Losing 400 people is not "part of being an officer" its justification for being driven mad by the guilt. He abandoned his crew on the planet because the ship was totaled. There was nothing they could do to patch it up, life support was going and there was just enough power to get his crew off the ship. Also the transporter was mostly fine there just wasn't any power to use it. So ship out of power and falling apart? Do A) Stay in futile effort to keep it going* or B) Abandon it and head to the nearby habitable planet and wait for rescue to come in response to your distress call? He did the logical thing to do. And it was the wrong choice. It drove him mad. He wasn't a bad captain. That said he wasn't a very good one either. I'd give him a C+ for command skills.
But here's the big argument: His rank was Commodore and not Captain. Thus due to his rank not being Captain he is exempt from title of worst captain not only for the reasons above but also for the fact he wasn't a damned captain. VICTORY IS MINE!!!
*Yes Scotty kind of fixed it up to partial phasers and thrusters, but he's god damn Scotty.

Blame her for executing a crewmember (Tuvix) and threatening to execute prisoners (the Equinox crew).

Your BIG argument is the worst argument i have ever seen, Captain is a dual term, it can mean the rank of Captain, and it can also mean Captain of a ship, Admirals can be captains, commanders can be captains, captains can be captains, and yes even commodores can be captain. the person in charge of operation on a ship, is captain.
it was definitely the wrong move, if Scotty could jerry rig the thing to work in a few minutes, then his entire engineering staff could have worked it into an effective system after a bit of time working on it, or they could have fixed the long ranged communications, and besides that, after watching planets being devoured by this thing. it was very unwise to leave the crew on a planet.

I'm not sure if you realize this but my "Big argument" was a joke.
As for Scotty, Scotty is to starships as Jesus is to lepers. He can fix things no one else can. He also did not fix up the main engines or restore complete power.
I do admit that it was unwise of him to leave the crew on the planet but there wasn't much he could do The ship was pretty much destroyed.
And as for Pope no idea who or what he is. But he wasn't facing a giant space probe.

Pope was the man in charge of the 16th Battalion in WWI Turkey, with his superiors breathing down his throat to keep trying to take that narrow (cliffside) beach he kept to his duties, this battle is famous enough to make it into song for armed forces involved, UK, USA, AUS, And CAN...
im sure you recognize Gallipoli from the USMC song (i think its MC)
