Your nation's full name (including pretitle) Democratic States of Toin
Would you like to receive a TG updating you when your nation has been scored? Yes, please.

Corruption Prevalence
How many corruption-related arrests are made every year? Between 50 and 200 per year. Some years have had arrests as high as 600 during noteworthy scandals, but these are few and far between.
How many acts of corruption are estimated to go unchecked every year? About 250. These cases are generally very minor cases - it would be hard to not uncheck a major case like money laundering. If the politicians themselves don't have any morality, their staff do and the ones directly involved are very likely to report it, directly or indirectly, at some point.
Do citizens complain about corruption via social media or other channels? Yes.
Have you (the official participating in this survey) seen corruption in the past year? Yes. But not many.
Did your leader come to power via transparent, trusted and legal means? Yes.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes.
Are elections for national, state and local government free, fair, open and subject to inspection? The voting process itself is not allowed to be monitored due to constitutional guarantee of secret ballot voting, but during counting it may be inspected.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes. All persons entering public office must take an oath, though these oaths tend to vary from office to office.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes.
Is reporting of corruption able to be done anonymously and discretely? Yes.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Yes, the Corruption Complaints Service.
If so, how much authority does this body have? Can it make arrests? Legal authority is about similar to that of the National Police Service. Arrests are generally conducted by the NPS on behalf of this entity.
Are there non-government bodies who investigate and report corruption? Yes. These organisations are non-profit in nature.
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Yes.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Fines equal to half of the fraud cost for the first two cases. The second fine is multiplied by 2. After that it is impeachment with a temporary prohibition of holding public office.
What is the maximum sentence for committing electoral fraud? If it comes into light after an election or oath, it results in impeachment and being permanently barred from holding public office. If it comes into light before, the results of the election are nullified and a temporary office-holder is appointed until a more permanent election can take place.
What is the maximum sentence for misleading voters in an election? An investigation takes place at the very least. If it is the President, an impeachment is almost certain to be filed by the opposition.
What is the maximum sentence for committing a conflict of interest crime? An investigation takes place. Impeachment or removal from office might result.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Kind of. Depending on the severity, an official might be severely restricted in his powers or outright suspended until his trial.

END
Are you satisfied with this index? Yes.
Any suggestions or comments on how to improve? Maybe if you are asking for an officials opinion, make it slightly more IC oriented. It does not make much sense in my opinion. I have no other comments.

Postby Aryax » Tue Apr 21, 2020 3:05 am

Your nation's full name (including pretitle): People's Republic of Aryax
Would you like to receive a TG updating you when your nation has been scored? Yes, please

Corruption Prevalence
How many corruption-related arrests are made every year? ~200 (2019 data: 211 arrests)
How many acts of corruption are estimated to go unchecked every year? >20000 (estimate). Corruption is so pervasive it is estimated to sap around 20% of Aryax's GDP.
Do citizens complain about corruption via social media or other channels? Almost all platforms for content creation, including all the media, are fully state-controlled and censored, leaving citizens with no possible channel to complain about corruption or the government more generally. Commenting on corruption publicly is grounds for detention and prosecution, forced disappearence, or other severe punishments.
Have you (the official participating in this survey) seen corruption in the past year? Yes.
Did your leader come to power via transparent, trusted and legal means? Aryax is a one-party state ruled by the People's Revolutionary Movement (PRM), whose all-encompassing authority overrides all formal government structures. One-party mandatory elections are in place, but they are used to publicly justify and comfirm pre-made decisions about the country's leadership, and as an unofficial census that tracks public opinion on the government, who then retaliates against those citizens deemed out of line.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes.
Are elections for national, state and local government free, fair, open and subject to inspection? Aryax's elections are built on the exclusion of anything remotely ressembling a genuine opposition, pervasive intimidation, and fraud and manipulation on a massive scale, all to comfirm an outcome previously decided by the leadership.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? No. While officials are expected to obey the law (including anti-corruption regulations), in practice absolute loyalty requirements override everything else.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? There is some loose anti-corruption framework for the public sector, which is used almost exclusively to purge those deemed politically unreliable out of it. Political loyalty is rewarded with impunity for the plunder of public resources.
Is reporting of corruption able to be done anonymously and discretely? An extremely powerful and pervasive surveillance apparatus preclude anonymity and discretion in all areas of daily life.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? No. Instead, the Ministry of State Security (MGB), aided by the surveillance records it collects, investigates financial crimes as it investigates all political crimes. The PRM has its own discipine committee, controlled by the uppermost leadership, but its activities are generally minimal and mostly aimed to direct political purges within the party.
If so, how much authority does this body have? Can it make arrests? The MGB has unlimited authority and frequently acts outside the law when following the government's orders. Abduction-style arrests, forced disappearences, secret irregular transfers to underground prison camps are all the norm. As such, the MGB is not coincidentally in charge of executing the regime's most damning atrocities, and the extensive, if decreasing, scope of extralegal punishments must be factored for all crimes, but especially those with political overtones such as corruption.
Are there non-government bodies who investigate and report corruption? All non-state organizations are illegal, and the ban is enforced.
If so, are they given freedom to report on confirmed and possible cases of corruption? N/A
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Surveillance, the complete absence of independent media and severe, routine repression preclude free expression in all areas. The country's entire media sector is state-controlled, as is the economy, allowing the state to withdraw the supply of paper and ink from those newspapers it dislikes. All content is censored prior to publication. Content creation platforms and social media are unavailable on the state-controlled internet, precluding the existance of independent outlets there. Contact with foreign outlets can be severely punished.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Execution
What is the maximum sentence for committing electoral fraud? Formally, 5 years imprisonment + reeducation. However, the structure and conduct of elections effectively make anti-fraud laws not applicable.
What is the maximum sentence for misleading voters in an election? 2-5 years imprisonment + reeducation, if such manipulation was not previously approved by the PRM's leadership.
What is the maximum sentence for committing a conflict of interest crime? The absence of even the most basic framework of a market economy as well as the state's control over nearly all professions preclude conflict of interest regulations.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Corruption suspects often being to serve their sentences immediately after arrest while the trial is still ongoing, as the guilty veredict and the specific sentence is already pre-decided.

