SCHIAVONIA & SAN JOSÉ GUAYABAL
bid to host
BAPTISM OF FIRE 56

From the sprawling lands of southern Esportiva; to some tiny little island just off the south west of Audioslavia; and all kinds of places in between; the World Cup has had an impact on nations all over the multiverse for sixty-eight editions. And now, the nations of San José Guayabal and Schiavonia are ready to bring this wonderful world to yet another new generation of nations, just in time for the sixty-ninth.

The bid is centred around getting as much involvement as possible in the competition. Not only from the hosts and those competing, but also from established names in the community. There will be more on that later, but first we need to tell you all about us, and what we hope to bring to hosting the Baptism of Fire.

SCHIAVONIA
Schiavonia returned to the World Cup in the last cycle, after two previous spells in the game (WC26-37 & WC49-52). Prior to WC26, the user behind Schiavonia operated the nations NEWI Cefn Druids and Druida. Indeed, there are tournaments he has hosted that he can't even remember nowadays, but the main roster reads as three World Cups (20, 24, 30) and three Cups of Harmony (15, 18, 20) and one SQIS formula, currently the most popular formula used for scorinating NS Association Football matches. More recently, he has hosted the Garundia Kickball tournament and is currently hosting the first 5-A-Side World Cup.

SAN JOSÉ GUAYABAL
San José Guayabal burst onto the scene for World Cup 66, and has had a growing presence in the community ever since. There has been a fair few events hosted by SJG and puppet Alianza Albos since then - September Tennis Championships, Copa de La Paz, World Junior Hockey Championship V (all SJG), Copa Rushmori XVIII (with Alianza Albos), five seasons of domestic leagues in both nations, as well as scorinating many friendlies and the AO Hockey Championship final. This would be SJG's first WCC event hosted, but there is plenty of experience there already.

SCORINATION or "How we'll be generating the scores for you."
We shall be using the latest version of xkorinate (0.3.3) with the SQIS formula (one of these two bidders came up with that formula, so they were hardly likely to use anything else!). Style modifiers from +5 to -5 will be available in order for users to make their teams play a more attacking (+) or defensive (-) style of football. These results would normally rely on rankings, but as there are no prior rankings in this tournament, it will rely solely upon RP bonus - more on that in a moment. The scorination will take place at times convenient for the users behind the host accounts. These will largely be 19:00-21:00 UTC for Schiavonia and 00:45-02:45 UTC for San Jose Guayabal, with Schiavonia's results coming first. However, if any alterations are to be made to this schedule, then as much advanced warning as possible will be made. Because sometimes, RL just gets in the way, but we'll try and keep that to a minimum.

RP BONUS or "How the chances for one team will be increased over another."
As none of the teams will have a ranking at the start of the tournament, the RP bonus is the most important part of the competition. As a result, there will be substantial RP bonuses available for all participants, awarded at different levels depending not only upon the perceived level of quality (judged by your hosts), but also feature a small percentage for users who interact with others involved in the tournament. Though we will not disclose the details of this fully (we don't want to be inundated with people asking us what bonus they got!) and hope participants will RP more for enjoyment than the reward of winning, it will be of a definite benefit to do so.

FORMAT or "How we will try and give teams as fair a chance as possible without reverting to the Casaran system."
In a tournament that is primarily designed to encourage people to RP and get involved, it is in the best interests of everyone to keep those contributing in the competition as long as possible. This is why we have such a large RP bonus being offered. However, there is plenty of potential for problems. We believe that there are sometimes good RPers that do not get out of the group stage at the Baptism of Fire, and we want to do our best to lessen the chance of this happening.

Our proposals are that groups should be of a size that gives participants time to get into RPing and build enough bonus to get the most active teams through, though not too long as to become tedious. Groups of six would be ideal, but groups of four would be too small. The draw would then be seeded on anticipated participation. This will be judged on the posting of (and quality of) a roster prior to the draw, other activity on the NS Sport forum, other activity on the NS forums and whether or not the nation involved is a puppet.

