The Ventismar Union



In Character - Out of Character

The Ventismar Union was founded in 1979 reforming a series of economic treaties that preceded it and unifying them into a single governing body. The Union was founded as an international organization that promotes freedom, free trade, welfare and civil rights among its member-nations. The nations of the Ventismarien Union are separated into to groups: Full-Members and Associated States.

The Ventismar Union's member states are rich western nations, located in the centre north of Sunalaya. On the continent of Ventismar. Throughout history these nations were rivals, but after the great wars the continent saw that cooperation would solve their problems, instead of brute force or diplomatic bullying. Unlike other nations in the world these countries set their differences aside; and promoted freedom, trade and overall prosperity.

Ventismar Union Parliament Bill


The Enactment of USA Resolutions Process (EUSARP) Bill


Noting that some of the VU member states are part of the USA and thus compelled to comply with USA resolutions, it is necessary to define how will the VU, which is not affiliated with the USA, will deal with potential USA resolutions concerning prerogatives the VU member states transferred to the VU institutions.

Non-Derogation of Exclusive Competence
  1. Member states are not allowed to legislate over matters of exclusive competence of the VU in order to conform to USA resolutions
  2. Member states are prohibited from bypassing, ignoring or deliberately mining any VU treaty or law in order to conform to USA resolutions

Incontestability of the Decisional Autonomy of MVPs
  1. No MVP can be forced or improperly persuaded to vote, act or carry out any of its duties as MVP in a particular way by any national or international authority
  2. Any vote or action conducted by a MVP in carrying out its duties is incontestable, no national or international authority shall charge or punish any current or former MVP for their legitimate decisions

Special Ratification Process for USA Resolutions
  1. USA Resolutions will be enacted without the need of specially-made bills to be voted by the VP if the national governments of all member states ratify them unanimously
  2. The VP can still repeal the decision of the national governments
  3. Once a resolution has been ratified by either the national government or the VP, only the VP can repeal it

"Actually the power given to the VP is really specific, we are talking about the possibility to repeal a USA Resolution unanimously ratified by all the member states, this is a very specific topic the governments would have no say in at all without the special ratification process introduced by the same article, and not all USA Resolutions are going to undergo this process, only those interfering with the exclusive competences of the VU will have to be ratified by the VU, as for the remaining resolutions, member states will decide on their own whether to follow them or not"

Ventismar Union Parliament Bill


The Ventismarian Parliament's Voting Procedure (VPVP) Bill


In order to guarantee a functioning Ventismarian Parliament, it is necessary to define a standard procedure for the vote of bills and amendments.

Timing of the Discussion
  1. The discussion of bills and relative amendmends starts as soon as the bill is published.
  2. Any MVP can submit amendments to the bill until the end of the discussion, submitted amendments will become part of the discussion straight away.
  3. The discussion of bills and relative amendmends lasts until 24h after the latest innovative intervention.
  4. Any speech or submitted amendment is considered an innovative intervention unless the previous intervention was issued by a MVP of either the same country or the same alliance.

Voting Format
  1. Each MVP can cast his vote to a bill or amendment. If a MVP doesn't vote, his vote will be assigned according to the voting indications of his party.
  2. Each party can submit voting indications. If a party doesn't submit any voting indication, their indication will be determined according to the voting indication of their alliance. If a party is not part of an alliance, their indication will be by default to abstain.
  3. The voting indications of an alliance are determined according to the voting indications of their respective alliance leaders. If an alliance leader doesn't submit any voting indication, their indication will be determined according to what the relative majority of the MVPs of that alliance who have voted has voted. In the event of a tie, their indication will be to abstain.

Vote Format
  1. The vote of individual MVPs shall conform to the following format:
    MVP name (Party name, Alliance code) votes FOR/votes AGAINST/ABSTAINS on "bill/amendment name".
  2. The vote of parties shall conform to the following format:
    Party name (Alliance code) votes FOR/votes AGAINST/ABSTAINS on "bill/amendment name".
  3. The vote of alliance leaders shall conform to the following format:
    Party name (Alliance code), leader of the Alliance name, votes FOR/votes AGAINST/ABSTAINS on "bill/amendment name".
  4. It is the speaker's responsibility to accept or reject the votes not in accordance with the official format.