END
Are you satisfied with this index? Yes
Any suggestions or comments on how to improve? N/A

Corruption Prevalence
How many corruption-related arrests are made every year?200,015
How many acts of corruption are estimated to go unchecked every year?600,000
Do citizens complain about corruption via social media or other channels? Yes
Have you (the official participating in this survey) seen corruption in the past year? Yes
Did your leader come to power via transparent, trusted and legal means? Well the current president has an interesting history, the quickest summary is that she was involved in corruption scandals, managed to get impeached via a very lengthy method of both legislative chambers voting for impeachment and having the people hold a referendum on if the president should be removed from office. She sat in a prison from 2017 to 2020, serving less than 3 years of her 8 year prison and hard labor sentence before being pardoned by the People's National Court, who restored her political status to run for public office. The previous president was impeached also, with Dartenby promising to only fill the rest of the old president's term in a special election this year, which is set to expire in 2022.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? While they're on the books, many attorneys, judges and law enforcement officials not on a partisan basis tend to look the other way or feint illiteracy during court hearings.
Are elections for national, state and local government free, fair, open and subject to inspection? No, Congressional elections are left to the local authorities to pursue possible corruption cases against candidates, with those local law enforcement agents being paid off by the campaigns of their opponents to arrest them. Parliamentarian elections are a little cleaner, with only a thousand Members of Parliament being caught with a bribe and forced to wait a month until taking public office.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? mostly just lip service in the form of an unbinding resolution that's passed during the first session of Congress saying "under pain of death or worse, I vow to abstain from besmirching, cheating, lying and disgracing the office of the presidency with illegal activities"
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? We havent really figured something like that out yet, though there is a very very preliminary procedure to investigate corruption whistle blowers only in the area of business and military affairs corruption.
Is reporting of corruption able to be done anonymously and discretely? No, It's all put in an online database that's easy to hack into, with the government routinely hacking into it's own database to obtain information on whistleblowers for corruption.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? There's the Congressional Commitee on Corruption and Crimes, headed by a combination of the few Carriebeanian politicians with actual morals and values and some politician who's unfavorable or just a bumbling idiot to ensure little gets done.
If so, how much authority does this body have? Can it make arrests? The main powers of the committee are the ability to subpoena individuals and document requests from the president, vice president, cabinet officials and local mayors/governors. It can make "recommendations for arrests" that are sent to both the Prime Minister and the Minister of Internal Affairs, the nation's baby version of an attorney generals office. These officials can then order these arrests, though the minister of Internal Affairs can either be overruled by the President with a veto or by a majority of the cabinet officials upon the objection of 3 positions, which then triggers a full vote by the cabinet.
Are there non-government bodies who investigate and report corruption? Nope
If so, are they given freedom to report on confirmed and possible cases of corruption? N/A
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Yes, but foreigners are put to death.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? This falls under the classification of "mismanagement of state property," which carries a maximum sentence of 5 years in prison or an alternative sentence of hard labor.
What is the maximum sentence for committing electoral fraud? 5 years in prison and a sentence of 2 years and 6 months of hard labor
What is the maximum sentence for misleading voters in an election? 2 months indebted servitude followed by 4 months of forced slavery, when cases get to courts, sentences are generally only handed for 1 month of indebted servitude, with it occasionally being followed up by 2 months of forced slavery.
What is the maximum sentence for committing a conflict of interest crime? 1 year in prison
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Generally the punishment is predetermined as a month vacation from their offices while still getting paid to co-operate by the local chiefs of police and law enforcement. They're discouraged from going into work as a politician while receiving all the benefits and monetary donations that they would normally get in office.

END
Are you satisfied with this index? Yes
