You're mistaken on two things. The reason for the condemn and its effects.
Yes, the condemn does give Stujenske a badge which he allegedly fancies, but this is not about him. The goal is to inform those WA natives in Lazarus who may still be in the dark about the situation about Stujenske. A player who logins once a week (which is 70 percent of all nations) may be disengaged from the RMB, he may have blocked all telegrams from recruiters and players alike, but the passage of the resolution will ensure a TG gets sent directly from NationStates WA. That telegram and the badge on Stu's page serve as reminders that this is not a nation worthy of supporting.
I don't believe Harmonia's ban had anything to do with the condemnation. Since before the condemn Stujenske had already banned ex-delegates DYP and KK.

Realizing that Stujenske is sitting and enjoying his new condemnation badge,
Wanting to make sure that this does not encourage him to further harm, such as banjecting natives of Lazarus,
Noting that when the outcome of the vote became irreversible, he banjected Harmonia one of the longest standing members of Lazarus,
Also noting that Krulltopia voted for "Condemn Stujenske" a nation whom is the Emperor of the Pacific the very region behind the coup in Lazarus,
Seeing that soon after, Stujenske began a wave of banjection, possibly under the pretext of expanding his new found infamy. At the time he had waning influence that had obviously taken a hit with Harmonia being banjected.
In Conclusion, all SC#174 did was encourage Stujenske to further harm through his newfound infamy. We must stop this if we are to bring an end to this puppet filled and tyrannical rule

Illegal terminology...and I have doubts about whether one can refer to "banjection", too.

Unfortunately we're all forced to participate in whatever baroque humiliation kink the OP has going on instead.

I did, and I edited it according to their telegram. Thank you

This means:
- (a) You cannot reference the "real world" outside of NationStates.
- (b) You must refer to nations as nations, not as the player behind them. This includes the use of pronouns such as "he" or "she" as opposed to "they".
- (c) You cannot refer to the game, or events or actions in it, as part of a game.
- (d) Your proposal must be written from the perspective of the World Assembly.

Because of this, the Security Council herby repeals SC#174 "Condemn Stujenske"

You could repeal virtually any condemn or commend due to that idea.
The point is that we, as the world community, have condemned Stujenske for their horrific actions in Lazarus. Whether that nation enjoys it or not is irrelevant. The point of a resolution to condemn is to show that the world has an extreme disapproval of the actions taken by a particular nation or region.
Wanting to make sure that this does not encourage Stujenske to further harm, such as banjecting natives of Lazarus,
