KBS International (KBSI) is a Kyrusian-based multilingual, internationally-available, multi-media news and press syndicate, available for access via television, the Internet, and select syndicated radio hosts as an apparatus of the Kyrusian Broadcasting Syndicate (Kyrusian: Кйрусй Вэщачэтал Сындэкият/КВС; Tr.: Kyrusy Vesachetal Sindekiyat/KVS). KBS is a state-owned, privately administered and funded media conglomerate, at present comprising over twelve individual subsidiaries (including KBSI, the pre-adolescent education network Tsikizuba, and the Lyudavaesia-focused KBS-Lyuda). KBSI focuses, primarily, on the coverage and reporting of factual and unbiased news from around the world, with a particular focus stories pertaining to or impacting the continent of Avaesia and the region of Razulica.

Originally established as the Kyrus National Headline System in 1923 through the merger of the popular Partisan Radio Broadcasters' Association and the Vyazkhva Courier newspaper, before eventually merging with Kyrusia State Television in 1944 to form the Kyrusian Broadcasting Syndicate. Since its inception, KBS has sought to provide viewers with unbiased and politically neutral reports and accounts ranging in societal focus. As of January of 2013, KBS has a domestic viewership of approximately one hundred, eighty-seven million, with an estimated thirteen thousand regular radio listeners, and an average of eight thousand unique Internet viewers each day; in addition, KBSI is estimated to be viewed and accessed by a sum of two hundred, eighteen million individuals from around the world each year.

In addition to domestic affiliations, KBS is a partner of the Times of Razulica newswire service and a member of the Broadcasters' Association of Razulica.

Ideological dualism leads to a "volatile powder keg", only a matter of time until complete loss of reason

President L. Castilla, Emmeria (Pardes)
Though international headlines and the overall world of geopolitics often vary considerably from day-to-day, for the previous three months, much of the global journalistic lens has been focused on the heightening tension between the largely reactionary "Anti-Communism Alliance" and the region of Pardes.

While the proverbial continued elevation in tensions has primarily hinged on a persistent flood of bellicose rhetoric issued from various governmental apparatuses and state-supported institutions of reactionary currents from the respective member states of the Anti-Communism Alliance, a constant barrage of privately-funded agitation and propaganda campaigns conducted by majoritarian liberal democracies in Pardes has further fed the fire beneath the boiling pot that constitutes the present relationship between the A.C.A. and Pardes. In the accumulative past seventy-two hours, however, this dichotomy of radically oppositional fronts has reached a predictable – if but potentially catastrophic – bottleneck; such a bottleneck has, largely been contrived due to the dualistic and absolutist perspectives the respective players in the so called "War of Words" have assumed.

Rising as the proverbial voice of Pardes, the United Republic of Emmeria has played a significant role in the predicated effects of the present situation on the international stage. A political analyst of the State Academy of Rekrestok, wishing to remain anonymous, stated of the United Republic, "[They] have helped pack the lining for the volatile powder keg to which they so openly espouse a desire to avoid." This analysis stands in stark contrast to the agitating accounts given by various newswires from Pardes, chief amongst them being the Emmerian-based United Press. Though often under-reported by international media, a recent UP article, in an attempt to further goad member states of the Anti-Communism Alliance into a confrontational, reactionary fervor, released highly-opinionated and controversial statements issued by the Emmerian Deputy Secretary of State Richard Burns comparing a New Belhavian Deputy Foreign Minister to a child, insisting the official "re-attend some type of children's daycare."

Such deliberately provocative behavior from Pardes seems to be penultimately exemplified by the current Emmerian President, Luis Castilla who, as of March 16th of this year, has threatened to utilize military force in order to curtail potential Alliance activity in the region – including activity conducted well within the bounds of commonly-defined international waters. While such behavior is not unprecedented in the activities and polices enacted and espoused, respectively, by such interventionist ochlocracies as the United Republic, the Emmerian government has yet to be publicly observed willing to fabricate evidence in regard to the activities and status of its opposition. Such cannot be said to be the same for several allied states within the A.C.A.

Following the highly-publicized withdrawal of the last remaining Pardesian member of the Anti-Communism Alliance, the Islamic Social Republic of Premislyd, the New Belhavian press announced a minority opinion of an Alliance-sympathetic economist that, in lieu of the Islamic Social Republic's withdrawal from the A.C.A., it may face a "0.8 and 1.2 percent" loss of economic growth this year due to a sudden loss of Foreign Direct Investment allegedly supplied to the social state by the Alliance. This heavy allegation has flown in the face of several empirical economic reports from the Pardesian region, including one issued by the Social Republic itself attesting to the contrary, mainly due to the brief, approximately two month period to which the Islamic Social Republic was an active participant in the Alliance.

