No, he doesn't. The President is head of state, it's the Prime Minister that creates ministries. And until said ministries are codified, you can't really defer it powers, since the next PM could very well abolish it.
Yes you can defer powers to it, the next one can do what they like but that does not effect what is now. The ministry exists so it can have powers given to it.
Any ministry can be un-codified so that argument does not stand as a reason not to do it.
