As most of you know, Equilism was founded in January 2004 by Equility (Max...no, not that one). And shortly thereafter I was recruited to the region. Within two weeks I was drawn onto the forum and elected into the first Senate of the region. At that time, our main leaders were Equility, Rhonanvin, Tomika, with the advice of Ostendt from Belgium. (Our first alliance was with Belgium, BTW.) Our first Constitutional Convention was in process. Equility had presented the first Constitution, having largely based it upon the as yet unratified ADN Constitution. Both of those Constitutions established a shared Executive. In ADN, it was the President and Director, while in Equilism it was the President and Prime Minister.
Another early advisor from outside the region was P-topia. I doubt that anyone still in Equilism will remember him. He and Ostendt helped us to structure, prepare and organize the region’s Military and Intelligence capabilities in the beginning. Tomika though, is the true founder of the E-Army. He devised our first rank structures, awards and training. He stepped down as Prime Minister, so that he could concentrate his time and efforts on the Military. (Which lead to me becoming Prime Minister in his place.) The foundation that he set for the E-Army was built upon from that day forward, all the way to the present
In the summer of 2004 as the game slumped and players took time for vacations, Equility shared the founder nation password with Ostendt and I, to look after the nation and region when he was absent. He said that he considered the two of us to be co-founders of the region.
Yet eventually, Ostendt choose to resign as a Commander in the E-Army, and withdraw from the greater gameplay of NationStates. ‘O’, as we knew him, showed up from time to time over the years to say ‘hi’, and his ancient nation was often found in Belgium. But it seems he has been gone now for quite some time.
Equility and I sought to guide the region as we could, while clearing the way for new players to have the opportunity to rise and take the reins of the region. Yet we held the concern that someday there could come a player that would rise up to the Presidency or Prime Ministership that would be a danger to the region. We basically decided that should such an event occur, that one of us would run for office against this person. We also sought to take turns in being the primary person taking care of the region in the background – advising and taking care of the administrative tasks. But finally one day, Equility went on vacation and never returned to full activity. He found that wide world of Real Life.
For a very long time I hoped and waited for him to return. I tried to maintain the vision and ideal for the region with which he founded it. And I admit, that I did not fully agree with all of his positions. And so I felt restricted in what I could do. But that was not healthy for the region. We always believed in making sure that Equilism was flexible, and I slowly edged towards more flexibility. Yet, time and again, my own interest was waning. I have been often ready to ‘retire’ from NationStates. I couldn’t abandon Equility’s region though. I was it’s caretaker. I was still waiting for him to return.
In 2006, the summer slump came and went. Activity did not recover. The Defender world of which we were a part, was dead. Influence was merely the final nail in the coffin, as the invader/defender dynamic had been fading for some time prior to the establishment of Influence. The government of Equilism was essentially dead as well. The only few posts on the forum were in the games areas. And that was waning too.
We still watched events in the other regions of NS. We were getting passed by as the whole NS World interregional dynamic had changed. We were failing to change with it. This precipitated the ‘Schism’ in October 2006, which revitalized the region, and established The Realm which has served us for nearly 2 ½ years. It was at this dynamic pivot in our history that I was able to shake myself from being a simple caretaker to being the founder in whole, of Equilism. That pivot is something that I used as a tool in our roleplay in carrying out the Schism.
So what has all this got to do with the State of Emergency that I declared 48 hours ago ? Why am I wasting your precious time with all this ?
Because another crucial moment, another pivot in the history of Equilism is upon the region. And because it is a rather personal and somewhat difficult moment for myself.
To everything there is a time and a season. And change is an immutable constant of the universe. Change is an endless stream that travels through this life, this universe in which we live. And change is what I have to give to Equilism, one last time.
And now the Announcement that you have been waiting for….
I, Westwind, King of The Realm of Equilism, do hereby abdicate the Monarchy of Equilism and relinquish the founding nation Equility, effective May 8, 2009 20:00 Mountain Daylight Savings Time. At that time, the Lord High Steward Chaucerin shall become Monarch of The Realm of Equilism, and Keeper of Equility.
The Steward is in possession of the current founder password, and will change the password at that time.
The State of Emergency shall continue in effect until Monarch Chaucerin orders otherwise.

