My two characters have finally met and allied themselves. NOW I can get on to other things, without trying to get them both killed.

Just re-posting the edited version of my character app. I also edited the one on the previous page, and removed the NUMBAT marker.

Personality:
Genial yet shy, he tends to strive mainly to help others. This is partly because of his personality, and partly because he feels an obligation to do so (See biography). He does not approve of killing (Unless, on the off chance, his opponents were to be revived) except as a last resort, and will generally attempt to find other ways to neutralise a threat. While he does not enjoy hurting others he will do it readily enough, though tries to avoid permanent damage.
Though he is impatient, he will frequently take a slightly roundabout way to objectives. He is not excessively cautious, but will only accept low risks, and will avoid, or lessen, high stakes as frequently as possible.
He generally approaches most things with a apathetic facade, attempting to cover up emotions with humor.
Tries to be friendly and amiable, is badly affected by feeling alone. Also enjoys music, primarily melancholy or intense tunes.
Biography:
Having been born in the Council of Seven, a series of countries notorious for their high levels of magic, possibly due to some sort of residue from the portal, it was no surprise that Felix began to manifest magical powers at the age of eight. What was surprising, however, was the nature of these powers.
Telekinesis was not an uncommon power, and easily replicated by spells.
Teleportation was rare, but not too rare, and also mimicked with ease.
His final power, however, was Telepathy. So rare it was considered barely more than myth, and impossible to replicate, once it became apparent the young boy knew everything you thought about, people became understandably worried. The whole family was effectively shunned, he was banned from all educational institutes, and no-one would be seen within his “Area of effect”, for fear of him spilling all of their secrets.
The young boy, too, was affected, sensing the thoughts and emotions of everyone around him, many of which a boy of his age did not understand. He tried to stop “Listening”, and made progress, but since no schools of magic (Abundant as they were in The Council) would accept him, his efforts were slow and nearly ineffectual, counterbalanced by the growing raw strength of his powers.
At the age of ten, his parents became paranoid about him being snatched due to his powers. A timely offer from a school of magic finalised their decision. They secretly sent him away, stowed on a supply zeppelin, using the last of their dwindling finances to bribe a few officials and secure the fees for the school. There fears were entirely justified, as a week later, a passer by (Bravely coming within fifty metres of the house, which had gained a very dark connotation over the years, found it a burned out husk. No smoke had been seen, and everything had been removed from the house, including its inhabitants, leaving no trace.
Felix, however, safely made it to the school. A struggling institute, it had only accepted him out of pity and a need for more students.
The nature of his powers were kept secret, and he was privately tutored by an old magic scientist and antique collector who had theorised on telepathy. Through his help he began to revise his telepathy, and with the maturity of his powers at the age of twelve, began to control it, to a degree. He was allowed to socialise with other children, and was observed being almost excessively kind. When asked about this, he explained that, by feeling their emotions, it was difficult to not help. In the name of secrecy, he was advised to overcome some of that difficulty and subdue a degree of his kindness.
At the age of thirteen, he was told of his parents death, upon which he immediately requested defence training. His request, however, was declined, on the grounds that he needn't worry, he was required to devote all his time to Telepathy, and that basic defence would be of no help anyway if he was found.
Still, his desire to actually be able to defend himself did not did away, and, after being rebuffed a second time, began training himself.
He snuck into his teacher’s collection of magical relics, and, after testing several weapons, settled on a chakram, a relic from the first great invasion, due to its immediate affinity with his Telekinesis. After practicing with it for a few weeks, his master began to suspect something. Nothing was said, but a brand-new case appeared around all magical weapons in the collection. So, Felix had to get his own. Finding the most adroit metal-worker in town (He had to be, private metal-workers were being swamped by robotic production, and their only advantage was secrecy) He ordered three custom chakrams, unusually thin ones, and practiced with them. At his fourteenth birthday, however, the school notified him that they were making plans to get him to the assassination academy.
However, these plans were rendered obsolete when the school was attacked. Felix woke up on a ship, with merely hazy images as memory, and no idea how he came to have come there with only minor bruises and burns.
The crew, traders who bartered with remote regions of the Alterrian coast where zeppelins could not land, had no idea either, and admonished him for taking advantage of them for free travel. However, by promising to help with the most undesirable of jobs, he avoided being dumped off on the nearest island.
After reaching Alterra, he thanked the crew for their kindness, and began searching for the fastest way to reach the Academy, the only safe location he knew.