However, until we know the exact numbers taking part, we cannot say for sure what the format will be. However, it will most likely have a number of groups that makes it easy to decide which teams go into the next stage (e.g. 8 or 12). If there are not enough numbers to make it up, then we propose completing the draw with uneven groups, and leaving spaces available for teams who may sign up between the draw and the opening matches, just to get as many participants on board as possible. The Baptism of Fire is here to encourage engagement in the NS World Cup, and the more nations that we can do this with, the better.

"HOST" NATIONS or "How more established nations can get involved, too."
Of course, while the Baptism of Fire is great for newcomers to the NSWC, unless a more experienced nation has entered a puppet into the competition, there is not a lot for them to get engaged with. So, because the Schiavone Football Federation does not feel that their nation would be able to handle the sheer weight of numbers of teams expected to participate, they are offering up hosting rights to other members of the NS Sport community. There is no onus on these hosts to scorinate any games - Schiavonia and San José Guayabal will still be producing results for their halves of the draw - but if we are successful, we propose opening this thread up for nations to submit bids to host a group (and probably a knockout game or two) IC. We, the hosts, will judge the entries submitted to see which we feel would be best suited to the tournament, not least in providing different RP opportunities. This will then introduce new participants to older participants in a way that has not been done before at a Baptism of Fire. (And will hopefully reduce the number of preview RPs in the World Cup RP thread pleading ignorance about new nations!)

Of course, if not enough nations apply, they'll just have to swarm onto Schiavonia's tiny island, or fill out San José Guayabal a little more!

ALL-STAR GAME or "Another way for our new nations to get involved."
We will also be providing other RP opportunities by selecting an all-star team from the BoF participants' teams, and have them face a combined team from the host nations. This would take place after the final, while the hosts team would be open to feature players from our other IC hosts as well as San José Guayabal and Schiavonia. Selection would be based on player performances / profiles RPed throughout the tournament, with the most impressive making up the team.

OTHER THINGS or "Things that probably aren't deserving of their own heading, but we still think add things to the bid. Or stuff that people suggested, and we nicked later."
In group play, we need a pre-determined way of deciding which teams finish in which position, just to make sure that we're not making it up as we go along. So our criteria for separating teams in the standings will be:-

1) Number of points;
2) Goal difference;
3) Head-to-head points;
4) Head-to-head goal difference;
5) Goals scored;
6) Head-to-head goals scored;
7) Drawing of lots.

We'll bring you a full IC guide to our nations next. After that, any questions / suggestions / gushing praise / unerring criticism is welcome!

The origin of the name cames from the spanish "Campo de guayabas" (Guavas County) (Vulgar: Guayabal) by the abundance of guavas, in 1770 was imposed as the patron of the town Saint Joseph (San José; In spanish) by this reason the name is San José Guayabal (Eng. Saint Joseph Guavas)

History
The village emerged in the mid-eighteenth century, and was known as Guayabal by the abundance of guava. In 1770, according to Pedro Cortés y Larraz (Spanish colonizer), had a population of 593 people "without being subject to any authority."

Indeed, the mayor Mayor Jose Ortiz de la Peña actual surveyor commissioned Don Francisco Jose Vallejo to chart a plan of the new town, which was founded on November 13, 1786 as a people's Guayabal. For 1807 had a population of 1,150 inhabitants.

Under the rule of El Salvador

He was part of the department of San Salvador from 1824-1835, the year he spent in the district of Suchitoto Cuscatlan. For 1859 it had a population of 2,302 inhabitants, which by 1890 had risen to 5,830,000. He received the title of town in 1875, and the city in 2006.

Independence of SJG:

The March 29, 2013, in protest of its 40 million people by the mistreatment of El Salvador, it was decided to wean and the same day, El Salvador accepted independence.

