Ah yes, the Sovereign 7 should be quaking in their boots right about now. The delegate of a two-endorsement region believes they have a real shot at toppling the mighty. Let's see how this plays out. Place your bets, folks: will the S7 fall, or will it be business as usual?

For nearly a year and a half, our institution has fought the good fight for a better and more responsible World Assembly by bringing the full diplomatic and authorial talent our collective regions have in abundance to the General Assembly, promoting truly desirable and beneficial resolutions while systematically repealing the greatest number of resolutions ever seen in the institution’s history. We have done so with the continued mandate of the vast majority of our fellow member nations, with the enthusiastic backing of most of their regions, and added to the historical record the diverse wit and wisdom of not only some of the most distinguished and exemplary authors to ever grace the assembly, but some of the finest rising stars who will define its legacy in the years to come. Our success is self-evident, our mission an incredible success.

While we could undoubtedly carry on this work in perpetuity, the arc of history bends in new and exciting ways, and we stand at the precipice of an incredible opportunity. A reset of the General Assembly is about to occur, wiping away all remaining traces of the institution that was, and providing all of us with a clean slate. As we have stated before, we carry out this work to preserve the regional unit and ensure the will of all our communities, especially those who remain part of this institution out of necessity, is respected and not twisted, subverted, or disregarded by overzealous bureaucrats with delusions of grandeur. The support of an increasing number of authors and prominent voices in the assembly proves this is not a flash in the pan, not a phase, and not a simple angry mob burning everything to the ground. It is a movement, a sincere and full-throated declaration of national sovereignty, and we are just getting started.

The health of the World Assembly cannot be preserved and guaranteed simply by removing overbearing and intrusive resolutions. Crafting resolutions that are targeted toward truly international issues and that require only what is necessary to accomplish their goals will ensure that this new General Assembly does not make the same mistakes that we have worked so hard to correct. And we must begin that work immediately, laying a strong foundation and fostering the culture that we all wish to see in this new era. The Sovereign Seven carries the flame of renewal and invigoration, and just as we led the vanguard in 2025, we will do so again in 2026 and the post-reset years.

All authors and voters who believe in our movement, and wish to see the myopic, paternalistic, exclusionary assembly of the past decade, that old HOA from hell, permanently consigned to the past must stand up. We must build the new General Assembly together, and we must do so in a way that truly realizes the vision and the hopes that so many have shared with us and the world since we first arrived to report on the institutional health of the assembly. If the institution is to remain strong and a true reflection of our collective community, it must be built on an unshakable and resilient foundation. Inspired by the principles and ideas that have guided our members well and have been woven into the fabric of the resolutions we have authored and supported, we now identify seven pillars that will hold together the new assembly and bear the load of all debates and votes to come:

National Sovereignty (Sovereign): Proposals must center the needs of members and respect their sovereignty. They should use the least restrictive means when regulating and only regulate when it is necessary to accomplish the proposal’s goals. National policymaking should not be preempted except where necessary, and proposals should defer to national interests and a nation’s interpretation of an issue whenever possible. When establishing regulations or limitations, proposals should also include language incorporating reserved powers, as authors should presume that member states are competent to manage their own affairs according to their interests. If a proposal does not factor member states’ individual and varied needs on an issue into its regulations and does not leave them the space to legislate on the issue internally, then it should not be passed by the assembly.

To this end, the Sovereign Seven will establish a resolution governing reserved powers, and in doing so will establish a new form of the old Contradiction rule that was abolished in the latest moderation rule change. It will be up to us to avoid the chaos the absence of such a rule now creates.

International Sovereignty (Collaboration): Proposals must seek to benefit the common good of members and treat them as partners to collaborate with rather than unruly children to discipline. Collaboration is essential, so all proposals should involve members in the process directly in the proposal text, or rely on core resolutions that cover the broadest area of a resolution’s policy so that the discretion of the member states carries the bulk of the enforcement. If a proposal cannot explain how it benefits members and the WA as a whole, then it should not be passed by the assembly.

To this end, the Sovereign Seven will establish core resolutions covering the broadest topic areas, and will support efforts by other authors to establish additional core resolutions. This includes such concepts as funding, a WA HQ, and compliance.

Unitary: Proposals should interact with member nations and regions as national and regional units, rather than reaching down to micromanage individual institutions, entities, or people. Member states should ultimately determine the specifics of how they implement resolutions, and a resolution’s authority for enacting restrictions should clearly point to national and regional units. When identifying the appropriate authority in a resolution, authors should also avoid regulating multiple kinds of units unless necessary. If a proposal seeks to limit or prohibit something by directly restricting the people within the nations rather than requiring the nations to enact restrictions, then it should not be passed by the assembly.