Regardless, founder and nominal "leader" of the Anti-Communism Alliance, the "German Empire", has continued to issue statements in regard to the pending recession the Premislydic people may soon face, as well as the supposed station of the Islamic Social Republic within the Alliance during its exceedingly brief membership period. A recent lengthy and scathing press release from the Prussian Foreign Office stated:

"The resignation of Premislyd from our group means nothing. They were a pariah among our ranks from the beginning. Their radical Islamist and isolationist worldview was ultimately incompatible with the [A.C.A.'s] direct mission. They would not cooperate in alliance programmes, and resisted Alliance authority. They will continue in their fight against domestic Leftism, just without the [A.C.A.] This is of no concern to us. If Premislyd begins to fall to the Communists, we will be there; until such a time comes, their nation is theirs."
This official release seems to mimic, according to previous official government opinions issued by the Empire, not only the official opinion of the Prussian state, but seems to further demonstrate an increasingly prevalent slide into demagoguery - a popular tool amongst several staunchly reactionary parties privy to the upper echelons of the Alliance.

This constant pattern of rhetoric and returns has, ultimately, lead to a tense and potentially worrisome climate between the Anti-Communism Alliance and the region of Pardes. With commercial shipping potentially threatened in the region and talk of anti-Alliance blockades, the Fortified State has increased its monitoring of the continued escalation of the so-called "Rhetorical Cold War", going so far as to domestically begin an active recall of Temporary Residency Visas by the State Commissariat of Internal Affairs of Pardesian nationals currently residing within Kyrusia, effective as 4:00 AM Standard Volodyan Time this morning. While the representatives from the Foreign Nationalities Directorate were unavailable for comment, the S.C.I.A. did release an official statement following its decision:

"The State Commissariat for Internal Affairs Seventh Directorate, following a continued escalation of tensions and elevation of general alerts within the region of Pardes, indicative of the continuing spoken conflict between itself and the [Anti-Communism Alliance], has decided to begin an active review and potential recall of all temporary residency and housing documentation of foreign nationals from the region of Pardes, including nationals from the United Republic of Emmeria and the Federated Commonwealth of Pravengria. [...] Pardesian nationals within the Fortified State may be contacted within the following seventy-two hours for a Review of Residency hearing and, pending an outcome, may temporarily face residency revocation due to the continuing crisis and the potential impact such may have on foreign nationals residing within the Fortified State in the event of a drawn-out conflict. [...] The Seventh Directorate wishes to assure the international media that this decision is in no-way meant to be misconstrued as a declaration of persona non grata upon Pardesian nationals and is exercised purely out of a concern for their ability to return to their respective homelands in the event of an eruption of open strife."
While the Seventh Directorate has, as of yet, not released potential figures on Pardesian nationals residing in Kyrusia, it is estimated that less than two thousand are present within the Fortified State, many purely in an official diplomatic or commercial capacity, and thus may be exempt from the S.C.I.A.'s declaration. Even so, with the continuation of the crisis and its perpetual unfolding, due to the drastic ideological and philosophical differences between the two primary actors of the "War of Words", many Kyrus feel the likelihood of a conflict is inevitable, with the window for a chance of a reasonable peace and a de-escalation of tension rapidly closing. While the Centre has, as of yet, refused to officially issue a statement in regards to the crisis, an anonymous source within the Kyruseredenya has stated that the next thirty-six hours will likely be the crescendo of the crisis, with the possibility of open war a decidedly likely possibility.

Residents of the Lutyvensk neighborhood of Rekrestok were awakened this morning to the sounds of police jackboots and the battering of rams. Three Special Reaction Teams (SRT) of the State Commissariat of Internal Affairs (Стэка Комиcарият за Вынутpех Зэвитзия, СКВЗ; Steka Komisariyat za Vinutryekh Zivitziya, SKVZ) stormed six homes - including one in the 1300 block of the Lutyvensk Heights apartment complex - pursuant to an ongoing investigation involving the whistle-blowing organization Freeleaks.org.

