The Azuran Maglev Authority has approved a $150 Billion project that will create new annex spurs through the Serdtse Valley and the Vaershun-Komsut'yun Corridor on Tuesday in the late session of the Gospodarczy's Regulacija Doma council meeting during the current Spring session. The budget infusion into the Authority's burgeoning clean energy transit initiative (CETI) will help complete phase one of the twenty-year plan to modernize the remaining national transit infrastructure to high-speed Maglev and light rail lines by 2030. Under the proposed arrangement, work would begin by the start of June.

The decision to approve the infrastructural upgrade sparked a mild controversy in December when Vereni Oblast Sudije Alexei Gavrilovich Lagounov questioned the authority of the Gospodarczy to appropriate industrial levies towards a light rail upgrade. A majority ruling of the Sud'i Iravarar on February 9th in favor of the Gospodarczy's Regulacija body opened the way for negotiations to begin as early as the Spring 2013 session. Thanks to the efforts of Delegaci Ivan Navorsky Krupin, a deal was quickly struck to begin the project immediately.

"There can be no understanding the materiel worth to this country," Krupin said at a late press conference outside the Doma headquarters. "Modernizing our infrastructure has been a goal of this country for the last thirty years-plus now. Creating high-speed rail lines that can transport this nation into the future, while helping cut down on pollutants and other greenhouse gasses? We would have been foolish not to press on this issue."

The budget approval marked the beginning of a highly-publicized budget battle that will soon unfold as the various civil agencies began squabbling for the lion's share of available funds. Economic output is expected to hold constant with a 4.9% growth rate in the industrial sector through the fiscal calendar into 2014. The Maglev decision marks a dramatic defense of the nation's modernization initiatives which have become an economic boon for the once-lagging construction industry. It is estimated that more than one hundred million Azur utilize the rail transit services each year. That number is expected to increase with the projected annexes being added to the current network.

The current timetable for completion of the first annex round is slated for the Autumn of 2017, provided no budget cuts are enacted in the interim. A survey authority has been zoning public land for new track, while the necessary upgrades to resident facilities along the proposed routes will come online according to a tightly controlled mandate. Funding costs for the overall project will likely increase to well over $200 Billion by the year 2020, when the next annex phase begins. For a Delegaci like Krupin, this fact weighed heavy in the decision making process.

Since the technological boom of the late 1960's and early 1970's, both rural and urban communities along the long-lauded KYZUR Transrapid Line (which runs from the State Capital of Vyazkhva, through several metropolitan districts, to the Azurn capital of Varsun Yuxirevan) have received large infusions of foreign investment and capital from their Všetcizsist neighbor to the south. Critics of the progressive increase in Kyrus and Azur relations – particularly through what some have called a “worrisome economic interdependence" – have questioned not merely the reliance of many of these communities on foreign capital from tourism and trade, but the potentially detrimental cultural infusions which could impact the region. It seems, at least for now, that such criticism may warrant further attention.

In a cross-cultural seminar at the Rekrestok State Academy last week, both Kyrus and Azur academics and erudites discussed the various degrees and qualities of cultural expatriation during the last twenty years between the Fortified State and the Evenguard, taking particular note of the connection between economic and commercial endeavors and the growth of Azur communities in Kyrusia. While such is not an unknown occurrence, with at least twenty-four thousand Azur residing in Rekrestok qualified as Non-Native Legal Residents, E. F. Klima, Ph.D. (pictured right), an Azur speaker and Chairman Emeritus of the Department of Philosophical Studies of the College of the Czesc in southern Azura, spoke almost exclusively on the ideological and philosophical nature of this “trade-promoted migration of the mind."

"With the increase in infrastructural connectivity and the commercial pressure to cooperate and integrate with [Kyrusian] business," he stated, "it has become a non sequitor to presume that Azur spiritual and philosophical capital would not, also, follow suit."

A poll conducted in March of 2013 by the Party Apparatus for Societal Statistics (PASS) seems to prove Klima's statements true. Since 1997, both immigrated Azur and native Kyrus demographics in the Stekokilya of Rekrestok – which serves as a major junction for the KYZUR Transrapid Line – have shown an appreciable increase in ideological sympathy or support for the state ideology of the Evenguard, known as Všetcizsm.

