OVERVIEW AND GREETINGS
The Royal Commonwealth is an archipelagic nation of nearly 1.5 billion people, located in the region of The Levanora Vastness. The Royal Commonwealth has more than 170-180 ethnolinguistic groups, the majority of which bear Austronesian features, and are adherents to various faiths on the Palmyrian archipelagic mainland, mainly Christianity, Islam, and Marshism.
The Royal Commonwealth is a federal executive monarchy, with clear separation of executive, legislative, and judiciary powers, and extensive federalized devolution of powers to its 10 federal subjects and 40 provinces. The Monarch serves as the Sovereign-of-State of the Royal Commonwealth, and the Chancellor serves as the head of the Palmyrian government and the Commonwealth Cabinet (itself comprised by Vice-Chancellors for every department of the Cabinet). The Assembly and the Senate serve as the respective lower and upper legislative houses of the Royal Commonwealth. Economically, the Royal Commonwealth is a moderately wealthy and developed nation, with a nominal GDP per capita of around $32,000, and an HDI of 0.75.
Palmyrion maintains a healthy amount of diplomatic relations with the rest of the world, particularly with Holy Marsh, Romandeos, Marquesan, and the Amadorian Imperium. It is a member of CAPINTERN, the Kalisight Treaty Organization, and the International Freedom Coalition, as well as being a signatory to the Amistad Declaration.

FOREIGN POLICY KEY POINTS
- Maritime Pragmatism - The Royal Commonwealth's foreign policy is dictated less so by ideological alignment, and more so by mutual economic, security, and geopolitical interests. As an archipelagic maritime power, its fate is tied to its ability to secure and maintain maritime - and in recent years aerospace - trade routes and its ability to present and maintain itself as a maritime and aerospace hub, particularly in the Levanora region. Its relationships with other powers are backed by its maritime and aerospace prowess and importance as a strategically-placed archipelagic nation in central Levanora, a prowess buttressed by maritime and aerospace industrial expertise and guarded by a military capable of projecting power through the seas and the skies.
- Truck Stop Diplomacy - The Palmyrian state has, for centuries, served a global maritime, manufacturing, agribusiness, and (in recent years) aerospace hub given its strategic location in central Levanora, where nations can use the Royal Commonwealth as a logistical maritime and aerospace hub for ship and aircraft maintenance and production, as a manufacturing hub for storing, processing, producing, and transferring raw, intermediate, and manufactured goods, and as an agricultural and aquacultural cultivation, storage, and processing hub for the global food industry. This has been dubbed by foreign policy analysts as "truck stop diplomacy" wherein Palmyrion functions as a proverbial "truck stop" for the world.
- National Recovery and Disaster Relief - The immediate post-Federalization years, particularly 2000-2025, have been rough for the Royal Commonwealth, with its internal security woes culminating into the 2010-2024 Palmyrian Emergency. This internal security crisis has been compounded by the litany of natural disasters that the Royal Commonwealth faces, such as typhoons, earthquakes, volcanic eruptions, and the occasional tsunami. Palmyrion's security situation has, however, improved in the wake of the Palmyrian state's victory and recontainment of insurgency following the Emergency (albeit at great cost), and while isolated low-level insurgency still persists in remote and rural regions, the hope for peace has been restored, with peace talks between the state and the insurgencies. These tribulations have shaped Palmyrian expertise in humanitarian assistance, disaster relief, and nation-rebuilding, even as nation-building and nation-rebuilding have come into great scrutiny following the collapse of nation-building endeavors involving extensive foreign intervention.
- Arsenal of Liberty - Palmyrion had once positioned itself during the days of the Cold War as an "Arsenal of Liberty" by providing lethal aid - and in some cases boots on the ground, boats on the water, and wings in the air - to democracies and monarchies beset by far-left and far-right insurgencies and rebellions; this was an effort facilitated by former colonies - and now Commonwealth overseas Dominions - founded during the Late Theodoran Era, when Queen Theodora in the twilight years of her reign commissioned settlers to travel and settle across the world, forming maritime merchant republics that "self-governed on behalf of the Crown" and to this day serve as local nexuses for Palmyrian military, economic, and sociocultural power projection. Post-Federalization complications, however, have made the Royal Commonwealth step back from its Cold War era role as a colossus of democracy and monarchy, as the Royal Commonwealth grappled with insurgency and cartel war during the Emergency (2010-2025). In the current geopolitical climate, a post-Emergency Palmyrion has shifted gears, adopting a more pragmatic approach to lethal aid and defense exports.
EMBASSY GUIDELINES
- All embassies will be located in Metropolitan Alexandria.
- Embassies are restricted to either four stories OR 20 meters in height, with a maximum of one below-ground level. Plot size and proportions will be dictated by location. Palmyrian building codes define a "storey" as 5 metres tall minimum with a maximum of 10 metres.
- Embassies are permitted to fly or display flags or other national symbols on embassy grounds.
- Embassies will be treated as places of asylum, and diplomatic missions will be subject to international laws concerning diplomatic personnel, such as the Vienna Convention on Diplomatic Relations, the Vienna Convention on Consular Relations, and the Protection of Diplomats Convention.
- Ambassadors are allowed (encouraged even) to bring along with them immediate family (spouse and children) to live at the embassy, all of which will be afforded the same degree of diplomatic immunity as the ambassador.
- The ambassador's immediate family shall be provided coverage under the Royal Commonwealth's universal education (up to 12th Grade) and healthcare systems.
- Embassies can have a maximum of 100 administrative staff, 60 service staff, and 40 security personnel.
- All embassies are allotted to a maximum of 10 motor vehicles and one medium-lift helicopter (similar in size to a UH-60 Black Hawk). All vehicles will be issued diplomatic license plates and granted diplomatic immunity. No military vehicles allowed. Vehicles can be lightly armoured (compliant at most with NATO STANAG 4569 Lvl. 3) for security purposes.
- Security personnel can be armed only with small arms. Exemptions to restrictions for weapons and vehicles can include strategic allies of the Royal Commonwealth, and even then this will require a vetting process by the Department of State Affairs alongside the National Security Council and the Department of National Defense.
- Lethal autonomous weapons systems must be equipped with a killswitch that disables the automaton, and a manual override that grants all control of onboard systems and weapons to human operators.