In a time of endings, there are opportunities for new beginnings. Make full use of this opportunity. There is nothing but blue sky ahead of you. Nothing but possibilities. Do not let yourself be bound to the past. Do not let history hold you back. Refresh your vision, step forward renewed. Think out of the box and outside of the past.
Let me reassure you this one thing: I am not wholly leaving. I’ve accomplished everything that I wanted to, and more that I had ever imagined. I will be continuing to assist with the administration of this forum, and if you ever need advice or an opinion, I’ll be right over there.

My time of leading and guiding intrigue, events, and ideas are done. I’ve provided a parade of puppets as I’ve moved them home to Equilism, or revived them and brought them home to Equilism. I’d suggest making use of that apparent bump in population to the advantage of further recruitment. (I might even be willing to 'sell' a few puppets if anyone finds one interesting)
I know that the region couldn’t be in better hands. ‘Be with The Best’ isn’t just a slogan, we’ve lived it. Each and every one of you proves that. So many people past and present have given so much of themselves to make our region, our community, the great place that we have today. Thank you so very much for everything that each of you have done. We’ve proven that quality that can be built from such diversity from all over the world. We’ve proven that a world community can come together, work together, play together, and make our collective home a better place.
Thank you all for the opportunity to enjoy this game with you. Thank you for the opportunity to get to know some of you. Thank you for the opportunity to work with you, to choose sides with you, choose directions with you, build ideas together with you. Thank you for the time we've shared here in this corner of cyberspace. In this place called Equilism.

There is no secret to power and relevancy in Nation States. If you are a power at home, you will be relevant across this world.
We must become a power again, and together, we will. Our best days can still be ahead of us if we can unify to a single, higher purpose. Equilism, ancient and proud, can stand among the new titans of this game and be counted as the best among them. But we cannot do this as players; we can only do this together as a region.
In the next few days, I will consult with the newly elected Lord Chancellor as well as a circle or advisors who will represent this community. Together, we will lay out the direction for Equilism and announce our new imperatives. These new imperatives will not please you all, but they will ensure that we survive and that we thrive.
It has always been true that you will only get a region that is as good as you make it. Westwind showed us how true that can be, and now we will move on once again.
We will make a new region together, and it will be grand.
Effective immediately, I hereby name Naivetry as acting High Steward. This is a provisional appointment pending the outcome of the current elections for Lord Chancellor.

Equilism Condemns Macedonian Empire
Equilism has always stood for sovereignty—ours and that of every other region in the game. Of late, there is a group who is violating regional sovereignty for kicks by taking over regions and ejecting the natives. These are not dead or dying regions, but regions who have long-standing communities.
Mencer and the Macedonian Empire have been responsible for destroying the following regions since 2006: Chad, Cyprus, Czech Rep., Andorra, Azerbaijan, Bahrain, Bangladesh, Belarus, Bolivia, Bosnia, Herzegovina, Brazil, Burma, Eritrea, Hungary, Jordan, Kyrgyzstan, Libya, Lithuania, Mali, Malta, Mauritania, Moldova, Nepal, Niger, Nigeria, Serbia, Slovenia, Sri Lanka, Tajikistan, Tunisia, Turkmenistan, Venezuela, Yemen, Persia, Finland, Latvia, Estonia, Albania, France and Pakistan.
The latest is Belgium, one of our oldest friends and allies. Equilism will do all in her power to aid the refugees from Belgium and to prevent this from happening anywhere else. We cannot let this travesty stand without comment. Region destruction is not acceptable, and we will not allow it to happen. We cannot stand idly by while acts such as these go unchecked. We condemn Mencer and the Macedonian Empire for the ruination of Belgium, as well as France. Enough is enough and this must stop now.