Largely a neo-utilitarian ideology, Všetcizsm places emphasis upon the practicality and application of a Real Object, and emphasizes the importance of introspective study and understanding of the purpose and use of the Object. Viewed by many Raskonaviks as oppositional to Raskonatsivikizm, citing its emphasis on psuedo-spiritual introspection and its primarily Azur-centric worldview as a cause for concern – particularly due to its bourgeois focus on wealth as an equation to power and use, placing little emphasis on class-cooperation.

"It seeks the best for the Azur, same as Raskonatsivikizm seeks the best for the Kyrus," stated a Rekresto K.R.N.P. official, "however, it emphasizes the betterment of the Azur over the right of defense and self-determination of the culture and identity of others – including the Kyrus people." The Raskonavik official further stated that, due the Azur-centric quality of Všetcizsm, it could cause a potential disconnect between sympathetic Kyrus and their own homeland and cultural lifeblood, threatening to dislodge the touchstone which unites the people of the Fortified State – particularly amongst the younger generations who have been brought up in the largely cosmopolitan Rekrestok. "It is simply against the notion of the 'fortification of the blood, soil, and soul'."

Though political activism in regard to the foundation of a Všetcizsist political movement in Rekrestok has been minimal, any form of a similar current is virtually non-existent outside of the stekokilya. Even so, government officials in the city are taking notice, and a petition to the central government in Vyazkhva has gained significant support since the statements made in last week's cultural seminar. Though the full text of the petition has not yet been made available to Savetnyk, an excised portion has been produced for foreign dissemination:

    "It has become evident, with the continued growth of economic emphasis on the KYZUR Transrapid Line, Azuran tourism to the Fortified State, and commercial enterprises undertaken by both private and public entities in Kyrusia and the Evenguard, that the statistical fact of the growth of an Azur legal minority within Rekrestok is inevitable. As such, it must be made of national concern to place not merely economic, but cultural and academic tariffs against a potentially disastrous influx of spiritual philosophies from the Všetcizsist state, specifically to insure that the Constitution of the Kyrus is upheld and that no foreign incursion – be it of mind or body – can ever trespass upon the sanctity and fortitude of the Kyrus host, the Kyrus state, or Kyrus soil."
To date, the Central Secretariat of the Raskonavik Party has not commented on the petition lodged by the multi-partisan delegation in Rekrestok. In turn, the Vozetzyr has declined to comment, indicating by implication that the full apparatuses of the central government in Vyazkhva do not feel threatened by the possibility of a growing Azur minority in the southern districts. Even so, questions have been raised, and critics have lit their torches anew. Regardless, due to the vast capital and assets obtained through cross-cultural and economic partnerships with the Azur state, resulting in minimal cultural or academic incursion outside of official and sanctioned endeavors, it is unlikely that the petition lodged will receive much attention on the national stage.

Such comes to no surprise to many Kyrus across the nation – even in Rekrestok – as merely two months ago, the KYZUR Transnational Railway Regulatory Commission announced an updating of default software aboard KYZUR magnetic-levitation trains catering to educating foreign travelers on Kyrus customs, identity, and culture. It seems, therefore, that economic cooperation, even including a potentially necessary growth in the Azur minority in Rekrestok, is here to stay.

Though international headlines and the overall world of geopolitics often vary considerably from day-to-day, for the previous three months, much of the global journalistic lens has been focused on the heightening tension between the largely reactionary "Anti-Communism Alliance" and the region of Pardes.

While the proverbial continued elevation in tensions has primarily hinged on a persistent flood of bellicose rhetoric issued from various governmental apparatuses and state-supported institutions of reactionary currents from the respective member states of the Anti-Communism Alliance, a constant barrage of privately-funded agitation and propaganda campaigns conducted by majoritarian liberal democracies in Pardes has further fed the fire beneath the boiling pot that constitutes the present relationship between the A.C.A. and Pardes. In the accumulative past seventy-two hours, however, this dichotomy of radically oppositional fronts has reached a predictable – if but potentially catastrophic – bottleneck; such a bottleneck has, largely been contrived due to the dualistic and absolutist perspectives the respective players in the so called "War of Words" have assumed.

