Maybe those classroom nations are entering into some phase where they give extra credit for proposals?
EDIT
Repeal "Nuclear Arms Possession Act"
A resolution to repeal previously passed legislation.
Category: Repeal
Resolution: GA#10
Proposed by: Belacrod
Description: WA General Assembly Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.
Argument: This act, which was needed at its time of creation, is terribly outdated. If we are to preserve peace, we must disallow members to posess Nuclear Weapons, for these could easily result in the destruction of order and civility. In all, the potential cost that Nuclear Weapons could cause fa outweighs any benefits.
Approvals: 1 (Belacrod)
Status: Lacking Support (requires 67 more approvals)
Voting Ends: in 3 days
And the obligatory self endorsed NAPA repeal. I think this is trying (poorly) to legislate in a repeal. I'm not sure what's happened since GAR#10 passed that made it outdated.
Looks like a couple of these culprits are due for expulsion any moment now.