Combat Information

Equipment:
All of his clothing is synthetic, typically plain darker shades, with no special properties. His shoes are soft and pliable, a dark mottled grey-black, designed for stealth.
Apart from that, all he has are his three chakrams. They are about twenty centimeters wide, made of a titanium-stainless steel alloy, with the edges tapering off to an incredibly sharp point. These are held in a square satchel-like black unreflective leather sheath, which hangs off his waist on his right.
Fighting style:
Felix prefers fighting with allies, standing in a safe location and throwing his chakrams. If they miss, he can redirect them back at their target with Telekinesis. He uses Telepathy to learn when opponents will attack, and if he can’t evade he will Teleport out of the way, or possibly displace them into the path of projectiles meant for him.
However, due to the extreme drain his abilities have on him, he will typically use them as sparingly as possible, trying to pounce on any moment of weakness and end fights with minimal drainage on his energy. If he does have allies, he will generally prioritise their protection over his own, filling more of a supportive-ranged assassin role.

Special moves:

Telekinesis:
Felix can manipulate objects in a 100-metre radius around him, so long as he can see it directly. At his current stage, he can lift little more than what he can lift physically, though with slightly more force. However, doing so drains his energy. (By “energy”, I am referring to just normal, human, energy.) As such, overuse will cause him to become increasingly lethargic, eventually causing him to faint. As such, he tends to use his Telekinesis in short bursts, for two reasons:
It reduces the drain on his energy.
Dexterous and continuous control, along with controlling multiple objects, requires a lot of concentration, almost to the exclusion of everything else.

Teleportation:
Felix can Teleport in a 100-metre radius around him, so long as he can see the location directly. This, however, drains a lot of his energy.
If Felix teleports to a space already inhabited (Eg. by a tree.) the object inhabiting the space will be displaced, teleporting to Felix’s original location. Felix will retain any momentum he had. Any belongings or objects that he is are touching and intends to bring with him will also be teleported. This does include people, though this will nearly double the energy drain. This also includes items that are impaled into him.

Telepathy:
Felix, can read the minds of other people. This is involuntary, though he has learnt to be able to “Ignore” certain people.
What this essentially means is that he can act on anything your character thought or is planning, whether it was written in the IC or OOC.
Of course, people’s thoughts are complicated, so he will frequently make mistakes, especially if there are many other people around or the target in confused. If choosing to, he can focus harder, gaining better clarity on your thoughts. However, he cannot read dormant memories.
However, how well he can read your mind is based on how familiar he is with you. For example, all he would be able to pick up from a complete stranger would be vague, basic emotions. Also, when he starts focusing on a target (This does not apply to the passive state of his telepathy) said target will become aware of a niggling feeling of something being incorrect. If he continues focusing for an extended period of time, they will most likely realize that their mind is being read, though not who by.

Actual Moves:

Discharge:
Felix can create an unusually strong Telepathic link with someone, allowing him to transmit emotions to them. He can either use this subtly, nudging them inconspicuously so they don’t realise some of their emotions have unusual origins, or in a massive blast of feelings, typically confusing or stunning his opponent and occasionally causing them to faint.

Shockwave:
Felix releases a massive wave of Telekinetic energy in a sphere around him, though only affecting what he wants it to. This will reduce his energy to the point of nearly fainting, but will blast opponents and objects with massive power, proportionate to the energy consumed. Unusually, the less energy he has, the more powerful the wave, but the longer the effects will last. If he uses it at full energy, it will be recuperated within 30 seconds, but be pretty near useless.

