The North Pacific is in agreement with the NPO’s attitude expressed in their statement on this matter, and like our other allies we are pleased that they clarified their position on the issue and joined all of us in drawing this particular line in conduct. Concurrently, we wish to clarify our position. We believe that Xoriet and our delegation had the best of intentions in determining whether a peaceful resolution was possible, and to that end executed a shared communication strategy. While we still consider the talks to have been worth pursuing, they were regrettably not conducted in the manner they ought to have been. We acknowledge that the remarks and approach taken in these talks caused a great deal of concern and hurt for our allies, including the NPO, who were placed under suspicion and were asked to answer the words and intentions of their former empress.

We sincerely apologize for the harm these talks inflicted on our friends and allies, and for the fact that this has caused anyone to doubt the resolve or commitment of TNP and NPO to them. We wish to reiterate that neither of those things has changed or diminished. As we seek to put this matter behind us, we look forward to building and expanding our relationship with the NPO. We also hope that our renewed understanding will serve as a foundation for increased cooperation across our respective spheres as we pursue our common interests.

Kinda funny to see the reversal from apologizing to TWP for Xoriet and throwing her under the bus, to making a joint statement in refusal to apologize (or "make reparations") to TWP over The Outback, in the span of a week. Must have been a busy week!!

Statement from the New Pacific Order


The New Pacific Order has been engaged in a period of difficult and necessary self-reflection. We have spent this time conducting a full accounting of our actions, our assumptions, and the harm we caused. In the interest of holding ourselves accountable to the immensity of the grief we have caused, we offer this unconditional apology. To that end, we retract our previous joint statement and offer the following.

Over the past couple months, we committed ourselves to a course of action that inflicted deep harm - both in-character and out-of-character - to friends, allies, and strangers alike. The ugliest manifestation of that course of action was demanding the resignation of Bran from Delegacy of The Outback during a time of unimaginable personal loss. That action was not only a grave violation of the limits we had set for ourselves when the Sinkers were initially created, it was utterly out of line with the principles we claim to uphold. It was unjustified, unkind, and a symptom of the same mindset that has led us to past wrongs: we stepped in where we had no right to do so.

It's true that we acted with a view of things that was neither accurate nor whole. This does not excuse what we did. Our first and most fundamental failure was simple: we didn’t examine the information we had, didn’t challenge the assumptions we held, and didn’t question our conclusions. We apologize for the resulting lack of communication between us and the governments of the West Pacific and The Outback. We did not exercise our due diligence upon hearing the issues presented to us. Instead, we made a series of decisions and demands out of a combination of haste and ignorance. We should have worked towards clear communication and shared understanding on these issues - one where all parties that could have been harmed by it were able to voice their concerns and opinions. We should have stood with our initial promise of non-intervention in the new Sinkers and should have communicated in a manner that befitted an allied region; it was never our right to make demands of another GCR.

Let us be exceptionally clear. We are neither justifying nor explaining our actions, but coming to terms with them. We are not waving them away, nor do we expect mere words to make up for the harm we have caused. We will transparently lay down exactly what led to the catastrophic decisions we took to the West Pacific and The Outback. We unequivocally believe that the responsibility for the harm to which we subjected Bran, The Outback, and The West Pacific ultimately lies with us.

Accountability is not a few paragraphs of text. It is a process. We understand that an apology, no matter its sincerity, is insignificant in the shadow of the sheer magnitude of harm we caused, and the trust we fractured. What we promise is a renewed commitment to bettering ourselves. Acknowledgment is only the beginning; what follows must be a sustained effort to confront all that led us to committing these mistakes in the first place.

In accordance with this understanding, the New Pacific Order hereby nullifies its treaty with Lone Wolves United via Article 5, subsection (c) of The Infiltrators Make The Best Workers Wolfpact.

This is a good move. I, for all of the issues I have had with the NPO in the last few months, have seen nothing but professionalism from Marina's leadership. I hope this marks a real shift where the NPO is focused less on constant attempts to undermine other regions (the Outback, Europeia, TL&C, whoever else) on behalf of LWU.