Through time, international litigation, could colonize El Salvador and then arrive to the continent of andarica in Esportiva

-Salvadorans: 20%
-British: 19%
-Russians: 17%
-Eskimos: 13%

-Evangelical Christian: 96%
-Catholics: 2%
-Protestants: 2%

Language
The national languages of under Article 8 of the Constitution of the Federation of San Jose Guayabal, adopted in The Honorable People's Parliament are: English, Spanish Guayabalense, Russian, and Eskimo (Most used are: English, Spanish and Guayabalian), encouraging the use of language Guayabalian in:

- All daily activities as the language of communication between citizens of the Federation.

WELCOME TO SCHIAVONIA

WHO ARE WE?

We are Schiavonia! The hosts of World Cup 30 (when the nation was a little larger than it is now) are back! And they are friendlier than ever!

Everyone is welcome in Schiavonia, and it is the people even more than the hot climate, gorgeous beaches and luscious forests that make that happen. The people of Schiavonia live on the notion that they treat others in the same way that they would expect to be treated themselves, and thus take this to extremes. They will be incredibly friendly - you will never hear Schiavone fans jeer at an opposing team or be deliberately violent, and they very rarely lose their temper. Indeed, they are pacifists - weapons are not found in civil areas in Schiavonia - and there is usually incredibly stringent security to prevent them entering the country. This was broken at the Five-a-side World Cup, where a Valokicci fan shot a Gregoryisgodistan supporter in scenes never before seen in the nation, an incident that upped security even further. They believe in a great sense of justice, even to the point where it can be detrimental to their own benefit. One example of this was in a game against Gregoryisgodistan at the Cup of Harmony, where the team tried to score a goal for their opponents that they believed had been wrongfully disallowed and deliberately missed a penalty that they believed had been wrongly awarded. That game - the team won 1-0 - is heralded in the nation as a showing the world the virtues of Schiavone values.

However, despite the over-zealous friendliness and a sometimes less-than-intelligent facade put on by some, Schiavones can be thick skinned and resilient when they need to be, not least if they are suspicious that they are being taken advantage of. Oh, and if there's any excuse for a party, you know a Schiavone will throw one! And you think that there's more of you than us? Well, Schiavonia is protected by AORDO forces (they are the on;y ones with weapons), so try anything at your own peril!

Despite this, if you go to Valae, the welcome is not quite the same. Though the locals - known as Garundis - are taking part in a Schiavone educational program, the people are still primitive in their ways. As a result, they are more prone to violence as a form of retribution, a little more devious in their ways than their fellow islanders, and a little shy around outsiders - though they are more inclined to fight amongst themselves. We still haven't given them firearms, though. They'd never survive!

WHERE ARE WE?
We are a very small island nation in the north-east of Atlantian Oceania. If you can't find us on the map, that's because (as we just explained) we're very small. If you can't see us, here's a little assistance.

Image

The island has only three settlements, and a local population of just 7,000. The capital is New Kingsbury. It also happens to be the smallest of the three, with a population of just 700 Schivones. Craw is made up of Cafundélese-Schiavones, and is the nation's centre of commerce, with the main focus on the tourism industry - it is noted for its long, sandy, sunny beaches. Around 3,500 locals live there, but the population is swelled by migrant workers who promise to work to the Schiavone ideal for a decent enough wage. Valae is a considerable distance away (in Schavone terms) from the rest of the island, and also separated from the rest of the island by mountains. This is where the more primitive red-skinned Garundi people live. Their homeland was destroyed by a volcano, and while they also originated from the original Schiavonia, they are considerably less Schiavone than the people on the rest of the island.

Because of the investments in Craw, there is a high-quality roadway from the city to New Kingsbury, and about half way to Valae. The rest of the road system is made up of basic dust tracks. Travel times are Craw to New Kingsbury - 15-20 minutes; Craw to Valae - 60-75 minutes; New Kingsbury to Valae - 100-120 minutes. The respective locations of these settlements can be seen here.