As reported extensively on both KBSI and other media outlets, Freeleaks.org has recently stirred controversy through the leaking and unlawful dissemination of sensitive and classified material involving highly-controversial government policies, including government counter-terrorism surveillance practices and the treatment of unlawful enemy combatants. Due to such, in January, the Kyruserednya passed the Prohibition of Unlawful Ideological Organizations Act, stirring some controversy amongst Western media due to its official proscription of a wide-range of political organizations - including Freeleaks - and other fringe affiliations associated with radical terrorism and certain prohibited political expressions.

Since the promulgation of the Unlawful Ideological Organizations Act, the State Commissariat for Internal Affairs and the Kyrus National Police have executed over three hundred search warrants in Vyazkhva alone, with another two hundred being conducted across the Fortified State. Though most search and seizure executions have turned-up minimal affiliations to radical or pro-terrorist organizations, earlier this morning, Special Reaction Teams associated with the Internal Affairs Commissariat executed six search and seizure warrants in-and-around the bustling metropolis of Rekrestok, seizing nearly fourteen terabytes of electronic media (including at least four terabytes of sensitive information unlawfully obtained from the State Commissariat of Foreign Affairs) and a large collection of pro-Freeleaks agitating propaganda, written and stylized to appeal directly to the Kyrusian citizenry.

Amongst the six persons arrested this morning was one non-national, a business executive from North Star Pharmaceuticals, operating out of Freeport, New Belhavia. Nathaniel Osbourne, an Executive Director for Marketing and Distribution for the pharmaceutical supplier was arrested outside of his Rekrestok apartment after arriving at Rekrestok International Airport on a business trip to the Fortified State, a trip that would have had Osbourne remain in-country for seventeen days due to ongoing talks with VycaPharm, a Rekrestok-based bio-pharmaceutical manufacturer.

A representative from the SCIA stated that, upon searching Osbourne's apartment in Lutyvensk Heights, officers discovered "over two terabytes of electronic media containing information of a sensitive nature" pertaining to diplomatic cables and unofficial e-mail and instant messaging discussions between Kyrusian and international diplomats. "In addition to classified material being seized," the representative continued, "the suspect was also found to be in possession of pro-Freeleaks propaganda and six grams of a controlled substance." At a 1:00P Local Time press conference, representatives from the Internal Affairs Commissariat further clarified that within Osbourne's Rekrestok apartment, six grams of methamphetamine and several pieces of paraphernalia were discovered.

Though an executive director within the small, but modestly profitable North Star Pharmaceuticals, within New Belhavia, Osbourne is a known and prolific supporter of the Liberal Democratic Party; according to sources within the Belhavian government, in the last general election, Osbourne reportedly donated over UR$3,600 to the left-leaning political party, in addition to over UR$4,500 to various left-leaning and Liberal Democrat-aligned lobbying organizations, the most well known being the controversial Hemp Alliance - a pro-marijuana legalization lobbying group based out of the Belhavian city of Dakos.

Since the revelation of a broad and effective counter-terrorism surveillance program in Arthurista by Freeleaks.org, the Liberal Democratic Party in New Belhavia has repeatedly attempted to quash or stall efforts by the conservative government of the New Belhavian Empire to arrest and prosecute members of the organization. Such efforts - particularly undertaken by radical elements amongst the Liberal Democrats - have been moderately successful in stalling such prosecutions. Avid critic of Freeleaks.org and its supporters, recently-appointed Belhavian Foreign Minister Daniel Nobelstein (formerly deputy Minister for Pardesi Affairs) has faced repeated threats against his life, most from left-leaning urban youth. Despite such violence against him, Nobelstein has gone on the record stating that only "the dictators and terrorists win here. Free societies suffer greatly," in regard to assertions made by Freeleaks and its supporters of attempting to "make the governments of the world more transparent and free".

Due to such violence, a State Prosecutor from the State Commissariat of Justice in Vyazkhva stated this afternoon, "We will not be granting leniency to these terrorists, nor their supporters. No quarter will be given to those whom seek to usurp the legitimacy of the free Kyrus society." As such, this evening, Nathaniel Osbourne and five other Freeleaks.org conspirators and affiliates were indicted in Vyazkhva for espionage, violent sedition, and unlawful possession of sensitive materials and media. In addition, Osbourne was further charged with possession of a controlled substance, possession of a controlled substance with intent to distribute, conspiracy to to poison, conspiracy to commit acts against the Foritifed State, and resisting arrest. Though cumulative sentences for the five conspirators range from ten to eighty years in state confinement, Osbourne's arrest and indictment, as a foreign national, has stirred some controversy due to the potential limit of his sentencing if he is found guilty.