Relevance (International Issues): Proposals should be of international character and address issues of international relevance. Even if an issue can be shown to be internationally relevant, regulation should be limited to areas where the impacts of the issue are international or cross borders. The issues in question that are inherently international in scope should be the primary focus. If a proposal cannot explain why its topic is internationally relevant, then it should not be passed by the assembly.

To this end, the Sovereign Seven will establish core resolutions covering international judicial agencies or trade frameworks consisting of expert-based dispute resolution.

Clarity: Proposals should be clear in their purpose, writing, effects, and scope. They should frankly and honestly communicate their purpose, their intended effects, and their execution. Each proposal should serve a clearly defined role and operate within its self-declared confines, both in what it does and how it does it. In other words, it should stand on its own feet, without relying on other proposals to function, and it should not directly impose limitations on other resolutions. Proposals should not wander off and overregulate or restrict areas that have nothing to do with their supposed objectives. If a proposal cannot be reasonably understood and cannot clearly identify what it is doing and how, then it should not be passed by the assembly.

Agencies: Proposals make use of agencies in addition to the assembly’s constituent nations and regions, and when utilizing agencies, proposals should be careful, deliberate, and uninvasive. They should not establish agencies when member states or explicit legislation in the proposal itself are better suited for its purposes, nor should those agencies intrude on the discretion of the member states beyond specific, necessary parameters set by the resolution. Agencies should also not be given responsibilities when the assembly as a whole can handle it. If a proposal relies on agencies to function when it could realistically delegate its responsibilities to other sources of authority better suited for its purposes, then it should not be passed by the assembly.

To this end, the Sovereign Seven will establish core resolutions that govern how agencies are constructed, how they relate to regional and national jurisdictions, and what level of discretion they have, and discourage agencies intruding on national sovereignty unnecessarily.

Adoption: While resolutions enter effect for the WA as a body upon passage and adoption by member states, members are ultimately responsible for adopting each resolution as they are able and implementing its obligations in accordance with their internal processes. Mandatory universal compliance is dead. Proposals should encourage and assist members in ratification and implementation rather than ruin them until they do so. Just because compliance will be increasingly selective in the new era does not mean the resolutions that will be followed should not accommodate more flexible compliance as needed. After all, member states will only be able to be completely non-compliant with 20% of resolutions, and especially early on participation may require hard choices as to how many resolutions can be safely disregarded. Authors should approach writing from the perspective of the member states that they would impact, and be mindful of their rhetoric and provisions so that they do not err on burdening those member states and make it more difficult for them to sign on to the proposal. If a proposal employs its own funding or compliance provisions without a clear purpose or justification for including them, then it should not be passed by the assembly.

A lot that needed to be changed and dismantled has fallen away. The reset has accelerated the timetable, and provided us with an opportunity only seen one other time in the history of NS. What we do in the next few months will chart the course the assembly will follow for quite possibly the next decade or longer. Now we will get things right from the ground up, and instill in our institution a more responsible, and more responsive, culture. In the weeks ahead, the Sovereign Seven will introduce proposals to establish the foundation for these guidelines and to set the tone for the new General Assembly. We will also embark on the most substantial educational effort for new authors ever seen in the assembly’s history, providing guidance and assistance on drafting resolutions and on learning how to digest and understand them, so that the assembly continues to be open to all and never becomes an insular body that only a select few can understand or navigate, as it was before. These efforts will also allow regions to better understand what the assembly does, how it impacts their nations, and give them the tools to articulate clearly what they want and where they feel changes are needed. We shall ensure the will of the people is upheld. We shall keep the discredited navel gazers and busybodies underground. We shall let freedom ring.

Giathio knows where he is at all times. He knows this because he knows where he isn't. By subtracting where he is from where he isn't, or where he isn't from where he is (whichever is greater), he obtains a difference, or deviation. The guidance subsystem uses deviations to generate corrective commands to drive Giathio from a position where he is to a position where he isn't, and arriving at a position where he wasn't, he now is. Consequently, the position where he is, is now the position that he wasn't, and it follows that the position that he was, is now the position that he isn't.
This propels Giathio towards his target, usually raiderdom.

certainly interesting.

However, I'm worried it will be a bit too restrictive when it comes to GA authors writing proposals. But I'll suppose we'll have to wait and see until the GA reset comes out