E-Army Policy Statement
Equilism and the E-Army are dedicated to the principle of protecting regional sovereignty from those who seek to destroy it for their own gain.
We define regional sovereignty by control over the WFE, activity on the RMB, and the freedom of nations to associate peaceably with each other in the region of their choosing. We have always taken, and will continue to take, measures to protect against breaches of sovereignty.
We also recognize that not every incursion is a breach of sovereignty, since many such acts occur without interrupting any active talk on the RMB, and have little or no effect on the region at all. An incursion that affects an active delegate or an active RMB will be considered a breach of sovereignty. An incursion resulting in the ejection, or ejection and banning of native nations from the region, is still considered the highest crime against regional sovereignty possible, and must always take priority. Total regional destruction is both unacceptable and inexcusable.
To combat these actions, the E-Army will mobilize against incursions of this nature. We will be proactive in preventing them from happening whenever possible by helping the natives refound, or by refounding the region in danger for them. We will strive never again to sit idly by and watch a griefer lock down and empty a region of all natives, while we find ourselves powerless to do anything about it.
However, it is not enough to merely protect what sovereignty is left in the NS world. The E-Army will endeavor to increase the game territory over which sovereignty is exercised. We will reform regions which have fallen to the ravages of inactivity: regions without RMB activity, control over their WFE, or a delegate/founder. Such communities will be nurtured until they can retake their rightful place as sovereign regions, contributing to the NS world.
The E-Army aims to create a reformed and vibrant NS world. What was once dead shall flourish under guidance. The role we will take is alternative to what is currently being practiced. We are neither defender nor raider; we are a Reform Army.

I'm going to book-end this now so that the people who will replace me can get on with running the show. This is likely going to be my last post quite a while, so I'll keep it brief.
The community here has done nothing wrong, in fact, the strength and allure of this community is what has kept me here and active for as long as I have. My departure is predicated only on one thing; I'm tired of being at the center and I'm tired of having to steer the ship.
Since yesterday, I've changed my mind a little bit and I probably will not be ending my time in Equilism entirely, but I will at least be taking a huge step back and a break that I expect to last well into the fall at very least. I'm not making any plans other than that but my unhealthy fondness for this place leads me to think that I'll not be gone forever.
Having said that, I have no intention of ever serving in government again -- ever -- seriously. I've disposed of all my puppets, but I will park my original nation back in the region now that I've had an update to shed my influence. I won't be logging in again any time soon, so anyone who needs to get a hold of me can do so by PM.
Thanks to all for the kind words. West, you are gracious as always and the only King that Equilism could ever possibly have. Nai, you are just too precious for words.

