Ventismar Union Parliament Bill


Cultural and Inter-regional Protection Bill (CIP)

A bill to protect valued goods and traditions in regions across the Ventismarian Union in order to preserve the cultural heritage and source of said goods.

Protected Goods
  1. Defines goods as any item or tradition that is at the heart of a community and historically and currently has a presence in the local communities
  2. Protected goods are only able to be sourced from the originating region in which that good was founded. Examples include: Pure Mapledrin Maple Syrup
  3. Local governments are tasked with the protection and preservation of the good(s) and are responsible for their existence

Production of Protected Goods Outside Originating Regions
  1. Protected goods may not be produced out of designated regions. *Note that this bill only protects the brand name not the physical good.
  2. The same time of good may still be produced however, use of the specific regional brand is prohibited unless given special permission by both the national government and the local government

Enforcement of Protected and Penalties
  1. The Ventismarian Union, national governments and local governments are given the power and responsibility to enforce protections put into place by this parliament and provided by this bill
  2. Penalties can range from financial compensation to a temporary ban of the production of the protected goods
  3. Financial compensation is to be set by the national government and agreed upon by the local government in charge of the protected good in question

Designating a Protected Good
  1. Designating a good can be done by anyone with a civil servant referee and clarification of a genuine protection referral.
  2. The application for a protected good should fall upon the local government to accept or reject the proposal
  3. Should a proposal be accepted, it falls upon a relevant national agency for that good to be ratified and enforced nationally *For example,
    should the proposal request a food good be protected then it should fall upon the national food standards agency to be ratified

"The protection of traditional specialities is very important and the VU should definitely take care of this matter, but the VU must do more than just acknowledging the claims of national governments, we need to prevent disputes over the origin of a distinctive product and put an end to the current ones, member states can solve internal disputes but establishing a special VU commission is essential to defend the legitimate claimants from attempts at fraudulent appropriaton, the bill should be revised to fix this serious shortcoming."

Ventismar Union Parliament Bill

Ventismar Union Parliament Bill


Reaffirmation of Net Neutrality (RNN)

A bill to reaffirm the value and enforcement of net neutrality within the VU

Protected Status of the Internet
  1. The internet can NEVER be morphed or limited in a way that provides the largest amount of profit for any one company or companies
  2. The internet and the consumers of internet service providers are under the protection of the Ventismarian Court and the Ventismarian Union
  3. In order to domestically change the way the internet is supplied to customers through ISPs, it must first be ratified by the VU through an act of parliament amending or dismantling this bill
  4. ISPs are still free to conduct their daily duty n supplying internet to consumers at a fair and competitve price regardless of the type or status of the consumer

Net Neutrality
  1. Throttling or otherwise tampering with a consumers internet connection is to be made illegal and counter-productive against the progress of the Ventismarian Union and her mission
  2. ISPs are required to treat every consumer equally within the VU regardless of any factors involved

Ventismar Union Parliament Bill


Straits and Sea Passages Act (SSPA)


A bill to help organise and monitor international traffic utilising Ventismarian waterways and sea passages

Sea Passages
  1. Defines sea passages as the Umbrelliet Stålport Strait, the Allentyr-Eikangaard Sea, the Allentyr-Capsland Strait,the Capsland-Lindenholt Channel and any other projects that allow outside sea access to VU waters
  2. Appropriate and coordinated taxes and shipping duties can and will be applied to vessels at these points however not in unison as to avoid damaging international trade
  3. One sea passage may be set to tax vessels but an implementation period of 3 months shall be allowed to pass before other sea passages may start to be taxed
  4. VU members are exempt from any ship duties or taxation on commercial or recreational vessels in the VU

Military Vessels
  1. Naval vessels from any nation passing through the inner VU sea or with the intention of doing so must pay a set tax per ship and must register with the closest VU member state so vessels can be tracked and reported upon
  2. VU members are exempt from any taxation on military vessels in the VU

Taxation and Ship Duties
  1. Taxes and Ship duties will be all synchronised at the same value on every sea passage
  2. Ships will only be taxed for entering the inner sea - ships leaving the inner sea do not have to pay tax or duties providing that they have already paid entry fees or meet the criteria for exemption
  3. Profits from duties and taxes will be split 65%/35% between the member state the tax is being paid and the Ventismarian Union

"This bill goes against the liberal fundamentals of the VU, goes against our idea of free trade and lacks an actual economic justification, all vessels heading to non-VU countries necessarily have to pass through the Stålport Strait, then what's the point of controlling the three other access points to the Nordismar? Tariffs are already in place for countries trading with the VU, it'd be counterproductive to impose additional duties on them. The logic behind this bill is fallacious"

As socialists we are here to defend our workers and labourers who lose their jobs everyday because shipping in goods from the outside is cheaper than to produce them at home. The workers deserve the money gained in the shipping tax as compensation."

"The real problem here is that you're trying to establish a checkpoint in international waters, those separating Allentyr from Capsland and Eikangaard aren't straits, how can the VU affirm its authority over those bodies of water? Are we seriously claiming the Nordismar is a VU internal sea? The VU isn't part of the USA and therefore we aren't bounded by their criterias in terms of territorial waters but you can't expect the rest of the world to acknowledge our claim. This will drag us into a diplomatic nightmare, supporting this bill isn't a wise choice."

We're glad you changed your mind but, even if we totally agree nations should control their land, their waters and their market, we cannot pass over the attempt on national sovereignty you're performing here. The five VU member states bordering the Nordismar Sea are USA members, meaning they can't claim those straits as theirs, only the VU can. This bill is de facto giving the VU an actual territorial dimension, a modern day Donation of Constantine preluding the dismantlement of nation states in favour of the abominable Ventismarian Federation."

Ventismar Union Treaty


Ventismarian-Ophioneus Partnership Deal (VentiOph/VOPD)

A treaty to encourage economic partnership between the Ventismarian Union and the Federation of Ophioneus

Duties and Tax
  1. Any extra duties the VU or the Federation of Ophioneus decide to place on goods shall not apply to either the VU or Ophioneus in both states
  2. All duties duties on finished goods shall be reduced by 50% of current levels

Visas and Security
  1. The first 90 days of travel to either the VU or Ophioneus shall be visa free for all citizens of the VU and Ophioneus
  2. VU citizens shall be given a work permit/visa fast track within Ophioneus and vice versa on a changing basis depending on demand of the sector the citizens plan to work in (e.g If the Engineering sector needed more workers, work visas for Opioneus/VU engineers would be easier to obtain until demand was fulfilled)
  3. VU and Ophioneus citizens will be subject to the same security checks as other travellers

Altering the VentiOph Treaty
  1. The Ventismarian Union reserves the right to alter this treaty at any time by a standard 50% majority in parliament.
  2. Tariff percentages and specified goods can be altered within the treaty by a standard 50% majority within parliament.
  3. The treaty can only be internationally recognised with the consent and ratification of member parties i.e the Ventismarian Union and the Federation of Ophioneus

Goods Specifically Included
  1. All goods sold and traded between the Ventismarian Union and the Federation of Ophioneus MUST meet Ventismarian Union trading standards and regulations and must be lawful under the laws of the Ventismarian Parliament
