Diplomatic Immunity
As is customary, we extend diplomatic immunity to ambassadors and other diplomatic officials.
Ambassadors are immune from criminal charges though they may be detained for 48 hours without charge if there is emergency cause. In lieu of charges, Ambassadors who are found to have committed crimes can expect to be declared persona non grata and expelled from the borders of Silar. A declaration of persona non grata revokes diplomatic immunity and if they are found in the borders of Silar following the time allotted for departure, they can expect to be arrested. Alternatively, Silar will revoke diplomatic immunity without a declaration of persona non grata. These persons, still considered foreign ambassadors will be arrested and charged but will have the right to have their case heard before Silar's highest court, the High Justiciary of the Throne.
Other diplomatic officers will be immune from all violation-level charges as well as most misdemeanor charges. They, however, will not be immune to being charged with felony level charges and do not have the right to demand their case be heard by the High Justiciary.
Diplomatic immunity is not a license to commit crimes. If the police have firm reason to believe one of your diplomats is criminal, we will take actions against them. Crimes such as terrorism and espionage will result in immediate arrest and trial without prior permission from your state.
Extraterritoriality and Diplomatic Privileges
All embassies, consulates, and ambassadorial residences will be treated as a sovereign part of your nation and will be immune to search and seizure by Silaran police force. If the police have reason to believe that illegal materials are within your embassy, you will be delivered the warrant and asked to execute it yourself though there will be no requirement to do so.
While Silar is happy to provide security for your embassy, your own diplomatic guards and agents will have full police powers in the bounds of your embassy as well as your ambassadorial residence. You have the right to detain any person in your embassy for a maximum of 48 hours. Despite extraterritoriality, those who commit crimes in your embassy will be charged and tried in Silar though you may request extradition for some heinous crimes such as assassination of diplomatic staff.
Your mission has the right to use diplomatic satchels. Any opaque container marked with the words "DIPLOMATIC SATCHEL" as well as a diplomatic seal, a signature from a diplomatic officer, and the name of your nation will be considered a diplomatic satchel. Diplomatic satchels enjoy immunity and cannot be searched under any circumstance. Satchels that need to be delivered will be carried by agents of the Ministry for Foreign and Regional Affairs and Silar can assure their safe delivery and will take responsibility for any breach of their security.
All diplomatic vehicles as well as the personal vehicles of diplomatic officers with diplomatic immunity will be issued diplomatic plates. Such vehicles will not be ticketed for parking or traffic violation, will be immune to search and seizure, and may bypass any traffic checkpoints. Do note these vehicles will be not be immune to towing as a result of parking violations though you won't be charged for the cost of said towing.
Rules
Staff: There is a maximum of 50 diplomatic staff, 50 support, and 20 security staff. We will provide and pay for the housing of your ambassadors and consuls and will work with your nation to provide for housing for your other staff.
Vehicles: You are permitted any non-military vehicles. No tanks, humvees, or other vehicles which are affixed with weaponry will be allowed. We allow civilian-type aircraft including helicopters and will house them at state hangers at the Royal Silaran State Airport. No private airstrips or helipads are usually afforded to embassies.
Weapons: All fully automatic and assault weapons, nuclear material, bombs, explosives, and grenades are inappropriate for embassy use and will not be permitted. You can rest assured that full security will be provided to your embassy and its staff. Silar is a very safe nation with low crime and is rarely involved in wars. Should war come to Silar, Court Guards and other military forces will be assigned to your embassy for their protection and, if necessary, to escort them out of any combat zones and into safety.
Drugs and Narcotics: All drugs that lack medical application are absolutely forbidden in Silar. This includes marijuana. Violation of this rule by your embassy staff will result in their expulsion and revocation of diplomatic immunity.
His Royal and Serene Majesty's Diplomatic Corps
Your ambassador, in addition to all foreign ambassadors in Silar, is a member of His Royal and Serene Majesty's Diplomatic Corps. The Diplomatic Corps is invited to all formal state events such as opening and closings of Parliament, coronations, state weddings and funerals, and the Royal Court's holiday dinners. The King holds a dinner for the Diplomatic Corps every February.
The Dean of the Diplomatic Corps is the senior diplomat of the Corps and is responsible for encouraging cooperation between the various ambassadors and serves as the spokesman of the Corps. He is always the Apostolic Nuncio of the Holy See, currently Archbishop Lewis Woodburn. Should your ambassador wish to host an event for the Diplomatic Corps or meet with other ambassadors, please contact the Dean of the Diplomatic Corps, who would be pleased to assist with those requests. (OOC: I, in most cases, control the Dean. Contact me by TG to oocly arrange these events.)
