While generally being a social person, Hale usually knows when to shut up however.
Bio: Raised into a world in chaos without a family, but hearing many tales about the world before the cordyceps virus, Hale enlisted into the Army at the early age of 16 to try and change it back to the way it was. I'm not entirely sure how the Last of Us deals with child soldiers, other than that they have the Military Boarding Schools for kids 13 and up. I'd suggest that you add in the Boarding School training stuff. I'm also not sure if 16 year old soldiers would perform important missions. Maybe during training some of her friends were killed, and you could elaborate on that? Just a thought.
Other than that though, you are Accepted.

I might boost the age up to 17.

He's had his prosthetic since the Second Chechen War. He would be at the hospital, most likely, to watch over one of his people, who is in recovery.
She has only moderate wounds, though (Was shot in the arm) and could walk, so hey. We could still get to that 'one spot'.

Right, I just thought he might be getting a replacement or something.
For your recovery person, FEDRA is so aggressive they'd probably force her to go to the monthly meetup.
This does make me wonder about rules for NPCs however, if you'd like for her to survive past the prologue. I'd say a limit of one NPC or so would suffice, and I'd just know that NPCs can die much easier than regular characters.

Actually, I'll keep the 16 year age since the story behind a 16 Y/O child soldier is a good opener.

Well, tbh I'm hoping that the two NPCs at the hospital aren't, you know...redshirts. If and when they die, I will most certainly not skimp out on the details. That said, I would expect them to last at least four posts of murder and carnage.
And yeah, they probably would force her to go to it (Though I don't know what it is, so...yeah).
Of course, a replacement for his prosthetic would be great.

I'm not sure if he'd be able to get a new prosthetic limb in Murrell's Inlet, but later? Definitely.
Added a poll for everybody's consideration.
