The Midshipman dutifully ensured the TMLLA was passed around appropriately to be signed again before copies were made and handed out. Afterward, he organized his files, making sure each Ambassador had at least one copy of each signed agreement. The President gave a nod once everything was concluded and signed.

I am truly honored each of you attended and helped make this an appropriately profitable and successful meeting. Is there anything else to discuss before I declare a formal end to this summit?"




The Trilateral Trade Association Accord


On this day, September 22nd, 106 AUR, has the nations of the Confederate States of Anagonia, the United Revolutionary States of Janpia, and the Soviet Socialist Republic of Yitanka come into terms concerning issues pertaining to trade and commerce. Henceforth these are the agreed upon terms of compliance for this Accord:

1.) Anagonia, Yitanka, and Janpia shall be classified as the founding members of the Trilateral Trade Association (TTA) and shall contribute 1% of an agreed-upon amount of funding to appropriately fund the formation, management, supervision, and operation of the TTA as an independent and unbiased entity. Funds provided shall go to payment of staff, which shall consist staff of equal portion applicable each member-nation within the TTA.

2.) The responsibility of the TTA shall be to oversee the fair acts of commerce and trade between member-nations. That therefore staff of the TTA with the responsibility thereof shall use their best, unbiased judgement to fairly monitor and advise trade routes between member-nations of the TTA. That the Confederate States of Anagonia shall be utilized as an unbiased third-party trade and redistribution point upon which trades between member-nations may be accumulated and thereupon a resource or item of trade or commerce of equal or needed value may be redistributed in the process of said fair and unbiased trade and commerce in return for the original appropriated item of trade or commerce. That such redistribution of trade and commerce shall not constitute an unfair taxation, tariff, or fee in the process of redistribution.
--2a.) Other founding Member-Nations of the TTA, so recognized by Article 1 of this Accord, may be utilized at any time as an unbiased third-party as described in Article 2 of this Accord. This responsibility of third-party arbitration of trade and commerce shall only be allowed to the founding members of this Accord.

3.) The TTA shall oversee and fairly distribute taxes and tariffs in the process of fair and unbiased commerce and trade between member-nations. That such taxes, tariffs, fees, and trades or therefore any amount of currency gained as fees in the process of the act of commerce or trade shall not violate an unfair and biased proportion as determined by the TTA. That such transactions overseen and preformed by the TTA shall be monitored, fairly initiated, fairly concluded, with the funds and accumulated fees thereof fairly distributed to relevant member-nations after such conclusion of commerce or trade.
--3a.) The TTA shall oversee the distribution of goods, in the manner of trade and/or commerce, that may be fairly taxed, if such trade consists of bartering for goods. Bartering shall therefore be defined as "exchange (goods or services) for other goods or services without using money", that therefore upon such agreed upon barter that such goods may be traded fairly and equitably, insofar as to be advantageous for both parties undertaking the bartering process. That the process of taxing said act of bartering may be paid in goods bartered instead of currency.
--3b.) Taxes and tariffs to fair and equitable commerce and trade, as understood by this Accord, may alternatively be paid by an agreed-upon item, currency, or therefore anything agreed upon so long as such agreement is fair and equitable to both parties commencing and concluding said commerce and trade. That therefore the TTA shall be required to oversee and ensure the fair process of commerce and trade if such transactions as described take place.

4.) That therefore this Accord of the Trilateral Trade Association shall be made open to additional member-nations upon agreement of the original founding members and ratification of this Accord. That such new member-nations shall additionally fall under the jurisdiction of the articles listed in this Accord including but not limited to be required to provide 1% of an agreed upon fund to fund the TTA as a whole. That additional member-nations may be added by agreement of the original founding member-nations of this Accord. That staff of the newly added member-nations may also be fairly and equally represented in the TTA as applicable by this Accord. That newly added member-nations shall also fall under the protections and responsibilities of this Accord.

5.) That all member-nations, upon agreement, may ratify this Accord to add or detract articles of jurisdiction and enforcement as necessary for the continuation of the Trilateral Trade Association. That all member-nations, at any time, with a fair vote and voice, may dissolve the responsibilities and enforcement of this Accord should it no longer be necessary for the economic prosperity of all member-nations involved.
--5a.) Member-Nations of the TTA may convene directly, in person, or thereby any long-distance method of communication deemed fair to represent the words and intentions of Member-Nations of the TTA so as to properly allow voting and representation. That such alternative methods of direct or indirect council among Member-Nations shall be recognized as legal and justified by this Accord.

