Ban evasion. Bans apply to you, the player, not just to one of your nations. You posted while banned, so both that account and the one you posted with were deleted. JSYK, repeatedly posting past ban can result in you being puppetswept (ALL of your nations being deleted), as well as extension of your ban. File a GHR to appeal the ban.
