República de Marasailia Rita Machado Election Ministry Creation Act [Resolution Number: 30] Section 1: Name This act will be officially known as the "Creation of a Ministry to Extend, Defend, and Strengthen Democratic Institutions across Nations", but may be colloquially referred to as the "Election Ministry Creation Act" or "Resolution 30". Section 2: Definitions Election: A process by which the eligible members of a population cast a vote electing a person, policy, or constitutional amendment. Free and Fair: A concept to which demonstrates that all eligible members of a population caste one vote that counts as one vote and votes without coercion or threat Institution: Any organization which is adherent to the policy of the Government Democratic Institution: Any organization within a government which sets forward to protect, strengthen, and expand democratic beliefs and thoughts. Republic: Also known as a "Representative Democracy", in which votes are cast to elect politicians, or representatives, who will then proceed to make policy. Section 3: Appointment The Minister of Elections, the head of the "Ministry of Elections" or "Election Ministry", will be appointed by the Prime Minister of the International Freedom Coalition, who will then be permitted to appoint individuals as needed to chair the upper levels of the system. The Minister of Elections cannot hold any other position within the government of the International Freedom Coalition, nor can any member of the Election MInistry. The election ministry will consist of a number, to which the Minister deems necessary, of front line individuals, who include poll watchers, tabulation inspectors, and media monitors. These individuals will be appointed via a competitive hiring process, except in cases where individuals within the International Freedom Coalition's government structure may decide to join the Election Ministry, where an non-competitive position may be created to capture that individual. The Minister may, at their own election, have higher level individuals hired or promoted through a competitive hiring process. Section 4: Duties A) The election ministry is in charge of monitoring elections. This is to be done by watching polls, watching the tabulation of ballots, and making sure the results are correct. IFC Election Ministry personnel may not directly participate in the elections they are monitoring, and may not interact with ballots unless assisting in the inspection of a suspected fraudulent ballot. Under no circumstances may election ministry personnel participate in the tabulation of ballots nor the official poll working duties. B) The Election Ministry, upon inspection of an election, shall create a report, judging whether or not an election monitored by the agency was considered Free and Fair, and provide aspects or insight to strengthen democratic institutions. C) The Election Ministry, shall, upon determining an election was not free and fair, immediately raise such suspicions with the host state as well as the Council of the International Freedom Coalition Section 5: Invitation: The ministry shall not monitor an election without explicit permission from a host state. The Shazbotdom Empire Timmothy Moorston Charter of the International Freedom Coalition [Resolution Number: 0] Dedicated to simplifying government substantially, Observing that the government lacks the flexibility to adapt its size to public opinion, The Council hereby affirms: Section 1: The Principles of the International Freedom Coalition 1. Abhors egregious acts of violence and crimes against humanity, including genocide, torture, and mass attacks against civilians, 2. Reaffirms its commitment to liberty and self-determination at all times and in all places, 3. The organization pledges to play a role in actively supporting the security of the free world, Section 2: The Powers and Prerogatives of the Council Subsection 1: 1. In affirmation of its status as a permanent institution within the International Freedom Coalition with the authority to review and advise the executive and the right to make decisions for the executive, 2. Clarifies that the Council: a. Is capable of making a final decision regarding their own Resolutions by way of a vote. b. Under no circumstances may it be dissolved or otherwise inhibited from making or interpreting resolutions, except with its express permission. 3. It is the responsibility of the Speaker & Vice Speaker as well as any other specifically elected Senate protectors to ensure that these rights are protected. Subsection 2: Basic Parliamentary Principles: 1. Legislative supremacy and coalition sovereignty belong to the council. 2. There is no difference between a decision made by a majority of the Council and a decision made by a majority of Parliament, any decision reached by a majority is the decision of Parliament. 3. Membership in the Coalition shall continue to be automatic for all nations in the Coalition, regardless of the conditions set by the Council. 4. Under no circumstances may the Council bind a future majority. 5. Councils are advised to be sensible. Subsection 3: The Conduct of Members: 1. Council members have the right to communicate with each other whenever someone else finishes and may speak on any subject they like, except for personal remarks 2. Members are advised to be sensible. Subsection 4: The Conduct of Meetings: 1. The Speaker may occasionally be elected by members. In the absence of a speaker, the Prime Minister will act as the speaker. 2. Any election requested by more than three Senators shall be held by the Speaker or any other person requested by the Senate. The Speaker or any other person requested should maintain order during an election period, which should be long enough to allow grievances to be aired. 3. In order to maintain order, the Speaker may formulate rules in accordance with this Resolution. 4. It is recommended that the Speaker consult with the Council and revise such measures frequently in response to popular demand. Section 3: The Prime Minister and Government Subsection 1: 1. In accordance with this and other legislation, the Prime Minister shall be elected, with powers defined in this and other legislation, and shall lead a government accordingly. 2. Establishes a permanent position for the Prime Minister within the alliance, and entrusts the Prime Minister with protecting the voices of individual nations and the Council as a whole, 3. If clearly necessary for the proper governance of the Coalition, the Prime Minister can appoint or remove Executive Council Ministers, including the Treasurer, 4. Under the direction of the Prime Minister, the Cabinet and any appointed Executive Ministers may interpret Council Resolutions in any other manner, and take any measures that are necessary and appropriate for carrying out the government's delineated tasks without waiting for Council discussions, 5. Any Prime Minister who abuses these executive powers without sufficient support in the Council should be subjected to a no-confidence motion and dismissed, Subsection 2: 1. During a yearly succession of four three-month terms, the Prime Minister is elected. 2. Every year's first Friday of January shall be the beginning of these terms. 3. Prime Ministers who are unable to fulfill their responsibilities effectively, or otherwise disenchanted by their fellow members, will be removed from office by a motion of no confidence. 4. In the event of a motion of no confidence being passed, a new Prime Minister will be elected immediately, and he or she will serve for a term of at least two months and then until the next election is held. 5. It is imperative that the command reverts to the immediate next-in-line until elections are possible in the event of a motion of no confidence one week before the next normally scheduled election. Subsection 3: 1. The official cabinet chain of command is as follows unless otherwise directed by the Prime Minister: a. Prime Minister b. Chief of Staff c. Minister of Foreign Affairs d. Minister of Economics and Treasury e. Minister of Science f. Minister of Membership 2. Should any member of the chain of command find themselves unable to execute their responsibilities for a period of time, their duties are diverted to the highest possible level in the chain of command until a permanent solution can be reached. "The GAR would be used during war involving a number of IFC nations. It would provide a joint command structure to allow for better coordination of forces. Since the IFC is defensive in nature, the GAR would be activate if and when an IFC member is attacked."
