Also, substance: that which has mass or occupies space; matter. According to freedictionary.com. So that should probably be specified also.

Opposed, I don't think people should be able to buy whatever they want. Like biological weapons, for example.

And on the other side, minors must have parental consent to use substances such as water, bread, chairs, tables, etc. The motivation behind this bill is not reflected in its language. So opposed I am, sorry.
