Merging of the European Regions

Moderators-

What kind of messages are allowed/aren't allowed to be sent for proposing the merger of the European Regions (Europe/European Union/Nazi Europe and so on)?

If I send a note to the delegate of each region, am I breaking the "No-recruitment-in-player-created-region" Rule? What about founders? Can I lobby individual nations to lobby their delegates? Would that go too far?

Merging Europe and the EU I support. But Nazi Europe should stay separate, mainly due to political issues.

What is the "EU"? Also, since the topic is named "Merging of the European Regions", then all of the European regions would be combined.. And not just for the sake of political issues.

It wouldn't break the rules to TG them with it. However, merging with Nazi Europe is a bad idea because it's a condemned region.

Alsted, as far as I can see you wouldn't be breaking the "no recruiting" rule because you're not doing what that rule is supposed to stop: you're not trying to poach an individual player away from their region into your region.

Depends a lot on what sort of amalgamation you're planning, though. If you want all the regions to die out and combine into one soon-to-be-big region that has already been created, you'd run afoul of it because then you would be trying to take players away from existing regions and lure them into another. However, if you just present it as a topic for discussion, suggesting a region that doesn't exist yet, you should be okay.

TGs to Founders and Delegates should also be okay, provided you make it clear you're talking about their region, not them individually. TGing individual nations is dodgy; I'd advise against it. It would be diplomatic to ask a Founder or Delegate for permission before posting on their RMB, and, again, be careful how you word it: don't aim it at individuals.

I'm treating this as a hypothetical. I don't know what stage you've got to (couldn't see any thing in Gameplay). If it's still pretty tentative, you might like to start a thread in the Gameplay forum and then TG Delegates and Founders with a link. That way you'd be completely sure you weren't violating the no-recruiting rule (at the sacrifice of confidentiality, of course).

As always, what you are allowed to do if you approach it via offsite forums is up to their mods, not NS mods.

Obviously, unwanted TGs promoting a particular region are unwanted, but at what point does it go from being a mere annoyance to get the occasional "do you want to join my region?" to being a rule violation? The eye of the beholder?

As a player who has sometimes been approached to join a region, I don't mind the occasional TG with that query. I usually just send a TG back saying I'm happy in the region I'm currently in. However, I joined that region after receiving a customised recruiting TG from one of its members. In that case, the TG seemingly was specific in why the region wanted me to join. I later found out that's how the region recruits. Obviously, I decided to join that region as a result.

I wouldn't mind prohibitions against spammy recruitment TGs, but does the rule prohibit ALL recruitment TGs?

Recruitment TGs are permitted if addressed to nations in feeder regions and if they're kept to one per nation. Otherwise, I don't believe they're allowed.

The clarification exists in The One Stop Rules Shop

AdSpam: Spamming other people's regional messageboards (RMB) with adverts for your region. The only places where you are allowed to put advertisements are:

* the Gameplay Forum (they will be deleted if posted elsewhere, as being polite hasn't worked),
* The regional messageboards of the game-created regions
o Feeder regions, defined as The Pacific, The North Pacific, The East Pacific, The South Pacific, and The West Pacific. Note that it is not legal to advertise in copycat regions like "West Pacific",
o The Rejected Realms and Lazarus,
o Official Warzones.
And even then, don't over-do it. One ad per advertised region (NOT per posting nation) in any 24-hour period is the rule. Don't post if an ad for your region is still visible, even if it's been more than 24 hours.
* Recruitment telegrams may be sent to residents of game-created regions. No 24-hour rule here - one per nation, period.
* Sending unsolicited recruitment telegrams to nations outside of game-created regions is not permitted.
* RMB Ads are allowed in player-created regions if and only if the World Factbook Entry says they're allowed. Whomever controls the WFE may set regional policy towards ads.
