Overview
The World Cup of Hockey Federation (WCoHF) is a body of nations to regulate and run the World Cup of Hockey made up of nations involved in the tournament for at least some time in the competition. It is the executive body of decisions being made in the World Cup of Hockey.
1. Organisation
The World Cup Committee consists of: A President, a Vice-President and regular members. It is run by a set of rules, which are detailed in this constitution.
1.1.1. Entryi) Nations are admitted via participating (by posting a roster and a RP) in the previous two World Cups of Hockey. This must then renewed to maintain their membership.
1.1.2 Rights and Obligations
Only the World Cup of Hockey Federation members are allowed to:i) Nominate and vote for a World Cup of Hockey Federation President and Vice-President
ii) Vote on WCoH hosting bids
iii) Propose and vote on changes to the constitution
1.1.3 Removali) Nations, excluding prior hosts, will be removed from the World Cup of Hockey Federation after failure to participate (posting a roster at minimum) in two consecutive World Cups of Hockey.
ii) Prior hosts of a World Cup of Hockey will be removed from the World Cup of Hockey Federation after failure to participate (posting a roster at minimum) in three consecutive World Cups of Hockey.
2. Figureheads
2.1. Presidency
The World Cup of Hockey Federation have a President that will be the spokesperson for the competition during their tenure, and is elected from a list of nominees nominated by the WCoH Federation. The President calls for the organisation of tallying votes for any related to the competition in any way, as well as maintaining the WCoH signup thread and preserving harmony amongst nations. The President is the pillar of the NationStates hockey community.
2.1.1. Appointmenti) The Presidential term shall last for three tournament cycles (e.g. cycles 24-26, 27-29, 30-32, etc) .
ii) Elections for the World Cup of Hockey Fderation shall be held after every third World Cup of Hockey.
iii) Any WCoH Federation member may nominate any one other user for the position. Any user receiving more than two nominations will be considered a candidate. Anyone can decline to receive nominations.
iv) Any person receiving two nominations will be put in a vote. The winner of the vote is elected President, and the second place finisher shall serve as the vice-president. Only Federation members may vote.
2.1.2. Responsibilitiesi) The World Cup of Hockey Federation is responsible for opening the World Cup of Hockey sign-up thread after a discussion with federation members when the best timing for the next World Cup of Hockey should be.
ii) The President maintains and organises the voting procedure for the World Cup of Hockey hosting, and then tabulating those votes.
iii) In the event of tie in said vote, they casts the tiebreaker vote if they had not previously voted, or remove their vote if they were one of the ones who did.
iv) Organizing votes for rule changes or changes to this World Cup of Hockey Federation document.
v) Make efforts to uphold the integrity of the World Cup of Hockey if at any time it seen as though a participant is acting dishonorably.
vi) Mediate any arguments or conflicts between participants during a World Cup of Hockey with the understanding that the host has final discretion over the running of it. However, if the problem is with the host then the President may step in for a resolution.
2.2. Vice-Presidency
The Vice-President shall be the person who finished second in the presidential voting, or if there was only one candidate for the Presidential vote, the President will appoint his/her Vice-President. This will then be subject to an approval vote by the World Cup of Hockey Federation.
2.2.1. Responsibilities
They will assume the role of President in the following situations:i) The President has ceased-to-exist
ii) The President has failed to respond to an issue raised over a span of two weeks (in regards to the issue raised).
iii) At request of the President.
3. Rule Changes and procedures
i) Amendments to this document need to be requested by three Federation members within a span of two weeks. If so, it will go to a vote and must be passed by a 2/3rds majority.
ii) Any desired change will need to be requested by three Assembly members within a span of two weeks, if so, it will go to a vote.
iii) For the vote to become a change, it must pass via a 2/3rds majority.5. Ranking Formula
i) The ranking formula for this is calculated by the number of Wins over Games played, which is then multiplied by 10 times for group stage elimination or 15 for those who qualify for playoffs. Champion, regardless of circumstances, receives 15 points.