Timing of the Vote
  1. The vote of amendments, if any, starts as soon as the discussion is concluded. Amendments will be voted invidually but simultaneously.
  2. The vote of amendments lasts until either 24h after all the alliance leaders have voted or 48h after the last vote or voting intention has been casted.
  3. The vote of a bill starts as soon as the vote of amendments is concluded.
  4. The vote of a bill lasts until either 24h after all the alliance leaders have voted or 48h after the last vote or voting intention has been casted.

Ventismar Union Parliament Bill


Visa Free Entry for Citizens of Sunrisia (VFE4S)

The purpose of this bill is to grant visa free access to Sunrisian citizens for a maximum period of 90 days. We believe that granting Sunrisian citizens visa free entry will facilitate trade, business and tourism which is for the better of both the Union and Sunrisia. We believe it should further be noted that Sunrisia has also granted access to the Union's citizens with a similar motive.

General Clause
  1. The contents of the bill will apply to citizens of the Republic of Sunrisia whom are not exempt from travel to, through or within the Ventismar Union by the laws of the Union, a member of the Union or by the Republic of Sunrisia.
  2. The laws of a Union member state, the Union or the Republic of Sunrisia shall apply on areas that this bill fails to mention or foresee.


Purpose of Entry
  1. Any citizen of the Republic of Sunrisia that falls within any of the categories and descriptions listed below shall be justified in travelling to the Ventismar Union without a visa, and will thus be granted a stay of 90 days, but may not return for 180 days after they leave the Union.
    1. Members of a diplomatic delegation whom were invited by a member state or any body of the Union. Members of such delegations must hold a valid diplomatic passport of the Republic of Sunrisia.
    2. Those conducting business for a cooperation. Be it based in the Union, Sunrisia or elsewhere.
    3. Crews of vessels carrying the Sunrisian flag.
    4. Those conducting journalism for media outlets based in the Union, Sunrisia or elsewhere.
    5. Persons participating in cultural, sports, scientific or academic events.
    6. Those who wish to visit the Union for leisure.
    7. Persons who have close relatives living in the Union, and who intend on visiting them during their stay.
  2. Those who do not conform to any of the reasons stated above, shall be denied entry to the Union, and will not be able to enter in a period of 180 days after refusal.

Visa Extension in Exceptional Cases
  1. In exceptional cases such as medical emergencies where a Sunrisian citizen can not exit the Union, the Sunrisian citizen shall, upon the formal request of a medical doctor or the Sunrisian ambassador receive an extension to their stay.

"We refrain from voting on the Visa Free Entry for Citizens of Sunrisia(VFE4S) Bill because of a legal issue we have with the bill. The bill clearly states 'will thus be granted a stay of 90 days, but may not return for 180 days after they leave the Union.' if the bill passes that means that Sunrisians traveling to the VU even for two days will be able to return for the next eighty eight days but not for the one hundred and eighty days after that period unless they are given a new visa through the embassies. I would like to ask Peter Hartens of LAV to amend the bill to state that Sunrisians are given 90 days of stay in the Ventismar Union in a period of nine months(roughly 90 plus 180 days) which is resent once the nine months have passed. This edit will stay consistent with the 180 days grace period and allow continuous travel for business men and others who wish to stay short periods in the Union before traveling to another destination and back thus allowing more flexibility for their schedules and plans."

The Enactment of USA Resolutions Process (EUSARP) Bill proposed by Sabrîna Port Amrèa of the Parté Sozièl Liberèl, VUSL passes with a 440 votes in favour and 40 votes against with no abstainees.

The Ventismarian Parliament's Voting Procedure (VPVP) Bill proposed by Hervé Tasciôni of Vird, TUL passes with 480 votes in favour, none against and no abstainees.

Ventismar Union Parliament Bill


Visa Free Entry for Citizens of Sunrisia (VFE4S) (Amended)

The purpose of this bill is to grant visa free access to Sunrisian citizens for a maximum single stay of 90 days in a 9 month period. We believe that granting Sunrisian citizens visa free entry will facilitate trade, business and tourism which is for the better of both the Union and Sunrisia. We believe it should further be noted that Sunrisia has also granted access to the Union's citizens with a similar motive.