Transparency:
By focusing exclusively on a particular action for thirty seconds, Felix can enter a state where he can do nothing but said action. The action must be relatively simple (Protect, destroy, make, etc.), and cannot have anything to do with killing, due to his morals. While in this state, he will pay heed to nothing else, and will overcome many of the barriers surrounding his powers. His body will enter an energy conservation mode, and his powers will consume less energy. While in this state, the cloudy miasma in his eyes will glow a faint purple. If someone looks into his eyes, they will be able to tell what his chosen action is. The effect ends when either he completes the action, there is no longer a need for the action, or he faints from overuse of his powers.

Personal Information
Name: Frances Calliwell
Appearance: Brown eyes, somewhat tanned skin, black hair, sort of tall, average build, but is strangely... Uhh... "Wispy" in skin coloration and glow when in the dark. Chesker usually wears a sleeveless business shirt, rough grey wool pants, a trench coat and patent shoes.

Nationality: Cheskerian
Personality: Funny, sociable, somewhat awkward, likes to wink, snap fingers and lean towards people while pointing with both fingers. Heterosexual, no real mental deficiencies to speak of, and absolutely no fears. Unlike most of my characters though, no, he isn't pain-resistant, he isn't a sadist or a masochist and no, he isn't a psychopath.
Biography: (WORLD BUILDING INCOMING) Being born in Chesker in a relatively well-to-do family in a large city filled with the industrialism that Chesker is known for, Frances grew up like a normal child, besides his ability to form crystals out of his skin and fucking shatter glass and snap diamonds like play-doh as found out when he accidentally caused a neighbourhood to spontaneously take a bunch of glass shards to the face when on a tantrum. Unlike most countries, Chesker is extremely wary of highly supernaturally gifted individuals, and abducted him. They eventually deduced his ability to be a byproduct of nexite usage in local industry and they tried to brainwash him, sway him to their side, anything to bring him over. Frances still had a pretty normal, if not enhanced education, but eventually broke free by killing a guard who had apparently forgotten that the gallium spoon trick was a bad idea when you were near someone with crystal-affecting powers.

Running from the Chesker government's agents, who wanted to keep their "clean" track record of civil rights and political liberties, Frances eventually hitched on board a ship and decided to head to the Assassination Academy (ASAC).

Combat Information
Equipment: A small bag of fashioned quartz spikes that can be thrown as projectiles.
Fighting style: Frances usually stays at a distance and either goes all in or all out. He will usually lift his hand in the air, palm flat, and a series of crystals spikes will lift with his hand and align with his enemy, before he brings his hand down and the spikes fly towards his enemy with enough strength to blast clean through up to five people at once, and severely damage metal vehicle plating, even basic attacks hitting with more force than a fifty caliber machine gun round. Frances will also cause a series of blue crystals to suddenly burst from his arm. These form a gauntlet with the jagged faces of the crystals facing outwards away from his arm, and he will use this to swipe and impale his enemies, often foregoing fingers, and even when he does have opposeable digits, they are usually there just so he can grab his enemy.

Frances will also sometimes cause massive pillars of multiple amalgamated crystals to come out of the ground like a snake and move around, punching and impacting with enemies and following the movement of his hand. Frances' gauntlet will often suddenly burst apart into a loose cloud of large crystals, that will instead fly a few metres above his forearm, allowing for what amounts to glaive fighting without holding the crystals themselves. Frances can form light blue crystals with very black cloudy centres seemingly out of thin air with little to no effort, and these crystals often have tensile and hardness properties far exceeding that of most conventional crystals.

Frances himself is hard to kill, and has the ability to form a small thin "armour" made of smaller crystals along parts of his body that protect him from ballistic damage, and can raise large fields of jagged crystal spikes that prevent passage. Frances never runs out of stamina from his ability, but can strain himself to the point of which his power somewhat "snaps" and he can only use a greatly diminished version of it for about half an hour, and physical state also affects its potency. Frances cannot actually reshape and reform crystals with a strength higher than glass usefully during combat, as they are too hard and brittle to work properly within an actually useful amount of time, as it would take upwards of half an hour to simply carve a piece off of a diamond or something.
Special moves: Frances' special moves are very rarely resorted to, but incredibly powerful when used.