6.) That therefore any newly added member-nations shall have their representatives name added to this Accord to be applicable to the provisions and articles of this Accord. That therefore any member-nations concluded either voluntarily or by determination of a majority of member-nations to be out of agreement of this Accord shall have their representatives struck out as null and void to longer be applicable to the provisions and articles of this Accord. That with the exclusion of the founding member-nations of this Accord, any newly added member-nations may be struck out as null and void of found in violation of the provisions and articles of this Accord by majority decision of this Accords founding member-nations.
--6a.) The Trilateral Trade Association Accord shall be ratified to include the name and representative of the new Member-Nation, having been accepted by majority vote of participating Member-Nations, and shall be fairly represented on the pages of this Accord after such acceptance.
--6b.) If there exist such Member-Nation of the TTA found in violation of the laws of this Accord as presented or therefore the fair trade among Member-Nations by majority vote, they shall then be required to pay a fine according to the agreed-upon terms of legal Member-Nations of the TTA, that such fine may be paid instead of outright ejection or removal from the TTA.

7.) That therefore the funds distributed for the proper functioning of the TTA, as required by this Accord of all member-nations, may also be utilized by the TTA for but not limited to the following:
-Acquisition of assets to assist the functioning of the TTA such as office supplies, computerized assets, vehicles, aircraft, office spaces.
-Anything agreed upon by the TTA to assist with its proper functioning, up to the limit that such assets or property acquired shall not be utilized for a military purpose.
-Maintenance of property and assets as required for proper functioning.
-Fair and equitable funding of all staff and persons utilized in the process of TTA operations.

8.) The TTA shall not acquire assets that over-extend the provisional monetary supply of funding from member-nations. That the TTA shall fairly and sensibly utilize said funding and maintain a positive flow. That at no time shall any acquisition gained by the TTA for its proper functioning be utilized against the sovereign national interests of any member-nation of this Accord, in any capacity, for any reason.

9.) All Member-Nations of this The Trilateral Trade Association Accord shall hereby agree, by signing of this Accord, to contribute a military presence to the protection of trade and commerce of all TTA Member-Nation traffic passing through their territory whether by land, sea, or air. That such military presence must be made known to the operators of the specific commerce or trade route, regardless of route, and that the military protection must escort or thereby be nearby and under a state of readiness to provide assistance to traversing TTA commerce or trade traffic until such traffic leaves the Member-Nations territorial claims.

The Trilateral Military Land Lease Accord


On this day, September 22nd, 106 AUR, has the nations of the Confederate States of Anagonia, the United Revolutionary States of Janpia, and the Soviet Socialist Republic of Yitanka come into terms concerning Military Land Leasing for the benefits of Mutual Protection, Non-Aggression, and Trade Protection. That such establishment of a Military Land Lease shall promote further positive relations, encourage military cooperation through more readily available joint exercises, and establish a friendship through mutual protection. Henceforth these are the agreed upon terms of compliance for this Accord:

1.) Anagonia, Yitanka, and Janpia shall be classified as the founding members of the Trilateral Military Land Lease Accord (TMLLA) and shall agree by the signing of this Accord to a standardized fee for leasing of military outposts. Participants of the TMLLA agree that the military outposts, once territory has been leased, shall be established as sovereign territory of the military that inhabits the land utilizing the outpost. That such military outpost must maintain standardized and good payments to be in compliance with this accord and be allowed to maintain such sovereign overseas territory.
-- 1a.) Member-Nations of the TMLLA may establish the following types of Military Outposts: Naval, Land, Air, Sea. That such Military Outpost must be maintained in good condition and that such nation establishing a Military Outpost must tend to the land given to it under the agreement of the lease and maintain the land to promote healthy environments and foster positive relations between leaser and leasee.
-- 1b.) Leaser shall be defined as the Member-Nation leasing the land to another Member-Nation for Military Use. Leasee shall be defined as the nation having the territory leased to them by the host Member-Nation for an agreed upon payment and price.

2.) Anagonia, Yitanka, and Janpia shall be classified as the Founding Member-Nations of the TMLLA. By their decision shall other nations be allowed to join this Accord. Any further nation, having been voted approved by majority of the Founding Member-Nations, shall be required to comply with the rules and articles of this Accord including the act of payments to continue to have the right of sovereign territory of overseas military outposts.
-- 2a.) The Founding Member-Nations of the TMLLA may convene directly, in person, or thereby any long-distance method of communication deemed fair to represent the words and intentions of Member-Nations to alter or change the articles and rules of the TMLLA through Majority Agreement. That no nation that is not recognized as a Founding Member-Nation shall be allowed to discuss, alter, change, or thereby be allowed to vote on such alterations to the TMLLA.

