Regarding writing an issue for legalising prostitution I'd actually be up for the challenge.

As Ransium said, whether it'd be a front-stage policy or not would be... questionable (even though sensitive issues can be kept out of classroom nations, it's worth remembering that everything gameside -- titles, effects and banner policies -- can be seen by class nations). It might be more doable to track it by a backstage policy, if the issues necessitated it.
#106 is the extant prostitution issue, if you wanted to have a go at a reversal.

I was more thinking along the lines of the policy not referring to prostitution as such, but rather use a euphemism or synonym for it that keeps within classroom-friendly limitations, such as "legalized adult services" with an image showing a red light and a pole or something.

#106 is currently the only dedicated issue on the subject. It's likely to be the other way around. If you write a quality issue on the subject, the game staff will be more likely to put in the effort to implement the policy it requires.

#935 and #1106 also mention prostitution in passing, but aren't really addressing the core subject.
It's likely to be the other way around. If you write a quality issue on the subject, the game staff will be more likely to put in the effort to implement the policy it requires.
