As long as man has had breath the Brotherhood has existed. For from the beginning - when man's struggle was with nature, not knowing where he might sleep, how he would eat, or whether he would survive to see the light of dawn - there have always been those who would lord over others. People who believe that they, by some unseen right, are granted power over others, and would push others down so they might climb, are the greatest threat to mankind's existence. For many years has one man or one race prospered on the sweat and work of others.
Such injustices are not just a sin against mankind, but also a sin against God. The Brotherhood had its beginnings with the first downtrodden who looked for a better way. These oppressed sought a path that would allow them to gather fruits of life and achieve enough resources and wealth that they and their families could survive and advance with the rest of mankind.
Preamble
To stand up against all forms of tyranny and oppression, wherever it may be, and to lead humanity into the glorious Tiberium future. To reach our goal of leading humanity into its glorious future as a species, we must unite into a unified and invincible force: the Brotherhood of Nod. We march ever closer to our goals, guided by the wisdom of our great leader Kane and his technology of peace. One vision, one purpose: the Technology of Peace.
Article One: Terms of Admittance
All who wish to be freed from oppression and slavery are welcome to join the Brotherhood, as are all whose minds are open to the glorious future that awaits mankind. All those who wish to join are to follow these terms:
- Each member-nation must adhere to the terms of the Brotherhood's charter
- Each member-nation must see other member-nations as equals
- Each member-nation must go against oppression in all its forms
- Each member-nation is to surrender a portion of their military forces and equipment to the Brotherhood so that it can better protect its members
- Each member-nation is to have a Nod temple built in its territory as a symbol of the Brotherhood's unity
Article Two: The Inner Circle and the Grand Congrengation
Section One:
The Brotherhood is to have a group of loyal, wise and dedicated individuals who are to serve Kane by serving the interests of the Brotherhood and leading its people in both war and peace in Kane's absence. This group of leaders, the Inner Circle, is to be composed of:
- The Marked of Kane as the head of the executive branch
- The Chief Legislator as the head of the legislative branch
- The Chief Justice as the head of the judiciary
- The Leader of the Black Hand, head of the Brotherhood's special forces
- Two leading Commanders of the Nod Army, one to command the conventional forces and the other to command the forces with more advanced weaponry.
- The Economic Adviser to aid in the development of each member-nation
- The Minister of Foreign Affairs to represent the Brotherhood to the world
Section Two:
These eight leading members are to be aided by the member-nations in their duties, as a representative of all member-nations are to be assigned to a division of their own, depending on their skills and preferences. Thus, these members of the Inner Circle will be the heads the Executive Assembly, the Legislative Assembly, the Judicial Assembly, the Army of the Brotherhood, the Black Hand (the Brotherhood's elite forces), the Nod Development Board (NDB), and the Foreign Affairs Ministry respectively, with the representatives of the member-nations aiding them.
Section Three:
The Inner Circle's members are to be elected from the member-nations once the Brotherhood's members reach fifteen.
Section Four:
The members of the Inner Circle must always recognize each other, as well as the non-members, as equals, for all are equal before the eyes of Kane.
Section Five:
The members of the Inner Circle shall recognize that they are no longer members of their own nation: they are members of the Brotherhood as a whole.
Section Six: All members of the Brotherhood are to send a representative to the Grand Congregation, where they will act as spokespersons for their respective nations.
Section Seven:
The Grand Congregation will be the center for discussion and debate concerning issues relevant to the Brotherhood; the Legislative assembly the center for the creation of joint policies; the Judiciary Assembly the center for the settlement of disputes within the Brotherhood; the Executive Assembly the center for the carrying-out of policy; the NDB the center for joint development among the member-nations; the Foreign Ministry the center for communications with the outside; and the Army and the Black Hand the center for defense and for the rooting out of dissidents and traitors who would dare divide the Brotherhood. The second to the last sections of the Brotherhood are the final authority in their respective fields, while the Grand Congregation is the section in which issues are brought up. These issues will then be handed to the other sections so that a decision can be made concerning them.