I do have to ask though, if the NPO is aware of the fact that their incumbent Regent was actively recruited back into Lone Wolves United "to primarily contribute in the form of 1 year+ projects" with the ultimate goal of "wolf flag get[ting] raised over a gcr"? I can supply any relevant logs, of course.

Hi all, new Gameplayer here. I just saw that a coalition of 220 liberators broke the NationStates record to free Lonia Kreptia Llor from a hold that was mostly NPO pilers? How did the NPO upset so many regions?

The New Pacific Order purports to be apologetic for its actions relating to the Outback (indeed, it is the last announcement in this thread). We of course knew this to be untrue the day Lonia Kreptia Llor was raided.

Specifically, the Empress stated that "the NPO stepped in where we had no right to do so". Which is why I find it amusing that your latest state propaganda claims the NPO was "ensnared" (definition: catch in or as in a trap) "in intrigue" within the Outback, rather than a willful, eager participant in an attempt to install one of its own citizens as Delegate against the community's wishes.

Please go back to writing drivel on your wiki about how God-Emperor 200IQ Syberis sent defenders into a "death spiral" and saved the NPO's political standing. At least that blathering is off-site.

It would be great if the NPO either returns to its previous committed state of focusing upon its internals, as was policy between the years 2019 and 2024, or cease vacillating between attempting a coup and apologizing for said coup for the third time in as little as ten years and eroding whatever good-will/trust it repeatedly builds up.

Even something as little as not apologizing for the coup would be appreciated as that would mean there's at least some backbone rather than whatever this was. So, please, for your sake, the next time there is a coup where the NPO has played even as tangential a role as providing complementary commemorative pencils (say, in another year and a half), DON'T apologize when caught but stick to your guns/propaganda and at least try not to immediately fold like a chocolate eclair.

Imperial Statement on the Salmon Accords


The New Pacific Order and The Kodiak Republic are pleased to announce the ratification of the Salmon Accords, a Non-Aggression Pact between both parties. The New Pacific Order is pleased to mark a new chapter in our relations with the ratification of this pact, and looks forward to the chapters that come ahead between us.

Enclosed below is the pact text:

Preamble:
The New Pacific Order and the Serene Republic of Kodiak (hereafter together referred to as “the signatories”), certain of their bond over the ideals of community, democracy, and individuality, additionally coupled with a mutual desire for the development of further relations, enter into these Salmon Accords to ensure the continued growth of friendship between their two states.

To this end, the signatories agree to the following:

Article I: Mutual Recognition
1. The Kodiak Republic recognizes the New Pacific Order (‘the NPO’), as represented by the Empress, in their absence, the Regent, their appointed successors, and the Senate, as the sole and legitimate government of The Pacific, its onsite territories, and associated offsite holdings.
2. The NPO recognizes the Kodiak Republic, as represented by the General Assembly, Chancellor, and other relevant authorities under the Constitution, as the sole and legitimate government of the Kodiak Republic, its onsite territories, and associated offsite holdings.

Article II: Non-Aggression
1. The Kodiak Republic and the NPO agree to respect the sovereignty of one another, including abstention from acts of subversion or espionage against one another. This extends to owned territories of both.
2. The signatories will share intelligence concerning the continued sovereignty of the other signatory or any threats to it. If not a matter of regional security, the signatories shall share information when prudent.

Article III: Cultural Collaboration
1. The two signatories shall strive to regularly invite the other to hosted cultural events, including but not limited to festivals, conventions, and recreational activities.
2. These events shall be undertaken with the goal of fostering greater understanding, mutual respect, and friendship between the peoples of the Kodiak Republic and the NPO, and the promotion of common values shared by the signatories.

Article IV: World Assembly Collaboration
1. The signatories pledge to support the World Assembly endeavors of the other at their own discretion.
2. The signatories are encouraged to communicate between each other on World Assembly affairs, and to foster collaborations on World Assembly Resolutions when possible.

