Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? Not anymore. Before the referendum passed, however, it was illegal in 6 of Appalachia's 15 provinces.
What percentage of your population is homosexual? No attempt has been made to take a report for the homosexual population of Appalachia, although sociologists estimate it may be around 5%, with a further 5% somewhere on the spectrum of bisexuality.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Religious beliefs were a primary driver as to why it was not legal previously. The decision to legalize it wasn't based on religion or lack thereof, so much as it was based on a belief throughout Appalachia that everyone should be able to live life on their terms.
Are schools allowed to refuse LGBT people? No school that receives any amount of support or subsidy from the government may refuse a person based on gender expression or sexuality. This is the vast majority of schools in Appalachia, even private ones, but there are a small number of very fundamentalist religious sects that do not take any government support and thus can discriminate.
Are jobs allowed to refuse LGBT people? Government entities, and private businesses that receives any amount of support or subsidy from the government, may discriminate against an employee based on gender expression or sexuality. As having your business be officially licensed qualifies as 'government support' for these purposes, this covers most legitimate businesses with few exceptions.
Are restaurants and other services allowed to refuse service to LGBT people? No business that receives any support from the government may discriminate against a customer based on their gender expression or sexuality, the exceptions are the same as the answer above.
Are LGBT people allowed to adopt? Yes.

While the Most Serene Republic is favorable towards the concept of same sex relationships, established case law finds that such marriage is purposeless to the point of making the institution of marriage a mockery. Legislation has not yet been passed, due to the irrelevancy of the idea in Holt culture, but the Legislature has indeed announced its intention to pass such a law if gay marriage becomes a major issue of debate.
If no, why not? Practically speaking, marriage is for the organized production of offspring between two individuals. Even the economic benefits touted by same-sex marriage is a moot point because that concern is already dealt with under the Patron Client System.

However, there is no such regulation on private schools, which has resulted in certain minority religious schools which subscribe to more extreme versions of Islam refusing them based on belief.

No direct legislation passed against it; However, marriage laws require people of the opposite sex, and homosexuality, bisexuality, etc have been described as mental illnesses since 1946, and it still is today

If no, why not? Marriage is constitutionally defined as an life-long union between one man and one woman. Furthermore, our head of state is a Roman Catholic Bishop and bills must receive his assent to become law.

If no, why not? Lack of public support and constitutional wording.