Of course, first you have to get here. The main international transport hub is Craw Airport - the only airport on the island - which can be found in the northern suburbs of Craw by the road to New Kingsbury. Sea travel is also incredibly popular, so for alternatives, travel to Audioslavia or Thatius and take a boat to New Kingsbury or Valae respectively.

Image

WHERE ARE WE GOING TO PLAY?
There are a number of stadia being played in around the island. These are mostly some of the sports grounds used for domestic sports, but there are also some temporary venues that have been constructed especially for the competiton, to be taken down later.

King Francesco Stadium, Craw (Capacity: 63,000)
Image

The King Francesco Stadium is named after the King of Schiavonia when they first entered into international sports over 160 years ago. On the outside, it is a replica of Schiavonia's first ever national stadium, but under the surface, there are all of the trappings of a modern sporting arena. The new stadium is the home of Schiavonia's national team and domestic team 46ers, and has been built as a place for tourists to Craw to visit and take in a game as they tour the area on holiday.

The Field, New Kingsbury (Capacity: 7,000)
Image

The Field is another stadium that is a replica, this time of the stadium that was Schiavonia's home in the previous World Cup Qualifying campaign on their old island. Most of the same parts were used in construction, but some bits have been modified. Considering that only 700 live in New Kingsbury, the stadium - like all in Schiavonia - is far too big for the local population. But it is the home to the most Schiavone of all Schiavones, so a friendly welcome is guaranteed.

Valae Forest Bowl, Valae (Capacity: 3,500)
Image

Valae Forest Bowl is a stadium built amongst the trees in Schiavonia's South Western city of 3,000. Valae is the home of the Garundi people, and a devil to get to, so the experience of teams playing in Valae will be completely different to those elsewhere in Schiavonia. However, if the host nation are in town, then they will not be as patriotic and behind them as other parts of the country.

North Beach Stadium, Craw (Capacity: 6,500)
Image

North Beach Stadium might lack the investment of the KFS, but it is still in a tourist area of Craw, and is home to Schiavonia's Project +90 team. The stadium is usually full of bored tourists looking for a bit of shade, but the Five-A-Side World Cup will make this little stadium full for what will probably be the first time ever.

Now ask away, people!

Will all matches involving SJG's puppet by scorinated by Schiavonia?

How many teams will advance out of the group stage?

I also have several questions regarding the RP bonus:

1) Will you be entering the bonus into xkoranate as skill or using xkoranate's bonus section?
2) What will the max skill be set to?
3) Will the bonus be fully cumulative, semi-cumulative or non-cumulative?

Regarding my puppet matches and RP: All matches of my puppet Yuzhno-Sakhalinsk gorod will be scorinated by Schiavonia and all the RP's of my puppet will be graded by Schia, to ensure the legitimacy and honesty of the scorination and the tournament itself.

Also in my RP's with my puppet, I won't take the RP challenges to bring a fair chance to the new nations to take place in the All-Star game with their players.

Answers regarding teams out of Group Stage: It will depend purely on the number of teams/nations signed up for the BoF, the sign-ups thread only has two days open and it would be premature to say an specific number, the idea is to get the biggest amount of teams into the tournament, during the course of this week we can give an approximate number but subject to changes in any moment, depending of the pace at new teams/nations sign up in the proper thread.

RP Bonus:

1- We will be entering bonus to Xkoranate in the form of skills

2- The range is from 0 to 6, being "0" lack of RP or poor quality (Call it just a RP consisting of one paragraph of three or five lines) and "6" Excellent, detailed and interacting RP with other users, also this category includes the nations/teams/users who submit an application to the All-Star Game but not all applications, the criteria to be used at applications will be the same, we will judge with the same general parameters of judging RP's, based in Quality over Quantity, also creativity and effort applied into the RP, but with the criteria as we stated on the RP bonus section: We will try to encourage users to RP more for enjoymentt han the reward of winning.