Article V: Addenda
1. This treaty shall be considered null and void upon its repeal by either signatory.
2. This treaty may be amended with the mutual consent of both signatories.

Mandate of the Legio Pacifica


The New Pacific Order has recently embarked upon clarifying the Mandate of the Legio Pacifica, striving to reaffirm the principles that the Legio has long held dear, and refocus the Legio towards its prime directives. After a review process through the Senate and with the Empress and the Senator of Military Affairs’s approval, the following text was agreed upon.


The Legio Pacifica is the military of the New Pacific Order. Its functions are, in order of priority:
    1. to ensure the security of the Pacific and its community;
    2. to ensure the security of friends and allies;
    3. to improve the environment of NationStates by disrupting fascism, hate and bigotry wherever they exist.

The Legio Pacifica is not bound to abide by a specific format. Its structure is at the discretion of the Senator of Military Affairs and the Empress, and may be modified as needed to best achieve the objectives of the New Pacific Order in fulfilling the primary functions.

On a practical basis, the Legio Pacifica should perform operations with the following distinction of priority:
    1. Defending the Pacific and its direct territories including regions such as The New Pacific Order which are managed by NPO-controlled nations.
    2. Fulfilling obligations to allies of the Pacific under defense clauses in treaties. Discretion in how much force is needed to meet an obligation is the primary jurisdiction of the Senator of Military Affairs.
    3. Meeting requests for proactive defensive operations, including and prioritizing piles, from allied regions.
    4. Fulfilling defensive requests from non-allied regions after consultation with the Senate.
    5. Unsolicited defensive operations against fascist or openly bigoted regions. These do not require Senate consultation.
    6. Joint offensive operations against fascist or openly bigoted regions. This includes Antifa operations.
    7. Unilateral offensive operations against fascist or openly bigoted regions. These can be carried out at the prerogative of the Senator of Military Affairs.
    8. Meeting requests for other offensive operations from allies. These require full Senate consultation and must not include the actions forbidden below.
    9. Meeting requests for other offensive operations from non-allies. This type of scenario is not expected to occur and is considered extraordinary circumstances; accordingly, the Senate must be consulted.
    10. Other unilateral offensive operations. This type of scenario is not expected to occur and is considered extraordinary circumstances; accordingly, the Senate must be consulted.
    11. Training operations. The Legio Pacifica is specifically not constrained in the types of operations it can train for, provided they are carried out against regions owned by commanders of the Legio Pacifica or organizations with which the Legio Pacifica is carrying out joint training operations.
The New Pacific Order explicitly does not identify with any military ideology, including but not limited to Raider, Defender, Imperialist, Independent, or Frontierist. The Legio Pacifica operates under its own principles alone.

The Legio Pacifica is not obligated to disclose its operations to anyone as blanket policy but may do so as an act of goodwill, especially with regards to allied or friendly regions.

The Legio Pacifica specifically is forbidden to engage in the following behaviors:
    1. Griefing. Griefing of players is strictly forbidden. The exception to this policy is if the region is run by bigots, fascists, or known OOC problematic individuals, and even then the Legio is expected to be professional in its handling of the destruction of the region, tag, embassy, etc.
    2. RMB engagement. Operators of the Legio Pacifica should not talk on the RMB of any region they are occupying while using their operations puppets. If we are piled in support of someone, the appropriate means of contact is via Discord or, for regions with which we maintain gameside embassies, communication via the operator’s main nation.
    3. Tagging. Tagging is disruptive to regions and an insult to their membership.
    4. Detagging. It is acceptable to remove tags left by fascists, left on regions we are directly assisting with their defense, or as a training exercise, but we do not detag regions for the sake of detagging regions.