General Clause
  1. The contents of the bill will apply to citizens of the Republic of Sunrisia whom are not exempt from travel to, through or within the Ventismar Union by the laws of the Union, a member of the Union or by the Republic of Sunrisia.
  2. The laws of a Union member state, the Union or the Republic of Sunrisia shall apply on areas that this bill fails to mention or foresee.


Purpose of Entry
  1. Any citizen of the Republic of Sunrisia that falls within any of the categories and descriptions listed below in point C shall be justified in travelling to the Ventismar Union without a visa, and will thus be granted a stay of 90 days in a nine month period.
  2. After Sunrisian citizens have stayed in the Union for 90 days, they may not return for the remainder of the nine month period.
  3. Persons who can describe their travels to the Union with any of these descriptions will be granted a stay as described in point A.
    1. Members of a diplomatic delegation whom were invited by a member state or any body of the Union. Members of such delegations must hold a valid diplomatic passport of the Republic of Sunrisia.
    2. Those conducting business for a cooperation. Be it based in the Union, Sunrisia or elsewhere.
    3. Crews of vessels carrying the Sunrisian flag.
    4. Those conducting journalism for media outlets based in the Union, Sunrisia or elsewhere.
    5. Persons participating in cultural, sports, scientific or academic events.
    6. Those who wish to visit the Union for leisure.
    7. Persons who have close relatives living in the Union, and who intend on visiting them during their stay.
  4. Those who do not conform to any of the reasons stated above, shall be denied entry to the Union, and will not be able to enter in a period of 180 days after refusal.

Visa Extension in Exceptional Cases
  1. In exceptional cases such as medical emergencies where a Sunrisian citizen can not exit the Union, the Sunrisian citizen shall, upon the formal request of a medical doctor or the Sunrisian ambassador receive an extension to their stay.

Ventismar Union Parliament Bill

The Mandatory Popular Consultation on Ventismar Union Treaties(MPCVUT) Bill 2015
Amendment I


Noting that the Ventismar Union treaties are concrete and stone, the foundation to the whole Ventismarien continent, the treaties of the Union and international treaties with the Union or its separate nations should be cemented in each nation. Keeping in mind the need for democratic choice and sovereignty for the separate nations, allowing the option to opt out from any Union internal or international treaty with a referendum by the request of the local legislative or executive branch.

Procedure regarding future member states Status Quo
  1. By entering the Ventismarian Union, a nation automatically signs all the treaties previously approved and in effect at that date

Withdraw from treaties Amended
  1. Nations can withdraw from treaties only through a 60% special majority referendum
  2. Treaties cancelled in some nations will remain valid for the rest of the VU until the Ventismarian Parliament or further referenda in all the nations will cancel them

Referendums Procedures New Article
  1. Referendums in the nations can be held at any time after the call of the local legislative or executive branches unless local law says otherwise
  2. Actual referendum date must be no prior to a month after the call for referendum has been approved
  3. All prior registration to the referendum must take less than quarter of the time between the referendum approval and actual vote to allow citizens to register quickly and easily
  4. Registration must be a simple procedure, defined on a case-to-case basis by the Ventismar Union Judiciary Branch
  5. On Referendum voting dates all public services must allow their workers to vote and all private employers must give a day off for those who request to be able to vote
  6. Employees who request a day off to vote in a referendum must be confirmed as voters and not fraud

"Mr. Arnaude's amendment to the 2015 MPCVUT bill creates a worrisome legislative void, the former first article identified referendums to be held in each member state as the procedure to approve a VU treaty, the proposed version repeals that article not replacing it with a different procedure, relegating referendums to the role of only way to opt out from VU treaties. Now, even if it's not openly specified by the amendment, abolishing the ratification procedure would deprive member states the opportunity not to accept a VU treaty, treaties will be enacted as soon as the VP votes them, just like normal bills, and in order to opt out, a member state would have to hold a 60% special majority referendum, in any case not prior to a month after the VP vote: this means that, at least for a short period, all members will be forced to comply with all the treaties approved by the VP, this is in contrast with many members' legislations, which require a referendum to approve, and not just to repeal, an international treaty. So, the amendment must be revised to grant each state the opportunity not to sign a treaty since the current version is unlawful, as only a treaty has the power to do what this amendment implicitly implies."