3.) Member-Nations of the TMLLA may pay their Leaser Member-Nation in an appropriate currency or exchange such services through barter or trade, that such agreement must be agreed upon and acceptable, and that payment in either method shall be allowed by the terms and conditions understood by this Accord according to an agreement between Leaser and Leasee.
-- 3a.) Payment through Barter shall only be accepted if such payment has been requested or accepted by the Leaser nation. The Leaser nation shall define the method of payment required to lease land to the Leaser. Failure of payment shall void all services rendered and expel the Leasee Military from the Leaser Sovereign Territory.
-- 3b.) Failure of payment shall be defined as a failure to pay by an agreed upon time, date, circumstance, situation, or event as agreed upon by Leaser and Leasee. Failure of payment shall not immediately lead to expulsion should the Leaser and Leasee already have agreed upon such delay per the terms of their agreement. This Accord shall not infringe on any agreement made between Member-Nations concerning Land Lease should such terms be agreed upon by both Member-Nations, be understood and consented to, and be in good standing between Leaser and Leasee.

4.) The Member-Nations of the TMLLA Leasing the land shall not be allowed to preform inspections on the Leasee's Leased Territory without a Thirty-Day(30) notice in advance of such inspection.
-- 4a.) In the event of expulsion of Leasee from Leaser Territory due to lack of payment, the Leaser Member-Nation must provide the Leasee Member-Nation a Sixty-Day(60) notice in advance of such expulsion in which time the first Thirty-Days(30) shall be permitted and recognized as a Grace Period for the Leasee to pay in full all required funds to abide by the Leaser's terms and conditions of Land Lease. If such payment, made in full and during such Grace Period, is paid in full, expulsion shall not be permitted by the terms, agreements, conditions, and articles understood by the TMLLA.
-- 4b.) In the event of expulsion of Leasee from Leaser Territory for any reason other than payment, the Leaser Member-Nation must provide the Leasee Member-Nation a Sixty-Day(60) notice in advance of such expulsion. The Leasee nation must vacate the premises leased to them within and up to the Sixty-Day(60) period. The Leasee must also vacate all property owned by them and leave the premises in the condition in which it was first leased in. Leaser and Leasee may come to terms to avoid an expulsion, in which case the Leasee must abide by all agreed-upon terms. If the agreed-upon terms to prevent expulsion of the Leasee from Leaser Territory are violated then the conditions of expulsion shall reapply and the Sixty-Day(60) notice shall restart to allow Leasee an appropriate measure of time to withdrawal from Leaser Territory.

5.) The Member-Nations of the TMLLA utilizing territory leased to them as understood by this Accord shall not utilize their leased territory for the purpose of covert operations, secret actions, or thereby any military operation that shall be considered clandestine or prohibits dialogue on the subject thereof to the Leaser Member-Nation.
-- 5a.) The exception to article 5 shall be that if Leaser and Leasee agree to such clandestine actions in advance, then such actions shall be permitted and Article 5 shall not apply per the terms of agreement between Leaser and Leasee.
-- 5b.) Member-Nations of the TMLAA shall be in compliance with Article 5 of this Accord if the Leasee notifies the Leaser in advance of such secret or clandestine actions and thereby has such actions approved by the Leaser. The Leasee must provide all required information requested by the Leaser to be in compliance with Article 5.
-- 5c.) Leasee Member-Nations of the TMLLA found in violation of Article 5 shall be required to pay a penalty fee that shall be defined by the Leaser Member-Nation, that shall be no less than D$1 Million Denars or currency equivalent. Three or more such violations shall be grounds for expulsion from the TMLLA, the rights and permissions granted therein, and the forceful termination of violating units or individuals.

6.) Member-Nations of the TMLLA shall define between themselves the purpose and utilization of territory leased, that such agreement shall fall under the protections of this Accord and the requirements therein. That such agreements between Member-Nations of the TMLLA shall be recognized as agreements between Leaser and Leasee, regardless of payment defined or purpose of Land Lease.
-- 6a.) Member-Nations of the TMLLA may define between themselves the time between payments, that if such payment schedule be agreed upon that it shall additionally fall under the protections and rights granted by this Accord.

7.) Any agreement established between Member-Nations of the TMLLA, having been defined in such regard as to the purpose of Land Leasing, shall have those agreements protected under the rights and protections of this Accord. That such violations of those agreements shall equal to violations as defined by this Accord. That such violations must be paid or come into compliance according to both agreement between Member-Nations of the TMLLA and terms of violation compliance and/or payment as defined by this Accord.

8.) Leasee Member-Nations of the TMLLA may not utilize their Land Lease to stage a preliminary beachhead for the purposes of invading the Leaser, regardless of disagreement diplomatically or internationally, and may only utilize their Land Lease for purpose of mutual cooperation and mutual protection.
-- 8a.) Leasee Member-Nations of the TMLLA found in violation of Article 8 of this Accord will be expulsed from membership to this Accord and to its rights and protections as defined by this Accord. That such Member-Nations in compliance of the TMLLA shall be required assist militarily and through force the violated Leaser Member-Nation to repel any aggression by the expulsed aggressor nation and assist removal of expulsed aggressor nation.