The Legio Pacifica can be petitioned to provide piler or liberation support by any region, provided the request meets the above four tenets. The Legio Pacifica will not provide this support to any region which allows fascism or bigotry, but otherwise should at least consider requests for assistance which are received when it is not otherwise engaged with allied regions. The decision to provide support is primarily at the discretion of the Senator of Military Affairs, who will consult with the Senate.

Engagement of allied and friendly regional militaries in operations will occur under the following circumstances:
    1. The Legio may only be commanded by a foreign officer with the presence of a designated senior commander and the knowledge of the Senator of Military Affairs or the Empress or Regent.
    2. Legio officers may similarly only command foreign militaries by direct request of the head of the foreign military and approval of the Senator of Military Affairs, and are still obligated to abide by all Legio policy while doing so.
    3. The Legio is permitted to provide military advice to other regions at the discretion of the Senator of Military Affairs unless explicitly blocked by the Senate.
    4. Legio members may serve as Regional Officers in other regions while supporting other regions’ operations, at the discretion of the Senator of Military Affairs unless explicitly blocked by the Senate. Legio members must abide by all Legio policy while doing so.

A WA delegation led by Lindelas Pakilator (named the "Starman of Stardust Project") now represents only itself, and not the Union proper. Prior to this, the WA Ambassador was the late Hayden Stubbe, from July 2022 to September 2024.

Word to the wise, when you're a dictatorship, you don't need to post statements about policy jargon. You can just do things. Or not do them. :lol2: The Senate being consulted is and always has been an illustory barrier. Item eight makes it clear there isn't a material change here, because the NPO's excuse for the LKL occupation was that Carcassonne requested support.

What, precisely does "griefing players" mean, and does it differ from griefing regions? That wording caught my eye, especially given some of the more shifty personalities in your Senate.

Kudos to the Senate. I dreamed, for many years, of having such a document created. Back when I was Delegate of TWP I'd also have liked to have something like this. Times flows and changes, but having a guiding principle is always a greate idea - regardless of the haters and the naysayers. Hell, even imperialistic militias, raiding groups, everyone should aspire to have something like this. An engagement manual. Something.

We are not even six months removed from the NPO attempting to install one of its own citizens as Delegate of the Outback, come on man. Is the NPO sorry, or are people just blindly/unfairly dogging on them? Pick one.

Last night I mused that these reforms struck me as a very 2019-esque way of the NPO restricting (or at least purporting to) itself. Clearly 2019 is back in style if you're batting for them on the forums.

What crusade? The crusade where we... criticize their inconsistent attitudes to their actions? Ask questions about the content of their policy? Where we don't trust a region that tried to overthrow our ally less than five months ago? What about that is silly?

I do not know, Q, I've been retired from GP for... 2 years now? I really don't remember. Hell, I only realized the new sinkers existed months late. However, again, is not like everyone didn't tried to do the EXACT SAME anyway? Again, reading back, I had not been active then and I am not active now. But everyone and their moms tried to grab those for what I can read back.

Is it restrictive? Perhaps. I don't see anything wrong with it tbh. As mentioned before, I have felt for years everyone should have something like that. Where are the lines if you don't draw them? How do you know when you crossed over them? I dunno. Wishful thinking perhaps?

I am also not fighting for anyone, that is laughable, I mostly stop around the forums to check on Cards and whatever they are doing with the Frontiers, that those do strike me as interesting. But forums, I'd like to remind you, are still open to anyone willing to post. I love the new document cuz I proposed having something like this YEARS ago in NPO (back in Krull's delegacy), in TWP when I was Delegate, and in a couple of UCRs I was part of in my... 20+ years playing this game? Uff... Too long.

Should I apologize to you for having an opinion? Let me know, I didn't get that memo ;) Relax Q. I've always respected you and have never been rude to you, but after 20 years of seing behavioral patterns, you can't expect me to not call them out. The Big Bad Evil Guy cliche is older than you. And the NPO has had it several times. It comes as goes. DEN is evil. NPO is evil. Whoever is evil. *shrug*

I mean you no harm, but I am still free to talk and opinionated.
