Not really necessary. The Big Four of Europe combined have (roughly) twice the military budget of Russia. And that's if the Russians are even willing to invade an EU country.

The president doesn't have the activation code for every signle nuclear warhead. He has an authorization code, that is send to the particular locations. On a submarine, the activation codes are stored in the submarine.