"He faces a minimum of eighty-seven years," a representative of the Justice Commissariat stated, "with a maximum sentence of lawful termination if he is found guilty of espionage or conspiracy to commit acts [against the Fortified State]." Assuming Osbourne is to be found guilty of all charges, a sentencing of lawful termination would be the first time a foreign national was sentenced to death in the Fortified State since 1962 with the execution of Ummar Khivsavk for his detonation of a car bomb in central Odeka, an act which ultimately lead to the occupation of the Uchasknya region of western Avaesia and its culminating and highly-controversial annexation.

With his remand to confinement in the Administration Segregation and Isolation Center in Vyazkhva State Penitentiary, the issue of possible extradition of Osbourne may prove difficult. A representative of the Foreign Affairs Commissariat stated that, as of 5:40PM Local Time, Osbourne's exit visa was invalidated - standard policy for both foreign nationals and Kyrusian citizens upon remand for serious offenses. Even so, as of yet, the Foreign Affairs Commissariat stated that there have been no requests for Nathaniel Osbourne's extradition to New Belhavia. "Really," the representative continued, "the Belhavians have yet to comment on [Osbourne's] arrest and indictment, though we are willing to cooperate."

As of the publishing of this article, KBSI has been unable to contact the Belhavian Foreign Ministry for comment.

Osbourne Affair Expands and Investigation Turns Violent Amidst Extradition Talks

Ongoing investigation into New Belhavian citizen uncovers expansive embezzlement and terrorism-financing scheme.

February 13, 2014 | Vyazkhva, Fortified State of Kyrusia

Image
Overnight, three Special Reaction Teams (SRT) composed of over one hundred personnel from the State Commissariat of Internal Affairs, the Kyrus National Police, and local police forces raided a rural, fifty hectare compound near the small village of Hivesnce, roughly eighty kilometers south-east of Rekrestok, uncovering an elaborate cache of over thirty assault weapons and countless instances of pro-Freeleaks and pro-Uchasken propaganda, in addition to what National Prosecutor Pyotr Kiriskovic of the State Commissar of Justice called "a myriad of documents detailing a heavily-organized and efficient conspiracy to aid Uchasken separatists in strikes across the Fortified State" making special note of the targeting of so-called "soft targets" such as "tourist havens", "rail stations", and "Kyrusian public education campuses".

At a press conference early this morning, representatives from the Second Directorate of the Internal Affairs Commissariat stated that during the ongoing investigation into Nathaniel Osbourne and his related contacts and various Freeleaks-affiliated organizations operating illegally in Kyrusia, that a "substantial and worthwhile lead" directed authorities to the large, agricultural compound in Hivesnce. "Unfortunately," the representative stated, "in the process of executing lawful warrants on the property, two individuals believed to be of Uchasken-descent engaged in a prolonged fire fight with Kyrusian peace officers, ultimately culminating in their termination."

Though many details involving the Hivesnce raid have yet to be released, National Prosecutor P. Kiriskovic gave further clarification in his 10:0AM Local Time press conference:

"In the course of the ongoing investigation into the 'Osbourne Affair', we in the [Justice Commissariat] have uncovered a broad and far-reaching conspiracy involving a collection of Uchasken families, Uchasken-aligned organizations, and Freeleaks sympathizers operating in-and-around Rekrestok. [...] The two individuals, now deceased, whom were the property owners of the Hivesnce farm appear to have been working in close consort with Mister Osbourne [...] chiefly by serving as the primary back-end for what we believed is an extensive scheme to provide finances to Uchasken separatists and certain radical and terroristic organizations whom seek to undermine Kyrus society."
Pytor Kiriskovic, a renowned National Prosecutor from Odeka, is leading the Justice Commissariat's prosecution of Osbourne and is serving to spearhead Vyazkhva's continued counter-terrorism investigations into Freeleaks and, now, Uchasken-aligned separatist groups in eastern Kyrusia. Kiriskovic's appointment to the Osbourne case marks the first extradition of an espionage case to central jurisdiction in over a decade, and further serves to highlight both the severity of Osbourne and his alleged co-conspirators' charges and the intensity to which the State Commissariat of Justice seeks to prosecute suspected terrorists and terrorist sympathizers.