Juggernaut State: Frances in this state will envelop his entire body with crystals and will grow to be almost half a metre taller. The crystals that constitute his form are not sharp in the normal sense, but will simply cause anything they touch to instantly seemingly disintegrate. This state is extremely hard to damage, far exceeding the energy yield of even light-gas cannons and thermobaric explosives and is a perfect insulator of both heat and electricity, and can even protect against very abstract attacks like telepathy and metaphysical forces. It can easily smash through any material like nothing, so long as the material in question is below the tensile strength of high-grade graphene and other carbon monomers, otherwise it takes a lot of effort to break. This form only lasts for ten seconds, and its mobility does not scale so massively compared to other attacks, simply moving at slightly faster than a sprinting person. Frances will usually use this form to avoid an impending extremely powerful attack, or to complete one conventionally impossible task.

The use of the juggernaut state will always cause Frances to immediately become almost totally paralysed and lose his abilities almost totally, as well as having his physical abilities significantly reduced by a large amount as well. Frances cannot use this ability very often, otherwise he will suffer from permanent brain damage, as each use of the ability causes incremental physical damage and impairment, though it can be healed from.

Crystal Flood: Frances will suddenly cause a group of crystals, preferably glass to turn into extremely sharp powder, and will fling this at the enemy, causing enormous lacerations and internal damage, or will move it around like a large snake-like water construct that will basically turn anything it goes through into nothing more than powder and liquids.

Biography: (WORLD BUILDING INCOMING) Being born in Chesker in a relatively well-to-do family in a large city filled with the industrialism that Chesker is known for, Frances grew up like a normal child, besides his ability to form crystals out of his skin and fucking shatter glass and snap diamonds like play-doh as found out when he accidentally caused a neighbourhood to spontaneously take a bunch of glass shards to the face when on a tantrum. Unlike most countries, Chesker is extremely wary of highly supernaturally gifted individuals, and abducted him. They eventually deduced his ability to be a byproduct of nexite usage in local industry and they tried to brainwash him, sway him to their side, anything to bring him over. Frances still had a pretty normal, if not enhanced education, but eventually broke free by killing a guard who had apparently forgotten that the gallium spoon trick was a bad idea when you were near someone with crystal-affecting powers.

Running from the Chesker government's agents, who wanted to keep their "clean" track record of civil rights and political liberties, Frances eventually hitched on board a ship and decided to head to the Assassination Academy (ASAC).

Combat Information
Equipment: A small bag of fashioned quartz spikes that can be thrown as projectiles.
Fighting style: Frances usually stays at a distance and either goes all in or all out. He will usually lift his hand in the air, palm flat, and a series of crystals spikes will lift with his hand and align with his enemy, before he brings his hand down and the spikes fly towards his enemy with enough strength to blast clean through up to five people at once, and severely damage metal vehicle plating, even basic attacks hitting with more force than a fifty caliber machine gun round. Frances will also cause a series of blue crystals to suddenly burst from his arm. These form a gauntlet with the jagged faces of the crystals facing outwards away from his arm, and he will use this to swipe and impale his enemies, often foregoing fingers, and even when he does have opposeable digits, they are usually there just so he can grab his enemy.

Frances will also sometimes cause massive pillars of multiple amalgamated crystals to come out of the ground like a snake and move around, punching and impacting with enemies and following the movement of his hand. Frances' gauntlet will often suddenly burst apart into a loose cloud of large crystals, that will instead fly a few metres above his forearm, allowing for basically glaive fighting without holding the crystals themselves. He can also blink at any crystal and cause it to spontaneously shatter. Frances can form light blue crystals with very black cloudy centres seemingly out of thin air with little to no effort, and these crystals often have tensile and hardness properties far exceeding that of most conventional crystals, even surpassing diamonds in some regards.

Frances himself is hard to kill, and can form crystalline growths that act like armour on his body, and his bones surpass diamonds in strength, though organ damage will kill him all the same.
Special moves: Frances' special moves are very rarely used, but incredibly powerful when used.