Article Three: The Army of the Brotherhood of Nod
Section one:
The Brotherhood of Nod is to have its own armed forces independent of any member-nation's which will be used to protect the member-nations in times of conflict.
Section Two:
The Brotherhood's army is to be composed of forces from all the member-nations, who would give a portion of their armies over to the Brotherhood for our mutual protection, as stated in the first article.
2.1. The senior officers and generals of this army shall be selected from each member-nation and shall be put into their positions by popular vote among the members of the Brotherhood's Military Wing led by the Supreme Commander of the Nod Army. The junior officers, NCOs, and soldiers of the army may be recruited from all member-nations.
Section Three:
The Brotherhood's army is to be maintained by funds from each of the member-nations, with the more prosperous nations providing more funds.
Section Four:
Research and development for the Army of Nod shall be carried out by all member-nations, with the more technologically advanced nations sharing their technologies with their less advanced brothers for the further advancement of the Technology of Peace.
Section Five:
No one nation or group of nations shall dominate the Brotherhood's army by installing their own generals, dominating the Military Wing, and other similar acts. The Army of the Brotherhood belongs to the Brotherhood as a whole, not to its individual members.
Section Six:
The Army of the Brotherhood will only be deployed in wars that will further the Brotherhood's goals and protect the Brotherhood's interest. The decision of whether or not to deploy the Army will be given to the Marked of Kane, with the two Supreme Commanders giving advice.
Article Four: The Unity of the Brotherhood
The Brotherhood of Nod believes that its strength lies in its unity, and if it ever gets fragmented, it will surely fall.
Section One:
No member-nation of the Brotherhood shall attack another member-nation.
Section Two:
All disputed between member-nations shall be brought before the Judicial Assembly.
Section Three:
Any member-nation that breaks the unity of the Brotherhood by taking up arms against its fellow member-nation shall be expelled from the Brotherhood and attacked all the other member-nations, with its territory being turned to common ground for all the member-nations of the Brotherhood.
Section Four:
All representatives of the member-nations in the Grand Congregation shall annually present a State of the Nation address before the Congregation, in order to see the condition of each member-nations so that nations needing assistance can be aided by their brethren.
Section Five:
All nations of the brotherhood shall trade with each other through the Nod Trade Agreement, which will be expounded on the next article.
Article Five: The Nod Trade Agreement
The Brotherhood believes that mutual aid would bring prosperity to each of its member-nations without the said nations needing to embrace capitalism.
Section One:
All member-nations of the Brotherhood shall trade military and economic materiel with each other with no more than a 5% tariff on imports and a trade tariff no greater than any tariff paid by nations outside the Brotherhood to a member-nation.
Section Two:
Any citizen of the member-nations of the Brotherhood is to be considered a citizen on all the member-nations, and shall be allowed to move freely among the member-nations with little regulation.
Section Three:
All the member-states of the Brotherhood shall provide aid to the member-states that are afflicted by all manner of calamities, natural or man-made.
Section Four:
All industries that may cause instability within the member-nations, especially the Tiberium industry, shall be owned by all member-nations, represented by the Brotherhood through the NDB.
Section Five:
All member-nations shall jointly hold an embargo or trade blockade against a nation one member-nation holds an embargo against, and no member-nation may hold an embargo against another member-nation without waiting for the judgment of the Assemblies of the Inner Circle or without hearing out the side of the member-nation in question in the Grand Congregation.
Section Six:
All member-nations may or may not choose to join their brethren in offensive wars that are not related to the furtherance of the Brotherhood's goals. However, all member-nations or any technological level are required to provide aid for their brethren in defensive wars or wars that will further the Brotherhood's goals."
Section Seven:
All offensive wars waged by all member-nations will be investigated by the Brotherhood so that it can send aid to any member-nation's war should that member nation need any assistance.
Article Six: Statement of Fallibility
The drafters of this charter now acknowledge the limits of their wisdom and would acknowledge that this charter is open for amendments, changes, and improvements, but will not be open for such if the changes go against the Brotherhood's principles.