Rising as the proverbial voice of Pardes, the United Republic of Emmeria has played a significant role in the predicated effects of the present situation on the international stage. A political analyst of the State Academy of Rekrestok, wishing to remain anonymous, stated of the United Republic, "[They] have helped pack the lining for the volatile powder keg to which they so openly espouse a desire to avoid." This analysis stands in stark contrast to the agitating accounts given by various newswires from Pardes, chief amongst them being the Emmerian-based United Press. Though often under-reported by international media, a recent UP article, in an attempt to further goad member states of the Anti-Communism Alliance into a confrontational, reactionary fervor, released highly-opinionated and controversial statements issued by the Emmerian Deputy Secretary of State Richard Burns comparing a New Belhavian Deputy Foreign Minister to a child, insisting the official "re-attend some type of children's daycare."

Such deliberately provocative behavior from Pardes seems to be penultimately exemplified by the current Emmerian President, Luis Castilla who, as of March 16th of this year, has threatened to utilize military force in order to curtail potential Alliance activity in the region – including activity conducted well within the bounds of commonly-defined international waters. While such behavior is not unprecedented in the activities and polices enacted and espoused, respectively, by such interventionist ochlocracies as the United Republic, the Emmerian government has yet to be publicly observed willing to fabricate evidence in regard to the activities and status of its opposition. Such cannot be said to be the same for several allied states within the A.C.A.

Following the highly-publicized withdrawal of the last remaining Pardesian member of the Anti-Communism Alliance, the Islamic Social Republic of Premislyd, the New Belhavian press announced a minority opinion of an Alliance-sympathetic economist that, in lieu of the Islamic Social Republic's withdrawal from the A.C.A., it may face a "0.8 and 1.2 percent" loss of economic growth this year due to a sudden loss of Foreign Direct Investment allegedly supplied to the social state by the Alliance. This heavy allegation has flown in the face of several empirical economic reports from the Pardesian region, including one issued by the Social Republic itself attesting to the contrary, mainly due to the brief, approximately two month period to which the Islamic Social Republic was an active participant in the Alliance.

Regardless, founder and nominal "leader" of the Anti-Communism Alliance, the "German Empire", has continued to issue statements in regard to the pending recession the Premislydic people may soon face, as well as the supposed station of the Islamic Social Republic within the Alliance during its exceedingly brief membership period. A recent lengthy and scathing press release from the Prussian Foreign Office stated:

    "The resignation of Premislyd from our group means nothing. They were a pariah among our ranks from the beginning. Their radical Islamist and isolationist worldview was ultimately incompatible with the [A.C.A.'s] direct mission. They would not cooperate in alliance programmes, and resisted Alliance authority. They will continue in their fight against domestic Leftism, just without the [A.C.A.] This is of no concern to us. If Premislyd begins to fall to the Communists, we will be there; until such a time comes, their nation is theirs."
This official release seems to mimic, according to previous official government opinions issued by the Empire, not only the official opinion of the Prussian state, but seems to further demonstrate an increasingly prevalent slide into demagoguery - a popular tool amongst several staunchly reactionary parties privy to the upper echelons of the Alliance.

This constant pattern of rhetoric and returns has, ultimately, lead to a tense and potentially worrisome climate between the Anti-Communism Alliance and the region of Pardes. With commercial shipping potentially threatened in the region and talk of anti-Alliance blockades, the Fortified State has increased its monitoring of the continued escalation of the so-called "Rhetorical Cold War", going so far as to domestically begin an active recall of Temporary Residency Visas by the State Commissariat of Internal Affairs of Pardesian nationals currently residing within Kyrusia, effective as 4:00 AM Standard Volodyan Time this morning. While the representatives from the Foreign Nationalities Directorate were unavailable for comment, the S.C.I.A. did release an official statement following its decision:

