in the arts and culture,
(c) Sponsoring concerts for performing musicians and for composers within the Guild of Aspiring Artists who are deemed eligible to perform their piece or have their piece performed.
(d)Hosting classes in music performance, conducting, Jazz studies, contemporary improvisation, voice and opera, chamber music, counterpoint, composition, music theory, dance, theater (plays, musicals, opera, ballet), choreography, painting, photography, plastic arts, sculpting, prose, poetry, and writing.

2. In exercising the function mentioned above, the Guild of Aspiring Artists must do so with a view to —
    (a) encouraging as many people as possible to access and participate in the arts and culture,
    (b) assisting artists, no matter what their profession or background, in having a steady income for whatever they do.
    (c) increasing the diversity of people who access and participate in the arts and culture.

Section 3- Eligibility for becoming a member of the Guild of Aspiring Artists
1. A person is eligible to join if —
    (a) he/she is at least seven years of age
    (b) he/she is in the top 40% of people in the Guild of Aspiring Artists Bimonthly Competion
2. The Guild of Aspiring Artists Bimonthly Competition —
    (a) is during the first week of every other months
    (b) is a set of competitions, each competition representing a class.
    (c) each competition is further divided into age groups of 7-9, 9-12, 12-15, 15-18, 18-20, 20-24, and 24+.
      (i) the first day of the competition week has the competitions for all the classes for the group age of 7-9.
      (ii) the second day of the competition week has the competitions for all the classes for the group age of 9-12.
      (iii) the third day of the competition week has the competitions for all the classes for the group age of 12-15.
      (iv) the fourth day of the competition week has the competitions for all the classes for the group age of 15-18.
      (v) the fifth day of the competition week has the competitions for all the classes for the group age of 18-20.
      (vi) the sixth day of the competition week has the competitions for all the classes for the group age of 20-24.
      (vii) the seventh day of the competition week has the competitions for all the classes for the group age of 24+.
    (d) whoever is in the top 35% of the competitions described in Section 3.2. is eligible to join the Guild of Aspiring Artists
3. Anyone who is deemed eligible can take however many classes his/her chooses.


Section 4- Funding for the Guild of Aspiring Artists
1. In exercising the function mentioned Section 2.1., the Guild of Aspiring Artists will be funded—
    (a) by grants from the Ministry of Culture
    (b) by private donations
    (c) by a fee of £9 per person that is paid by anyone who wishes to join the Guild of Aspiring Artists


I don't see the need for this since it will just be another artist promoting act, and we've just passed one. This will only be a burden for Aurentine taxpayers.

Quite, I have the senate salary and plenty of savings so I can just invest the money in growing the company or something. Much more prudent to re-invest in the business than pay 55% income tax if I draw the money out as a salary.

The Senate of the Aurentine Commonwealth,

Whereas often-abused and unprivileged persons in lower classes of society deserve the protection of the law against discrimination and personal attacks, as mandated by the International Law Act,

Whereas government is the only institution capable of enforcing justice in an uniform and objective fashion,

Whereas the Government of Aurentina believes everyone is born free and equal, as affirmed by our ratification of the Universal Declaration of Human Rights, and Charter of the United Nations,

Hereby enacts the following into law:

This act may be referred to as the Social Justice Act of 2013, tabled by Prime Minister Alexander Ainin of the New Democratic Party.

Section 0
Homeless person is defined as an actual person (see below) without a permanent residence within Aurentina, but is either a citizen or permanent resident.
Restaurant is defined as a business located in a fixed location larger than 100m2 selling food, drinks or both, and with access to tap water (see below).
Tap water is defined as drinkable water originating from a government-owned water filtration facility.
Actual person is defined as a member of the Homo sapiens family.
Person is defined as an entity prosecutable by law for offences.

Section I

All restaurants are mandated to offer a glass at least 250 mL of tap water to persons at no charge.
All owners of restaurant owners are mandated to inform its existing staff of the above regulation, and to explain this to all new staff.
All persons that fail to implementing either clause within 31 days of the act's passage is violation of a statute, a contravention.
The Ministry of Health shall be mandated to inform all restaurant owners within 10 days of the act's passage, through the Aurentine Postal Service.
Restaurants that lack addresses shall be given one by the relevant authority, and the Ministry of Health shall have to mail its owners with the provisions of this act within 15 days of the creation of the address.

Section II

The Ministry of the Interior shall be mandated to create and operate night shelters for homeless persons.
It must build at least one publicly-administered shelter in every census-designated area (see: Aurentine Postal Service Act) for every 10,000 persons (rounded to the nearest ten thousand). Too blanket. What about rich areas where virtually no homeless people are?
All shelters must have able to accommodate a minimum of 25 actual persons comfortably, to be verified by the Ministry of Labour each year.
Shelters must provide an adequate quantity of free food, an unlimited amount of free water, and comfortable bedding to all homeless persons.
A shelter may only refuse access to a person for the following reasons:
The person is clearly not a homeless person, which the staff is allowed to verify by asking for an adequate form of identification. If it cannot be presented, the staff may forbid the person from entry at its discretion.
The person's entry may severely disrupt the public order or may put the staff or residents at risk of bodily or psychological harm.

If you make the modifications I've suggested, I'll sponsor the bill.

Creative Aurentina promotes the arts in Aurentina, the Guild of Aspiring Artists tries to gives these artists a future and a decent income.

Acknowledges that other forms of revenue collection should have been attempted before introducing private advertising.

In FALEA, why should immigrants be forced to take mandatory language classes? We already have an optional course. And at the taxpayers expense, too? I understand its to help them assimilate but geez.

Because they need to be able to speak with the people here. If they can't speak English its not going to work very well is it for them or us.

Ohh yea they should be forced. otherwise we will get whole communities and generations of not integrated foreigners. I prefer paying some tax to prevent this.