"The original bill stated 'International Treaties submitted by the Ventismarian Parliament' a definition which conforms with international trade agreements, travel agreements and programs between a foreign nation and the VU as a whole. I would like to remind Paulîne Prêti that the Ventismarien Union Foundation Treaties be it The Freiburg Treaty, The Artwingen Treaty, The Constitution, VUEZA, VIJA, The Felsina Treaty and the VUPT are not Ventismarien Union Parliament treaties but international treaties between the governments of the VU nations unrelated to the parliament. Whether a nation must conform to these treaties is up to the nation's government and not the Parliament. The decision for the most important treaties of the VU are already in the hands of the people. It is the nation's government decision to either pass these important treaties through referendums or through a simple parliamentary vote. The original treaty would require dozens of referendums in each nation for every single bill that passes through the parliament that relates to another nation that isn't in the VU, even on the most unimportant matters, referendums which will tire the population and lead to decreasing turnout rates.

The powers of the VUP are very clearly defined in the 2015 Ventismarien Union Parliament Treaty (Go ahead and read it again if you need to) and any bill that is proposed to the parliament with articles and clauses the size of a treaty, a bill that harms sovereignty, a bill that overrules one of the previous treaties of the Union cannot pass without going outside of the union and becoming an international treaty between the VU nations, a status that requires either referendums in the nations, or a pass in each nation's local parliament.

Even if you would want to force each nation to hold a referendum and block the ability of a national parliament to pass treaties, you would need to go outside of the parliament and propose a treaty to each government and legislative branch of each of the VU nations.

Case and point, the currently debated bill of giving Sunrisians visa-free access to the VU will require 6 referendums for what? For something a national parliament can pass in a few days with ease? Why bother doing a referendum on a subject few people care, a subject that doesn't change the course of a nation a simple visa-free access to a highly developed and trusted ally of the Union."

"Your example is pointless, Mr. Arnaude, the Visa Free Entry bill is unilateral, meaning it's not a "travel agreement" but an autonomous visa policy of the VU that wouldn't incur in any referendum or any different ratification process outside this parliament.
I'd like to remark that asking people what they do think is not a waste of time, but trying to convince you is probably an actual waste of time so I'm not going to insist, instead I'll focus on the legislative void issue highlighted by my colleague Hervé Tasciôni: as you correctly said, the original bill stated "International Treaties submitted by the Ventismarian Parliament", but deleting these few words as you did in your wretched amendment, will make all VU the treaties, including those extraneous to the VP, fall under this legislation. Obviously the VP cannot legiferate on extraneous treaties and that's enought to make this amendment unlawful.
Moreover, the Ventismarien Union Parliameny Treaty doesn't specify how shall VU nations ratify VP treaties, the MPCVUT bill established this had to be done via popular vote, you want to change this? Define a new procedure, or let the VU collapse under complaints until the Ventismarian Court of Justice defines one for you to fix the legislative void."

"The Liberal Party has had an internal discussion, and we have come to the conclusion that in its current state we will not support the bill put forward by the SDAV. We are strictly opposed to points E and F of the third article which will grant employees an entire day off of their work for a mere referendum. Casting a vote does not, and should not, take a significant amount of time out of one's day, and if turnouts for referendums are high it could mean that almost an entire country, no wait: an entire continent, wouldn't be at work; which will damage our economies.

Furthermore, we find point F of the third article to be deeply concerning and unconstitutional. Confirming whether or not people have voted goes against the idea of a secret ballot. What I voted, and whether or not I voted is my own business, and no one has the right to confirm that I have cast a vote."

Edmée Arnaude proceeds to throw a wet fish in rage on Paulîne Prêti's left cheek as customed in the Ventismar Union Parliament even though the bill in question has nothing to do with the fishing industry

"Our problems stem for lack of definition for what is considered a VUP bill, treaty or whatever you want to call it. I demand an immediate implementation of a bill to settle the definitions. The Parliament cannot function without basic procedures and glossary for it's legal actions.

As for MVPs Daan Kleremaker and Dirk Paulensma I did not suggest the whole continent shut down to vote, I simply want to guarantee the option for anyone who wishes to vote, to be able to vote. I don't believe e-voting is a viable option since it's insecure but I won't resist a secure government owned e-voting system with specific machines connected to a safe network. Again this calls for a need to define simple procedures such as how voting should work in VU nations and how should it be regulated let alone how referendums will be."