Juggernaut State: Frances in this state will envelop his entire body with crystals and will grow to be almost half a metre taller. The crystals that constitute his form are not sharp in the normal sense, but will simply cause anything they touch to instantly seemingly disintegrate. In this state however, the gap between the crystals is vulnerable to attack.

Crystal Flood: Frances will suddenly cause a group of crystals, preferably glass to turn into extremely sharp powder, and will fling this at the enemy, causing enormous lacerations and internal damage, or will movie it around like a large snake-like water construct that will basically turn anything it goes through into nothing more than powder and liquids.

It's mostly a pretty good app, the only issue I have is with the juggernaut state thing. It's not exactly that I think it's OP it's more like... hmm I feel like there should be diminishing returns in terms of the kind of power increasingly significant drawbacks can cancel out. It's like, if you have a significantly more powerful ability than someone you happen to go up against than ultimately the fact that your character can't use that ability for a week IC'ly will really not affect them nearly as much as the fact that their character lost to an ability that was, in that moment, much more than what they had access to. I also don't really get how crystal manipulation leads to disintegration, it seems silly to quibble about details like that in this universe but it kind of sticks out to me.

So I guess my suggestion would be to nix the disintegration and reduce the downsides somewhat or if you have another idea on how to rework it we can discuss that. I'm confident we can work something out here.

Council of Seven Information:

Overview: The Council of Seven is an independent governmental body, officially recognised as one political entity, but receiving seven representatives during international summits anyways, and thus having considerable influence over world politics, as they have seven times the official political power of the usual nations, as well as a population that per capita is much denser than most other nations. The Council specialises in magical power, being by far the most magically advanced nation, treating it not as a supernatural force, but instead in the same manner a scientist would treat a law of physics, magic simply being a mundane property of the universe. They are a very secretive nation and hide their secrets, often conducting espionage and sabotage on other nations in order to protect their unique advantage over others, having both the strongest nexian magics and magical utilities of any political body in existence. The Council of Seven is decently populous, and contains six hundred million citizens, seven million active military members and is currently experiencing a massive exodus of people moving to Alterra for the more stable economy there, and to a lesser extent, Byzenia.


Governmental System: The Council of Seven is known for its extremely efficient government, compared with its disparate and disproportional size and representation anyways. Three of the nations within the Council are monarchies, one is an oligarchy, another is a communist democracy and the last two are capitalist republics. The governmental system works in that the leaders or leading councils of each nation have their votes weighed by the population of their respective nations, and vote together on matters concerning the entire Council's wellbeing, though other than that they are mostly independent of one-another, except through trade and migration.


Nations:

Cerias: Cerias is the de-facto leader of the Council, having by far the most developed political system and most forward-thinking government, as well as the strongest economic sector, though it lacks technological advancement and is slightly impaired in terms of raw resources. It has a population of just over 180 million people, most of whom are humans by far, much moreso than the other parts of the Council. Cerias has a standing army of 900,000 soldiers and a reserve of four million, due to a surprisingly strong culture based around martial supremacy. Cerias is one of the capitalist republics.

Belendania: Belendania is a beautiful country, and has by far the best civil liberties in the Council, being the tourist centre of the region. Sporting lush meadows with magical flowers and creatures as well as massive mountain ranges, picturesque rivers and lakes and even a friendly group of migratory dragons that use the area as a resting place, hundreds of thousands of tourists flock to Belendania every year, making the Council hundreds of millions of dollars. True to its open landscapes, Belendania has a population of 70 million, and technically no standing army. Belendania is an oligarchy, but is surprisingly open to the people.

Fanice: Fanice is the main magical centre of the Council, also having a majority of its citizens, over two thirds, being elves, dwarves and other magical creatures. It has multiple cultural districts, having an elven district, an underground dwarven area, a location for fae and other magical creatures too. Humans and magical creatures get along on equal ground here, and it is considered one of the world's most culturally important places in the world, though travel and tourism is stifled by the fact the borders are tightly controlled to stop magical techniques from leaking out, also being home to a massive series of domes made out of magical force that house hundreds of magical experiments occurring 24/7. Fanice has a population of 110 million, barely behind Cerias and has an army of 1,200,000, as all reserve troops are considered part of active duty. Fanice is a capitalist republic, due to the authoritarian kind of leadership being inimical to cultural diversity.