In June 2007, Chaucerin resigned as Lord High Advocate and left me with the job. At the time I told him that I was honored – terrified, but honored – to be considered as his replacement.
Two years later, I find that Chauce has resigned again, and left me in charge once more. I must say that while I'm flattered at the show of confidence, I really wish he didn't trust me quite so much.
I hope you will forgive me the quip; while tongue-in-cheek, it betrays a deeper truth. I have never been eager to hold the role of the Founder in Equilism. There is one very simple reason why: I knew that if I ever found myself in that position, it would mean Equilism had suffered losses I could scarcely imagine – the loss of Neo-Conservatism, Tse Moana, Westwind, and Chaucerin, and perhaps others I did not then know. And over time – slowly, but all too soon – that almost unbearable thought has become reality.
To be sure, it wasn't as bad as I pictured it. New members have joined us and become as dear to me as the friends I knew at first. And though Tse is still absent, Neo has returned; Westwind (thank God) is still here; and Chaucerin (conspicuously not thanking God) may still return someday to finish trouncing me in the religion thread on the Open Debate Board.
But the fact remains that I'm only speaking to you today because someone else is not. The ascension of a new Monarch means the loss, to at least some extent, of the old one. A sort of death is inextricably connected with change. Those of us who are left to make a new beginning have to face that shadow as we move on.
If there's one thing I can promise you, it's that Chauce's shadow will be felt very strongly as we move on. It's become a commonplace to note that NationStates forum life is a remarkably good simulation of real life politics. In truth, however, NS is a remarkably good simulation of real life because it is real life. None of us are government leaders outside of these forums, but while we're here, the conversations we have and the decisions we make shape our time together – at least that portion of it which each of us chooses to spend here. That is the curious reality behind our virtual world – the reality which makes each member's departure seem like a death and each return like a resurrection.
Like most of us, I think, I've occasionally been guilty of forgetting that the real reason we're all here is to enjoy each other's company. It's easy to get lost in the rush of government business until visiting the forum seems like a chore. I know that sometimes when I'm absent, it's because I don't feel I can face the to-do list that will be waiting for me here. I can't help but think that that feeling has been behind most of the departures we've seen in our history, including this most recent one.
If there's one thing I want to see change for us as a community, it's that. Some of our newer members may not feel it; but I think all of us who have been in leadership will understand – and I think we would all agree that that's not something we want the next generation of leaders in Equilism to have to face if we can help it.
I'll put it simply: I'm tired of projects. I'm tired of keeping up activities which began from the enthusiasm of members when the enthusiasm to keep them up is no longer there. We are a region with rich traditions, but Equilism is not a tradition – it is a community. I want us to hold off on asking what we can do for our community, until we've asked what our community wants to do.
I may hold the Founder nation today, but Equilism isn't about me. I have ideas about where we can go from here, but I don't want to go there without each and every one of you.
Over the past four months, we've experimented with a number of new initiatives for the region – some of which have worked, and some of which we've had to correct as we went along. This process of correction will continue, but, I hope, in what may come as an unexpected direction.
In my mind, the constitution of the Confederation was meant to recollect the old Commonwealth constitution under which I joined Equilism. In the end, we also took so many clauses from the constitution of the Realm, and rewrote so many others in the quest for activity, that it became more unwieldy than either of the documents it superseded.
I propose to correct this by a simple expedient. I hereby request that the Prime Minister bring before Parliament a vote to restore the Commonwealth.
Many of you may not realize the significance of that proposition. Those who do remember the Commonwealth may be scratching your heads. After all, under the Commonwealth, Equilism fell into such a state of inactivity that the leading members of the region decided it would be better to stage a civil war than allow Equilism to fade away under a broken system. Am I asking that we return to a system that has been proven not to work?
No. As a region, we learned important lessons from the Schism that it would be foolish to discard. The Commonwealth constitution will need to be amended to account for the realities of NationStates gameplay that we have come to recognize since. In particular, we must recognize five specific principles: the role of the Founder as a safeguard for the ideals of the region, the centrality of the E-Army to our regional identity, the as-needed nature of the work of the Judiciary in NationStates, the importance of recruitment for our continued well-being as a community, and the necessity of encouraging new members to bring their ideas to the table as equal partners with those who have more experience. I have in mind changes that I believe will address those goals and principles; but if this effort is to succeed, I will need the input, criticism, and support of Equilism as a whole to ensure that we as a community choose to govern ourselves by a document acceptable to all.
In other words, the vote I am requesting puts forward one simple question: will Parliament sanction my proposal of a new constitution for our region, and allow discussion and voting on the matter to be opened to Equilism as a whole – or failing that, opened at least to the consideration of Parliament? If so, then I will refrain from appointing a Governor General until the question of the constitution is settled. If, in the end, we cannot reach a better compromise document than the one under which we currently operate, then first of all I will eat my hat; and afterwards I will appoint a Governor General as called for by the current constitution, and request sponsors for amendments and other legislation less sweeping in scope to be voted on piecemeal.
This is not only about the legal structure of our government, but about a return to the spirit of cooperation, trust, and give-and-take that has always characterized Equilism at its best. It is about reclaiming our past and using it to shape our future. It is about reimagining our community.
In conclusion, I want to draw your attention to a small change you may have noticed recently: the security status has been lowered from 'Elevated' to 'Guarded' on the recommendation of the Equilism Intelligence Agency. More than a simple cosmetic alteration, this goes hand in hand with my conviction that the changes we have ahead of us are not ones we need to fear. NationStates is stirring with innovations in the code and the return of old players, while shifting dynamics between raiders and defenders have brought us back closer to our friends and allies in the defender world. We are not alone. We have our friends, and most importantly we have each other. In the end, that is what truly matters.
I leave the question of the constitution in the hands of the Prime Minister and Parliament, and wait with anticipation for your response.
In the mean time, please join me once again in thanking Chaucerin for the foundational role he has played in our community over so many years. We could not have asked for a fiercer guardian of our laws, a stronger defender of our community, or a better friend. Cheers, Chauce.

As of this posting, I have sent him the password to the Founder nation, Equility, and both he and I will jointly be responsible for maintaining it and ensuring the continued security of the region.
