For example in my nation, as in RL, when a company decides to set up shop in a foreign land, one government does not need to negotiate with another government. They simple register their business through the department of trade and carry on. But I might just be speaking for myself here.

To the noble peoples of the CFME:

The Government of the Achaean Republic is glad of the progress made with the tallying of national economies and other nations joining this bloc. We also appreciate the concerns taken to ensure that our national industries––tourism, in particular––is taken into consideration.

For this reason, I propose a special "spin-off" summit of sorts: the CFME Tourism Summit, dedicated to improving travel relations between CFME countries and those belonging to other economic blocs. We can discuss free movement of people, visas and permits, culture and entertainment commissions, and also environmental protections that would create wealth and have our citizens enjoy each others' countries sustainably. While the CFME, in general, can address major macro-economic concerns (i.e: World Assembly laws that affect our respective nations' economies), the Tourism Summit can address the valuable economy of resources that can impact services, hospitality, and travel, among other details.