    "The State Commissariat for Internal Affairs Seventh Directorate, following a continued escalation of tensions and elevation of general alerts within the region of Pardes, indicative of the continuing spoken conflict between itself and the [Anti-Communism Alliance], has decided to begin an active review and potential recall of all temporary residency and housing documentation of foreign nationals from the region of Pardes, including nationals from the United Republic of Emmeria and the Federated Commonwealth of Pravengria. [...] Pardesian nationals within the Fortified State may be contacted within the following seventy-two hours for a Review of Residency hearing and, pending an outcome, may temporarily face residency revocation due to the continuing crisis and the potential impact such may have on foreign nationals residing within the Fortified State in the event of a drawn-out conflict. [...] The Seventh Directorate wishes to assure the international media that this decision is in no-way meant to be misconstrued as a declaration of persona non grata upon Pardesian nationals and is exercised purely out of a concern for their ability to return to their respective homelands in the event of an eruption of open strife."
While the Seventh Directorate has, as of yet, not released potential figures on Pardesian nationals residing in Kyrusia, it is estimated that less than two thousand are present within the Fortified State, many purely in an official diplomatic or commercial capacity, and thus may be exempt from the S.C.I.A.'s declaration. Even so, with the continuation of the crisis and its perpetual unfolding, due to the drastic ideological and philosophical differences between the two primary actors of the "War of Words", many Kyrus feel the likelihood of a conflict is inevitable, with the window for a chance of a reasonable peace and a de-escalation of tension rapidly closing. While the Centre has, as of yet, refused to officially issue a statement in regards to the crisis, an anonymous source within the Kyruseredenya has stated that the next thirty-six hours will likely be the crescendo of the crisis, with the possibility of open war a decidedly likely possibility.

ŠIBERNIK, semi-independent, yet volatile, provincial sub-division of Cernadova renewed a sanction yesterday against the government under the description of a "breach of independence". This sanction was published almost immediately after a suppression of a riot in Podgorica, provincial capital of Šibernik, last Friday. The Cernadovan National Affair(s) department expressed their disdain this morning after issuing a statement including: "delusional people blinded by their own stupidity" and "their idle threat is empty and action will be took".

The protest that occurred in Podgorica earlier this week was impromptu after Cernadovan Provincial Urban Force arrested a middle-aged man they classified as a "peasant" for loitering and "verbal littering". This came momentarily after emerging from a local distillery he had been employed at fired and in a state of drunken stupor. Witness to the protest, information withheld for protection, released the following statement: "I don't remember this event with clarity it was mostly a haze. I remember a man being heckled at and assaulted by the 'police'. There were many people and the crowd was growing larger; they leapt onto the police beating them. People were breaking everything in sight and
setting many a thing alight."

CPUF had then ordered a squadron of CNAR to patrol the plaza in Podgorica along with a military standard tank. This was quickly overran and the protest was left to simmer until the crowd had dispersed. After the attempted suppression, the Šibernik Council issued an official renewal of the sanction aforementioned and had also demanded international intervention and recognition of full independence from Cernadova. This statement went on to mention that the Cernadovan government and military had done something unparalleled to the past, even more so than the Bohemia assassination attempt, and that an apology to the families of those who had injured and/or dead relatives due to the protest had to be made.

The Cernadovan National Affair(s) Department released a statement after the publication made by the Šibernik Council. This statement went on to include that the families of those involved shall receive no such apology due to them being involved with the incident and that Šibernik shall not gain full independence from Cernadova as long as it is under the jurisdiction of the government. Their threat through the sanction was also mocked during the statement and that they are delusional believing that the Razulican and international community shall take any such action with the matter. It was finalised with a solemn sentence: "If the Šibernik Council is in the state of mind that they will escape without punishment, they are extremely wrong."

The sanction that is currently in place premiered during the summer of 1980 after Šibernik aerospace was temporarily invaded by the Cernadovan Air Force. It was terminated almost a month after with no response from the international scene. Over a decade later in the autumn of 1991 the sanction was reinitiated after an assassination attempt on the council representative of Šibernik within Bohemia, capital of Cernadova. A cessation was ordered shortly after an official apology was published by the government and a monetary retribution was paid by the Cernadovan government to the ambassador and his family over emotional circumstances. The future of Šibernik and Cernadova is uncertain and with each exchanging a derogatory comment on each other, the situation is likely to grow worse.