His Royal and Serene Majesty's Marshal of the Diplomatic Corps is the official state liaison with the Diplomatic Corps and is a subordinate to the Minister for Foreign Affairs. The Marshal is responsible for setting up all appointments between ambassadors and the various governmental officials including the King and the Lord Chancellor. The Marshal will meet your ambassador when he arrives and will be pleased to assist in settling your mission into Silar.
Once your ambassador arrives, he will schedule his first meeting with the Diplomatic Corps whereat he will present his letters of credence to the King. It is common for a dinner to follow at which we hope your ambassador may have a chance to meet his fellow diplomats.
Consuls are not normally members of the Diplomatic Corps unless a nation has no embassy in Silar. In that case, a consul-general may be admitted as a member of the Diplomatic Corps.

Angle Way
Angle Way is the oldest road in Silar and lies in the shadow of the High Palace, right on the banks of the Sila River. Though the road itself is closed to traffic, a private drive running alongside provides access for diplomatic vehicles. Angle Way lies in the center of Silar's government and allows ambassadors direct access to the offices of state. The Ministry of Foreign Affairs is located on Angle Way.
Wenten Avenue
Running out of the central district and into the residential sections of Silar Demesne, Wenten Avenue is the newest area to be opened to diplomatic mission. While not nearby to any governmental offices or business areas, Wenten Avenue is significantly quieter and less busy than other sites available for embassy construction and is closer to the lives of everyday citizens. There are several parks nearby and the Avenue has easy access to the highways leaving the capital and entering the other provinces of Silar.
Nore Avenue
One of the roads leading into the central district of Silar Demesne, Nore Avenue floods directly into Silar Demesne's downtown district. While some distance from the High Palace, it is significantly closer to business locations than other diplomatic sites. Several government offices, including the Ministry of Interior's Bureau of Commerce, are located on Nore Avenue.
Antiquity Square
Antiquity Square lies directly across the Sila River from the High Palace and is a short walk from Triumphant Bridge which links the city of Silar Demesne. The Square is the site of a large fountain and was built on the site of an ancient forum, the statuary of which has been restored and is housed in the Square. Being on the edge of the cultural and administrative center of the capital, Antiquity Square also boasts access to the business districts of Silar Demesne.
Iustiata Square
One of the large squares ocuppying the heart of Silar Demesne, Iustiatia Square is but a short ways from the High Palace, the government seat and residence of the King. It houses one of Silar's high court buildings as well as several embassies, the offices of government agencies, and St. Stephen's Catholic Church, one of the oldest churches in the city. There is an adjacent park with walkways to the edge of the Sila River which runs through the capital. Many local cultural events are hosted in the park and square throughout the year.
Diplomatic Corps
The High Commonwealth of Silar also offers a consulate program for nations who would either like to supplement their existing embassies or would like to establish a relationship with the High Commonwealth without the official trappings of an embassy. Consulates may be established in any city not containing an embassy and serve as diplomatic posts to promote the exchange of culture and trade as well as assist citizens and nationals of your nation while they are in Silar.
The heads of consulates are known as consuls. Please note that your consuls are not ambassadors. They are afforded only the diplomatic immunity granted to most diplomatic officers, not that afforded to ambassadors. This means that while they are immune to violations and some misdemeanors level charges, they can be arrested, charged, and tried in Silar for felonies and some misdemeanors. If you have more than one consulate, you are free to appoint a consul-general to oversee all of their operations. Consul-generals are granted the same immunities as other consuls, not those of ambassadors. Consulates are permitted to use diplomatic plates and satchels as per general rules. Consulates are given extraterritoriality. Please note you are only allowed a maximum of 5 security agents, 25 diplomatic agents, and 20 support staff for each consulate.
A consulate may be established in any city other than Silar Demesne, the capital. The following are recommended common consulate posts given their level of foreign tourism and their significance in trade, culture, and politics. Camen City
On the coast of the Central Sea, Camen City is a major trade and business center in Silar. It is also the capital of the Grand Duchy of Angle, one of Silar's three Sovereignities (states). Camen City has many cultural sites including renaissance era churches and government buildings, it is home to many national and multinational corporations, and it has a significant military presence given its port. The Royal University of Saint Thomas Aquinas, one of Silar's largest and most affluent universities is located in Camen City.
Norse
Norse, in the northern part of Silar, is the capital of the Serene Republic of Nore, a Sovereignity. Nore is a major tourist destination. And, while it does not have the same window to international trade as Camen City, Norse is a major center of national business enterprises as well as of learning, being home to several universities.
Frankelton
Frankelton is the capital of the Principality of Wenten, the final of Silar's Sovereignities. It is considered one of the major religious capitals of Silar and has several major churches and monasteries in the direct area. Also, the rural environment of Wenten allows for a major agricultural sector with a focus on fine Silaran wines and liquors.
