Section I - Mutual Recognition
1. The signatories acknowledge the constitutional governments acting at the time of ratification of this treaty to be legitimate and sovereign governments of their respective NationStates regions.
2. The signatories will maintain their established in-game embassies (i.e., on the NationStates site) and off-site embassies (i.e., on their respective regional forums) with each other.

Section II - Definitions
1. For the purposes of this treaty, the following definitions will be used.
a. A Home region is defined as a signatory's primary region or regions, ones through which nations may become residents or citizens of the signatory.
b. A Protected Region is defined as any region that has a mutual defense agreement with a signatory.
c. Specific exceptions to Protected Region designation can be made via unanimous consent and amendment to this treaty, and will be listed under Section II, Rule 1 (e.). These regions will be defined as Exempt Regions.
d. Any Protected Region will be automatically moved to the list of Exempt Regions if they declare hostility or engage in military operations against a Home Region or Protected Region. Re-assignment under this provision will not require re-ratification.
e. The list of Exempt Regions is:

Section III - Mutual Defense
1. The signatories agree not to engage in any military hostilities against each other and shall not consider being on opposite sides of a military operation against a target unrelated to this document’s provisions to be military hostilities.
2. The signatories will not attempt to overthrow one another’s legitimate governments as defined in this document.
3. The signatories shall provide one another prompt military assistance in case of a military attack targeting a Home Region or Protected Region to the best of their ability, and at the request of any impacted signatory.
4. In the event of a declaration of war or sustained hostilities effectively constituting a state of war brought against a Home Region or Protected Region, all parties shall consider this to be grounds to engage in opposition of every operation undertaken by the aggressor party until the hostilities are rescinded.

Section IV - Intelligence Sharing
1. The signatories shall provide information to all other signatories’ head of government which is pertinent to any Home Region or Protected Region’s security, unless the signatory in possession of such intelligence reasonably believes that doing so would violate applicable laws or contravene the terms of service for NationStates or said signatory's forum provider.
2. The signatories will keep confidential all intelligence provided to them under this Section, unless the providing signatory consents to the release.
3. The signatories will not in any way initiate or participate in espionage, subterfuge, or other clandestine operations against one another. For this purpose, a "clandestine operation" is one or more persons acting under false pretenses at the direction of any other signatory in order to gain access to regions, forums, discords, or any other property of the signatory so as to collect non-public or sensitive information.

Section V - General Provisions and Dissolution
1. This treaty will come into effect upon its ratification by the duly authorized individuals or bodies of the signatories.
2. Further additional members may be added via unanimous invitation by all signatories, upon ratification by the duly authorized individuals or bodies of the signatories.
3. A signatory may choose to withdraw from the agreement when they deem it to be in their best interest. They must inform the other parties through the relevant diplomatic channels of their intent to withdraw in advance.
4. The signatories will make all reasonable efforts to seek a diplomatic solution before withdrawing from this treaty.

The North Pacific
The Pacific
The West Pacific
The Augustin Alliance

We are delighted to announce that The Augustin Alliance has joined Pax Polaris Occidens! With the AA’s addition, we will continue to pursue the increased cultural, diplomatic, and WA cooperation we have enjoyed with them as of recent. We believe this bond makes all of our regions stronger; we hope the Augustin Alliance’s enthusiasm, good will, and dedication to excellence inspire our allies and become the fertile ground on which our partnership will grow.

I am particularly privileged as the Diplomatic Officer for the Augustin Alliance to have facilitated the growth of our relationships with the North Pacifc and the New Pacific Order. In these times that demand our all, we give our all. We choose renewal, we choose growth, and we choose friendship. We aspire to grow our power the way it is grown best, through solidarity and teamwork, through all nations coming together in peace.

We will not shy from advocating on behalf of the newfound strength of our fellow User Created Regions. Power comes from the people. We do good work because we know it is good, we will set our focus on mutually benefitting all, UCR or GCR. We will learn from each other and build institutions that will last for decades.

Statement from Pax Polaris Occidens


Following the exit of The West Pacific from the pact, the remaining signatories of the Pax Polaris Occidens have discussed at length how we would proceed in light of recent events. We have concluded that the Pax Polaris Occidens must be dissolved, as it will no longer be able to function as designed and will not be able to facilitate the cooperation it originally provided.

Above all else, this agreement is a military pact, and one that guarantees response and protection to the allies of its signatories. The current division of international relationships makes it difficult for all of our regions to guarantee a response per the terms of the treaty. If these commitments cannot be honored, they further endanger commitments made elsewhere. Allies must be able to rely upon each other to uphold their promises, and that if their security is compromised, they can trust each other to make every effort to resolve the situation. Remaining in this pact when it is effectively a dead letter would continuously and literally mean compromising the security of our allies. In order to properly stand for all of our friends, we must terminate this treaty.

We wish it did not come to this, but the state of our collective diplomatic relations constitutes a very different world from the one that existed when we all joined this pact. On this we can all agree, and we depart hoping that someday we can come together again and collaborate. We wish our friends in the various signatory regions well in their future endeavors, and whenever possible will strive to find opportunities to collaborate or assist each other, even if we are no longer bound together.

If it wasn't 11am, I'd be pouring a glass of bourbon to this.

The PPO as it was marketed was a good idea and I feel bad for the regions who relied on it to their detriment. Unfortunately it was a scam from the start, and TWP/TNP were offered a note the NPO never planned to make good on. If it wasn't obvious after Equilism, it certainly was after the del-tip of TNP. The PPO has been a "dead letter" for years, and it deserves this unceremonious death.

It is a shame that this pact could not survive to see its third anniversary, but as some have said already: if we were to be honest with ourselves, it has been a shambling corpse for quite some time. As something of a shambling corpse myself, I can empathize with sticking it out long after your enemies thought you would crumble. That was the hope that the Pax Polaris Occidens was built upon, when you get down to it. Puff up your collective tails long enough for your arisen foe to get bored and go back to their coffin. Sorry to disappoint you all that we're still here.

I shall raise a glass to the PPO, with the full understanding that this is not nearly the end of The North Pacific's harebrained schemes to execute their phony war. My door remains open if you would like to revisit the terms of your surrender.
