This thread is the official successor of the above thread, as the IUBC is now organized by Buyan and The Royal Barangay.
We decided to make a brand new thread in order for us to have OP control (as Yeso/Falconfar CTE'd). We also requested moderation advices regarding moving posts related to the current format of the IUBC to this thread, however, those posts will remain in the original thread, and we will carry on with the brand new thread.
This move is inspired by Free Republics' move to make a new thread for the International Domestic Gridiron Newswires.
INTERNATIONAL UNION OF BASKETBALL CLUBS
The International Union of Basketball Clubs (IUBC) is the multiverse's governing body in International club basketball. Originally founded by Falconfar, the first incarnation of the competition lasted five fruitful editions until its hiatus. Two nations, Buyan and The Royal Barangay (then known as Sangti) took the initiative to revive the competition in its current format, which produced six champions in three cycles. Now in its ninth edition, the IUBC is looking to expand its membership by attracting nations to enter their best basketball clubs.
Two tournaments are showcased in the current format of the IUBC: the Trophy of Champions (ToC) and the Falcon Plate.
Trophy of Champions
The Trophy of Champions is the top tier tournament of the IUBC. The top teams from participating nations enter this tournament to determine which team is the best in the multiverse.
The actual Trophy of Champions will contain sixteen teams, with a group stage format, with a three game quarterfinal and semifinal series, and a five game final series. The group stages will have four groups of four and will be conducted by a single round-robin. The games from the group stage up to the end of the tournament will occur in a basketball venue, which participating nations may bid for.
If the amount of participants is higher than sixteen, the organizers will decide on a play-in format that they deem suitable given a set number of teams. This play-in will be in a form of a one off match at the seeded team's home venue.
Scorination will happen with xkoronate. Participating ‘champions’ will partake with full rank bonus (or 1/5 of nation rank, whichever is higher). Participating ‘seconds’ (not necessarily the runner-up, it could be a domestic cup winner as well) will participate with 70% of their rank bonus (or 1/5 of 70% of nation rank, whichever is higher).
Last year’s champion does not automatically return.
Falcon Plate
The Falcon Plate, a nod to Falconfar to their contribution to the International Domestic Basketball, is the second tier of IUBC competition. In this cup, a variable number of teams, depending on the strength of your domestic league, will be able to participate. However, the rank bonus is significantly smaller in order to balance and allow newer federations to have their chance at glory.
For the Falcon Plate, we see the participation of four teams from the top four leagues, three teams from the numbers five up until twelve and two teams from the other leagues, both new and previous participants. All participants will partake with 40% of their rank (or 1/5 of 40% of nation rank, whichever is higher), in order to encourage upsets and to give an incentive for newer teams.
The main format will be a single round-robin with eight groups of four. Afterwards will follow a single knockout system until the semifinals, and a best of three finals. The venue from the group stage onwards will be set to a basketball venue in which any participating nation can bid. Scorination happens once again with xkoronate.
If less than 32 teams sign up, the amount of groups will be limited. By example, with 24 sign-ups, there will be six groups of four and sixteen teams that continue to the next round. Group sizes will not be expanded.
If more than 32 teams sign up, qualification rounds will be played between the ‘last ones signed up’ (4th team from top four leagues, 3rd team from league 5-12, 2nd team from the other teams) with a maximum of two rounds. If more rounds would be needed in that format, the ‘second ones signed up’ join the qualification round and so on.
Submission of Entries
A participating nation may compete at IUBC tournaments by submitting a duly scorinated/RPed league results (either included in the post or linked in the submission post). The nations are requested to use this box whenever possible: (Credits to Commerce Heights for this box)

Associations can submit at most two entries for the Trophy of Champions and at most two to four (depending on nation rank) for the Falcon Plate. A maximum of two associations per user may be entered. Puppet entries have to be declared by either party, in which failure to do so may lead to rejection of entries. Multi-associational leagues are entitled to three ToC places, in which an association must enter at least one, and four to six (depending on rank), in which an association must enter at least two (for MA's having two nations) or at least one (for MA's having three or more nations). A detailed entry guidelines shall be made after each IUBC cycle.
Venue Bids
In order for a participating nation to bid for the venue of IUBC tournaments, they must have submitted their entrants for the competition in question. Bids are requested to use the box form whenever possible:

Venue bids should note the capacity of the arena that will be used, which city and which clubs involved in IUBC use it (for home advantage purposes). If no bid for either tournaments comes in, the tournament will be played in The Royal Barangay or Buyan, depending on who is scorinating that particular tournament.
Nations who won the bids at the past immediate cycle shall be ineligible to bid, except when they were the sole bid. However, this is only limited to the competition they won the bid.
Ranks
National ranks are determined by making the addition of the the top-five ranks from the clubs from their league.
Club ranks from new nations are zero, while new clubs from established leagues receive one sixth of the national rank.
The rank degrades over the years by taking 100% of last tournament X, 70% of tournament X-1 and 40% of tournament X-2.
Club ranks are calculated as follows:
For participation in the Trophy of Champions, a team receives 12 points. If said team is eliminated in the qualification stage, it receives 6 points if there is one round of qualifiers and 4 or 8 (depending on which round they were eliminated) if there are two rounds.
A victory in the Trophy of Champions knockout series adds 4 points. Games won by the knocked out team will receive 1,5 points per game won. The Trophy winner receives three additional points.
For participation in the Falcon Plate, a team receives 4 points. If said team is eliminated in the qualification stage, it receives 2 points if there is one round of qualifiers and 1,5/3 if there are two rounds.
A victory in the Falcon Plate adds 2 points. The loser in the final will receive 1 point per game won (obviously, if the series ended 2-1). The Plate winner receives two additional points.
Other information
TLA's
Once a nation enters the IUBC, its entered TLA shall be given to that nation indefinitely. In cases of changes in nation names, the nation involved may opt to choose a TLA that has never been used in IUBC competition, or retain its TLA.
Clubs
Changes in clubs names should be announced by the nation at the submission post in order for the points to be transferred to the new team. Mergers between two ranked teams in IUBC will result in the merged team getting the lower of the two rankings.