3- Bonus will be Semi-Cumulative, we plan always be looking to award bonus rather than take it away from the players, will be focused to keep the nations RPing and encourage them to enjoy this, ur mission is bring them a good experience in his first time and we will try to do that, bonus will be degraded every matchday and the 30% of every nation who advances out of Group Stage skill will be degraded, but never will reach zero (Except if a nation didn't made RP or his RP has several deficiencies), our system is generous and will take in account the effort, quality and creativity of every RP posted, also the bonus if the nation post a RP according to the special criteria of the RP bonus.

It's noteworthy that we will try to promote the respect to the permissions settled by the rival/opponent with using some tips posted in the cut off or privately via TG to the nations.

I hope this answered your questions.

Well, this seems all right. My only question is regarding the guest venues. I would be interested on sending a venue in, specially after hosting the Baptism of Fire last time, but I'm certain we'd have to type IC Information for it and stuff, right?

Yes, and this is for everyone interested to bid for venues.

Your bid should include:

- Name of the venue.
- Capacity.
- City.
- A brief description of the venue.
- What's the factor that we should choose your venue?
- An image of the venue.

The window will be of two days surely, starting since a warning that we will do here (It's more probable that Schia will post the warning to be fair).

Indeed, it would be approximately that. Specifically, if this bid is successful, we will turn our bid thread into a bid thread for the bids of others as soon as one of us can get online and post it after the vote, and the period will remain open until about an hour before the group draw, so that when we make the draw, we will know who will be playing where.

Also, bids would preferably consist of 3-4 stadia, and I would state that not having a picture should not count against you - there's nothing wrong with having a little imagination sometimes!

I can't see anything wrong with this bid. I do think the idea of higher RP for interacting with other users is a good idea, as it encourages users to look at other teams, and consider role playing to other teams ideas.

Also, Greater Watford is considering being a guest host, with a few venues up for consideration. We've still not decided on which venue(s) to put forward. (OOC: Is there a rule on how many venues you can nominate?)

Will this be detrimental to my puppet's chances of doing well? For example, if I and another nation, a new one, RP exactly the same amount and quality, will the new nation have an advantage?

Remember that this is only for the draw, and will not influence any results. But if a nation is a puppet, we can look at the output of the main nation to try and gauge what the puppet's participation levels will be. We can't do that with users entering their first World Cup, but we can look at other events that they have participated in, too. It is all in an effort to attempt to get the nations with the greatest RP potential spread out across the groups, and lessening the potential for having lots of good RPers in one group and none at all in another. We can't guarantee anything, but we can only do our best.

How would you handle a situation where the user has actively RP'ed in the past, but the puppet failed to RP in the one event it ever participated in? Gregoryisgodistan Special Administrative Zone participated in a HWC once, but only posted a basic roster and never RP'ed. On the other hand, the user (me) behind it is very active, including in the WC. Also, would you distinguish between tournaments the puppet entered as a numbers puppet (such as GSAZ in the HWC whatever number it was) and tournaments it actually entered with the intent of actively RP'ing?

We'll simply look through the post history. If we see that the nation involved is explicitly entered as a filler nation for another tournament, then it is likely that we would discount this from the reckoning, as teams that enter the World Cup in time for the Baptism of Fire will tend not to be filler teams, but entered with purpose. It is a delicate balance to figure out, and there is no exact science to it, but just remember that this is only what we might expect from a nation - we cannot guarantee what a nation will produce, but we can try and make a best estimate.

The GWFA will submit 3 venues for consideration for host rights:

Image
Highland Road
60'000
Hemel Hempstead
Built in the heart of Hemel Hempstead, the largest city in Greater Watford, it is one of the oldest stadiums in the nation. Whilst many teams have built modern stadiums, Hemel Hempstead FC have maintained their famous Highland Road venue, expanding it on a few occasions, as evident by the multi-tier stands. Currently home to the reigning Super League champions, Hemel Hempstead has a strong football heritage.