Jernea: Jernea is the economic powerhouse of the Council, and even the nearby region. It houses a predominantly dwarvern and human population, also having a population of 100 million and producing magical items and other industrial goods, especially packaged foods, vehicles, utilities and electrical appliances, also helping create templates for people in Fanice to use for their own magical purposes. Jernea has a standing army of 500,000 and is rich in minerals and gemstones.

Iupo: Iupo is the black sheep of the Council, having a very dangerous landscape of craggy peaks and valleys, as well as being almost totally covered in desert sands, though it makes up for this in that it is the home of most of the dragons as well as many other more beastly-looking magical creatures, and also a common location for magical pilgrimages, with rumours of a group of extremely gifted, near-deity like dragons in the mountains granting those they deem worthy great riches and magical power. It has only a population of twelve million, and a moreso aesthetic than anything else army of just under 100,000. Iupo is technically a communist nation.

Lusignan: Having a population of 70 million and an army of three and a half million, Ronelmea is the military centre of the council, having the entire nation as practically a military reserve, and having a dictatorship helps with maintaining its military strength. Ronelmea is extremely safe to live in, but large economic disparities exist in it, and many avoid it due to the government's almost limitless power within its borders.

Merrorus: Sporting a population of 40 million, Merrorus is the agricultural sector of the Council, having an army of 800,000, but the country's main purpose being farming and providing for the rest of the Council, achieving this through thousands of elves being employed to come and help to grow the crops, producing massive yields of crops, as the elves tend to be able to gain energy from methods other than eating, thus not breaking the laws of physics. Merrorus is surprisingly lenient in its civil liberties, but has no political freedom, being ruled through bloodlines.

The Council is hostile to Borona and has trade-routes to Ulstrect, who they historically relied on for food and metals. Borona is extremely hostile to the Miraverans in the Council, and their population fears that they will attack again, and thus the border has been heavily fortified and militarised. Byzena and the Council are currently in political discussions for a possible future alliance, which Borona heavily fears will come to fruition.


Military Structure: The Council has seven nations, but one common military system. In wars and civil unrest, each nation acts as a single military entity, as they know that the loss of one of them would be a crippling blow to all of the others, acting like organs dependent on each-other. The Council has generals and commanders, but arranges their soldiers in legions of half a million troops at a time.

A legion will usually consist of; 300,000 basic infantry, 50,000 support troops and supply troops, 50,000 low-level magicians, 10,000 vehicular troops, 40,000 magical constructs and 50,000 specialist Miraveran troops. The Council usually uses magical portals to provide supply lines to their troops, and are arranged in a merit-based command system.

The Council is hostile to Borona and has trade-routes to Ulstrect, who they historically relied on for food and metals. Borona is extremely hostile to the Miraverans in the Council, and their population fears that they will attack again, and thus the border has been heavily fortified and militarised. Byzena and the Council are currently in political discussions for a possible future alliance, which Borona heavily fears will come to fruition.


Military Structure: The Council has seven nations, but one common military system. In wars and civil unrest, each nation acts as a single military entity, as they know that the loss of one of them would be a crippling blow to all of the others, acting like organs dependent on each-other. The Council has generals and commanders, but arranges their soldiers in legions of half a million troops at a time.

A legion will usually consist of; 300,000 basic infantry, 50,000 support troops and supply troops, 50,000 low-level magicians, 10,000 vehicular troops, 40,000 magical constructs and 50,000 specialist Miraveran troops. The Council usually uses magical portals to provide supply lines to their troops, and are arranged in a merit-based command system.

...I don't suppose you could incorporate the country mentioned in Celeste's bio? You could look at whenever Atlannia gets around to adding it, I suppose.