"We're not taking this lightly," Kiriskovic stated at the morning press conference, flanked by the New Belhavian ambassador to Kyrusia David Weiss. "Kyrusia has a friend in the people of New Belhavia," Weiss concurred, "and we're not going to allow people [like Osbourne] to attempt to undermine and threaten the free people [of the Fortified State nor the Empire]." Such close cooperation between Kyrusian and New Belhavian officials marks the first major advancement in an otherwise tepid diplomatic climate between the State and the Empire; official policy from both continue to espouse a doctrine of cooperation against international and domestic terrorism - particularly of individuals associated with Freeleaks.org.

"While [the New Belhavian Empire] has called for more formal extradition talks in addition to those with the honorable ambassador," Kiriskovic stated, "I believe they understand our current hesitation in-light of the expanding web of conspiracy we have uncovered."

As a part of the media recovered in the Hivesnce raid, Kyrusian authorities have uncovered evidence of an expansive financing scheme stretching from Rekrestok to New Belhavia itself. Representatives state that Nathaniel Osbourne utilized his position within North Star Pharmaceuticals as a means to silently funnel corporate funds from a series of commercial appropriations accounts to offshore deposits in Pardes and Ourika, before re-funneling them under corporate privacy protections to the Fortified State utilizing a shell company known as "Deprovor Medical Supplies" - presumably for the purpose of aiding and funding Freeleaks.org in Kyrusia and Avaesia, as well as directly contributing to the financing of Uchasken separatists in the Uchasknya region of Kyrusia. "We've stopped this avenue cold," National Prosecutor Kiriskovic stated, explaning that any and all accounts associated with Osbourne, Deprovor Medical Supplies, and Osbourne's co-conspirators have either been frozen or are currently undergoing capital seizure procedures.

In addition, a combined effort between the Justice and Commerce Commissariats lead to an injunction being levied between VycaPharm and North Star Pharmaceuticals earlier this evening, officially truncating all ongoing business and financial discussions until the termination of the current investigation into Osbourne, Deprovor Medical Supplies, and their relations to the two bio-medical ventures. "While we do not currently believe [VycaPharm or North Star] are in anyway complicit in Osbourne's or Freeleaks' conspiracy, we simply cannot run the risk that they are being utilized for unlawful purposes," a Commerce Commissariat representative responded to questioning as to the purpose for the injunction, dissuading fears amongst the pharmaceuticals industry of a potential stalling of foreign trade and commerce.

In Vyazkhva, the revelation of Nathaniel Osbourne's connection to Uchasken separatists has resulted in levies for his immediate execution under the Combat Against the Kyrus Act of 1991, a law passed following a series of border skirmishes along South Uchasknya between Kyrus National Police and pro-Uchasken Kyrusians, allowing for the lawful trial of citizens by military triumvirate if they are determined to be "enemy combatants engaged in prolonged combat against the Fortified State or the Kyrus people". Such a designation would be the first use of the Combat Against the Kyrus Act since its promulgation, and would officially permit a civilian to face military judicial proceedings - including military sentencing, both renowned for their exceptional harshness within the Fortified State. Further, such would be the first instance of a foreign national to face martial judiciary proceedings in Kyrusian history, possibly igniting an uproar within the international community.

"As of now," Kiriskovic stated, "we do not intend to utilize the [Combat Against the Kyrus] Act in Mister Osbourne's prosecution; he is a civilian and will face the civilian judicial system." Even so, some New Belhavian citizens aligned with the Liberal Democratic Party have decried the Fortified State for its treatment of Osbourne since his arrest. Governor Jack Haller of New Belhavia, a well-known supporter of the Liberal Democrats, went so far as to imply that the imperial government in Provisa is willingly allowing for Osbourne's prosecution due to the known severity of sentencing in the Fortified State - even insinuating a conspiracy between the two states as a "reactionary" endeavor to undermine Freeleaks' "whistle-blowing" activities.

Due to the continuing investigation and the uncovering of new criminal acts alleged to have been executed by Osbourne, despite calls for more formal extradition talks between Kyrusia and New Belhavia, a new string of charges have been added to the prosecutorial docket against the suspected Freeleaks affiliate, including wire fraud, tax evasion, and the unlawful use of stolen financial instruments to aid a proscribed organization. Even so, National Prosecutor Kiriskovic has stated that, as of now, the Kyrusian and New Belhavian governments are both cooperating closely in the investigation surrounding Osbourne and that an official diplomatic discourse involving his potential extradition is still probable after the summation of the investigation, though such is subject to "considerable change" due to the constantly shifting nature of Osbourne's suspected criminal activities and connections.