With a population nearing 500'000, Hemel Hempstead is more than capable of hosting games for an international tournament. The town is also a hotbed for football, with the stadium packed every game. The hosts can be assured that games at Highland Road will be well supported.

Image
Saints Park
60'000
St Albans
A relatively new stadium, Saints Park lies on the outskirts of St Albans. St Albans is an old town, with a famous cathedral and ancient ruins for tourists to visit when they're free. Now, in a more modern time, St Albans is home to modern high rises, studio complexes, and technology parks, as a modern city with a commercial sector, and a technology base for the future.

St Albans has been overshadowed before by Hemel Hempstead and Watford, and is resigned to a "third city" status (a fact the citizens of St Albans dislike). A population of around 150'000 would be happy to see the Baptism of Fire come to their home city. The local side, St Albans City FC have also achieved international success in the FireStorm Cup VI.

Image
Hornet's Nest
75'000
Watford
The largest stadium in Greater Watford, and home to Watford FC and the national side, Hornet's Nest has everything a modern stadium needs. A retractable roof is also available, covering the ground when it rains on matchday, whist still allowing the grass to grow naturally. In the capital city of Watford, just off the motorway and a mile away from the international airport, it is accessible easily.

Watford, with its population of 250'000 would support the hosting of matches for the BoF. The locals enjoy football, even if local side Watford FC aren't doing so well in the Super League, despite winning FireStorm Cup V. Watford is the capital as well, and wants to bring the internal sporting community to the nation of Greater Watford, expanding its presence within the multiverse.

We hope you'll take time to consider the options presented, and hope Schiavonia & San José Guayabal host a good tournament, preferably with a few games in Greater Watford :)
OOC: Hopefully that's all done correctly, if not tell me otherwise.

To be fair, GW, given this bid hasn't even won a host vote yet, I'd say that's very premature and kinda clogs up this thread (for people reading it as Schia/SJG's bid thread) with those large pictures. Perhaps spoiler it?

Good point. Maybe I was a little premature there.

It was a little premature to post a bid in this thread, considering that there is already one other high-quality bid out there and we expect there to be more to come, so we don't know if this bid will be a success or not. As such, we would prefer that these bids are not made until the host vote is complete, and only then if this bid is successful.

However, we do appreciate the effort put in, and it does show us that what we have decided to do might get people involved. However, we urge anyone who may want to get involved to just hold back a bit. We might not win, and the winners of the vote might want you to get involved in another way.

Indeed, we appreciate your effort to bidding but is too premature but we will take it in case we win and you post this again with just the link or the same info.

Thanks for your interest. And for all the community, we're open to more questions.

FORMAT

Format update

Since we are arriving to the second week since the sign-up thread was opened to all and we have a clear panorama, we defined three different scenarios for the possible pairing of different nations / users within the BoF 56, to provide users / nations in general possible scenarios that will be used in this BoF 56, but clarified that are subject to change based on our main goal is to find which give space to as many nations to participate in this tournament, even after they finalize the draw, to provide better experience for the participants.

At the moment this post was being written, (06/13/14, 23:40 GMT) we had 51 confirmed participants and two more unconfirmed participants, able to participate in BoF, so we created the following plans of format to work.

- 56 teams: Eight groups of seven participants in each group, competing for six matchdays and the best four teams in each group advances to the next round, the Round of 32.

- 60 teams: Ten groups of six teams in each group, the best two teams in each group advance to the Round of 32, along with the four best third place teams. The remaining third place teams and fourth place teams will play off for their place in the Round of 32.

- 64 teams: Eight groups of eight teams in each groups, the top four teams in each group will advance to the Round of 32.

With the prevously shown above, we plan to run the BoF as normal, with the mission of bringing to the participants the best experience possible to encourage them to RP and help them in his RP needs with personal tips and contribute with the NSSport community in the best way possible.

We are open to questions from all the community of NSSport.

EDITS: Adjusting to a better presentation format.

What will be your plan if you get less than 56 nations? Working on the current 51, or 53 nations, what will the groups look like?
