To provide a more detailed answer, offensive operations are conducted by the Galactic Armada only if a Do-Not-Defend (DND) request is approved. Defenders use these requests, which may come from any organization, to determine whether the proposed target is defendable. If Vristic was not an approved target, then Starlight and Horizon would not have participated in the offensive operation against it. Most* other militaries, including fellow defender forces, lodge DND requests when necessary and comply with the determinations made on those requests.
If a request is not lodged, or is unapproved but the operation is carried out anyway, defenders can and will perform any operations necessary to defend the target region and restore it to its previous condition. As active defenders that morning did not intervene, it can be reasonably figured out that a DND request for Vristic was lodged and approved, and then communicated to relevant parties.
I would stress that it is hardly a good idea to talk about "patterns" or suppose regions as next targets. Vristic had specific reasons for having an offensive operation carried out against it, and those reasons do not imply that any future operations will arise targeting other regions. There's not been any indication that The Dominion of Order is a possible target. Suggesting that it could be one is nothing more than fearmongering in what HR correctly described as a "pointless, utterly dishonest crusade."
*To my knowledge, every defender and independent force lodges DND requests when necessary. Some raider forces do not; the People's Revolutionary Air Force (TCB's military) are infamous for avoiding submission of DND requests, for example.
This is the first I'm hearing of DNDs as a concept.
Based on what you're saying, it seems like there has to be some sort of centralized venue for DND reqs to be posted, approved, and disseminated among defender groups.
