1. Under this agreement, the Holy Empire of Free Olesia shall authorize the Greater Prussian Empire to establish within its territory, at a location that will be later agreed upon by the authorities of both entities, a Sovereign Base Area.

Greater Prussia/CAPINTERN - Yallak Military Base Treaty

Article I: The Infinite Empire of Yallak authorizes the Greater Prussian Empire to station forces within its territory, at a location to be decided later by mutual agreement, within single Military base to which it will be granted exclusive use.

Article II: The Greater Prussian Empire may station a maximum of 30 naval ships, 50 aircraft and 14,000 personnel to the base at any time. The Infinite Empire of Yallak will ensure the base has the required facilities to house these assets.

Article III: The Greater Prussian Empire agrees to abide by Imperial Laws whilst operating within the sovereign territory of Yallak, namely those regarding restricted goods, substances and weapons.

He had rented out the Premier's Mansion for the time being, considering it too spartan for his own tastes. "What do you mean, 'they won't allow it'?"

Anders Ludvigsen, Skrog's political advisor/campaign manager/party head/secretary/human relations officer/nephew-in-law, coughed from his other end of the large mahogany chair that separated them. Skrog's office was located in the interior of the BHI headquarters (formerly, the sole remaining manor house in the capital which had been turned into a museum, and which Skrog had bought on privatization and then refurbished as a temporary headquarter until the Skrogscraper could be built). Paintings decorated the walls of Skrog's own office, bought primarily for price rather than any aesthetic appreciation. Behind Skrog's chair, he had replaced the wall with a bullet-proof window, overseeing the city through the hill the former museum was located on.

"The National Assembly simply won't allow it," Ludvigsen continued. He was a fairly young man for the duties placed on him by his uncle, in his early thirties, but had a great ability in spinelessness and rectal osculation. "I've tried blackmailing, threatening and bribing the MPs our files say are liable, but we simply can't get a majority."

"Fuck the National Assembly," Skrog shouted "Fuck them and their narrow-minded tyrannical gangs!"

"You mean the parties, uncle?" Ludvigsen volunteered

"Of course I mean the bloody parties!" Skrog said, Ludvigsen noticing the anger was being diverted to him.

"A very good insult, uncle, very skillful and a very apt observation on the parties," he said rapidly "But there's now way we can join the CAPINTERN without their backing. Only the Demlibs are in favour."

"Oh, yes we can," Skrog said, turning around "I've read through the constitution. I'll have to get rid of most of it soon, but it does state I control foreign policy."

"But parliament can..." Ludvigsen began

"Cockblock me, yes," Skrog said "But, they need three parliaments to do it. And until march, there's only two, which means I control foreign policy, and international agreements, until then! And if all goes as planned, we won't need to worry about the two new parliaments blocking me like a bunch of socialists."

"Brilliant uncle!" Ludvigsen said "Truly brilliant, not that I'd expect any less of you."

"And you're sure I can't just have the entire National Assembly hanged?" Skrog mused.

"Well, no..." Ludvigsen said, biting his lip.

"Just a joke, boy. Now, you got some campaigning to do." Skrog said, as he prepared a call for the Ministry of Foreign Affairs.

Unfortunately, at the present, Breiheim does not qualify for CAPINTERN membership, primarily due to the incredibly high levels of surveillance on ordinary citizens. However, as I am myself not a poor man at all, I am offering you several things which you might find useful in the promotion of capitalism and prosperity in your country.

1. I will personally grant $50 million dollars out of my personal pocket for the improvement of schools and city infrastructure in Breiheim. This is provided of course, that it is made very publicly known that Alexander Blaken-Kazansky has passed out this money.
2. I would like you to meet with my representative, Maverick Monningham – or at least talk to him on the phone about a bilateral free trade agreement with the United States of Allanea.

The word echoed around the grandly named 'Special Operations Office', an office of a rotating staff of several thousand civil servants that handled everything unexpected until some more civil servants could be reassigned to take over it. Usually it dealt with fairly mundane matters, from traffic lights not working, pipes not flowing, and media blizzards, to unusual things like robberies, assaults, and power cuts. Most people regarded the name therefore as mere grandiloquence for those constantly on call - the front line of government. But, without a doubt, this office was the most important office in the country: improvising temporary order wherever it found temporary chaos. It was only because it was so frighteningly efficient that nobody noticed it.

The last time the office had been put to a test - an unfortunate terrorist attack - the situation had been in control within ten seconds. The train timetable for the entire network had been updated a mere fifty-four seconds after that, by which time a drone with a hypodermic dart had neutralized the said terrorist; and then they were busy investigating an unidentified flying object, simultaneously defeating a cyber attack and mounting a counter-attack, and continuing to monitor everything else within range of their sensors, whether it was their concern or not, and whether they had to decrypt or not. For, in the unofficial motto of the Special Operations Office, "how can I fix what I need to fix without knowing what there is to fix?"

The first stage of turning chaos into order is to notice where something is out of order, and observing that Breheim was just that, and seeing an opportunity to make money from it, they sent a note to the Foreign Secretary, who agreed and sent a note to Foreign Policy Office, who agreed and sent a note to the Ministry of Intelligence and Statistics, who agreed and sent a note to the Foreign Secretary, who sent a note to the Government Policy Office, who sent a note to the Deputy Prime Minister, who agreed and sent a note to the Foreign Secretary, who agreed and sent a note to the Deputy Prime Minister, who sent a note to the Cabinet Office and the Prime Minister while the Foreign Secretary sent a note to the Foreign Policy Office who had already finished and now sent the note to the Republic of Breheim and CAPINTERN allies. We are happy to report that an agreement has been reached with the leadership of Sacred Nippon, allowing us to raise up to 300,000 men there for service in the CAPINTERN naval forces. Furthermore, and in addition to this fact, we have taken up a large recruitment drive in Imbrinium, whose government has by law allowed their citizens to serve in Greater Prussian armed forces (in this case, CAPINTERN) as an alternative to conventional military service. As such, we will recruit both young Imbrinians, and those after Imbrinian military service. The latter, given their existing military experience, will be granted a signing bonus of up to $10,000 in addition to the standard signing bonus, and $20,000 if their experience is relevant to their new line of service.
