Inaugural Address of the First Citizen and his cabinet

Domais, the newly reelected First Citizen, addressed the citizens of the League of Lazarus from a freshly erected podium in Imki Square, flanked by the members of his soon-to-be-announced cabinet.

“Fellow residents and citizens,” he began, “Lazarus, our beloved home, has been rocked by recent events. Just last month, long-time native Debussy—a former Assembly Speaker, incumbent Epilektoi (Councilor on the Council of Lazarene Security) and First Citizen—was revealed to be one of the many shapes of the infamous—condemnable even—shapeshifter Feux. I thank the Council for its decisive action in dismissing him from the government and banishing him from Lazarus.”

Domais’ tone grew more serious as he continued, “As if that wasn’t enough turmoil, just over a week ago, another Epilektoi, instead of working to restore Lazarene harmony after Feux’s banishment, sought to exploit the situation for personal gain. He attempted to unseat a fellow Epilektoi with baseless allegations of association with Feux—a move that could have fractured Lazarus. When everyone saw through his ploy and his so-called ‘evidence,’ rather than accepting accountability, he resigned from the Council in disgrace and launched public attacks on our Hegemon (Delegate) and Herald (Vice Delegate), sowing further discord within our community.”

He paused, his voice steady but resolute. “Yes, my friends, these have been challenging times. But, Lazarus—oh, Lazarus—all is not lost! Lazarus is still home to motivated citizens ready to rebuild. Together, we will forge a new Lazarus—a legacy to last the ages! The road ahead won't be easy; it will demand our blood, sweat, and tears. But I believe in Lazarus—in our resilience and determination to rise to the occasion!”

Unlike his predecessor, Domais pledged to be a catalyst for change, activity and stability, “The previous First Citizen sought to dismantle our government and eventually rule as dictator. Today, I stand here with a different mission: revival. Lazarus will rise again, like a phoenix reborn from the ashes, with renewed strength and vitality! I have already taken the first steps to spark this —revival. The recruitment drive is underway, and our stamp campaign is now live. Within the last week and a half, I have sent over two thousand manual recruitment telegrams.”

Addressing the leadership vacuum created by the recent turmoil, Domais declared, “For over a month, Lazarus has lacked an effective cabinet. That ends today! It is my honor to announce the formation of a new cabinet.”

He smiled as he revealed a key appointment. “I am pleased to announce that a suspiciously familiar face will lead the Ministry of Foreign Affairs. Wang Yao, a long-time resident of—how many years? Three? Five? Maybe ten? Nobody knows for sure. I’m dead serious. What matters is that he’s a former First Citizen, a current Court Justice, and an incumbent Epilektoi. He will serve as our new Minister of Foreign Affairs. Supporting him in this role will be Prov, who has once again been appointed as Deputy Minister of Foreign Affairs.”

He continued, “I am also proud to name Ellenburg, a former First Citizen, as Minister of World Assembly Affairs. His experience and leadership will be a great asset to our team.”

Domais then turned to the Ministry of Internal Affairs, “I am also delighted to announce that Xara, who previously served as Deputy Minister for Roleplay, will be promoted to Minister of Internal Affairs. She will be supported by two Deputy Ministers: Vleerian, returning to the role, and Slavanias, joining us for the first time. And a third extremely familiar face, Eldarion, overseeing regional roleplay, ”

He acknowledged the vacancies in the cabinet, stating, “We are still searching for a Minister of Recruitment and a Regional Guard Commander. While these positions may remain unfilled for now, their existence paves the way for junior appointments. Additionally, I will personally oversee the recruitment program in the interim.”

Concluding his address, Domais said, “With all that being said, I look forward to the next four months and what we, together, can build here in Lazarus!”

Following Domais’ address, Wang Yao stepped to the podium, delivering his vision for the Ministry of Foreign Affairs. “In my new role, I will use my experience in foreign affairs to revamp the Ministry's operations. Lazarus will focus on establishing a stronger, more efficient ambassador network. We will also create opportunities for citizens interested in foreign affairs to gain experience and prove themselves as ambassadors. Recognition through awards and promotions will honor those who excel. Furthermore, as we work to regenerate Lazarus, we will strengthen our region's voice as an independent region and solidify its position in Gameplay.”

Ellenburg followed, pledging to revitalize the Ministry of World Assembly Affairs. “I have been in Nationstates for many years! I have done so much for a few different regions around the NS world. I bring my many years to Lazarus’s World Assembly Ministry with hopes of reviving and energizing the ministry to ensure our voting power in the chambers is utilized and the voice of our region is heard. This can be done by listening to our citizens and making strategic choices when it comes to World Assembly recommendations. I would also like to explore how Lazarus can grow within the World Assembly by producing some of our World Assembly authors if there is interest from the citizens of Lazarus in doing such things. I come to this position with energy and determination to make a difference. Let our voices be heard in the World Assembly!”

Xara, as Minister of Internal Affairs, followed, emphasizing community building. “In my new role, I am committed to making Lazarus a vibrant and engaging region to all. We will continue to put more effort in entertaining and inclusive activities through regular Discord events, and a stream of engaging regional polls, which brings the community closer to one another. The Gazette shall be revitalized with fresh stories and creative contributions from the citizens. Also, we are going to arrange a grand festival together with our partners, showing our mutual spirit. To make sure it keeps growing, I'll be stimulating the collaboration in recruiting efforts, making newcomers welcome and engaged. Together we will make Lazarus a successful and vibrant home for all.”

Public Statement On Recent Events

Today, I announce two major shifts in Lazarene policy: the proscription of Lone Wolves United (LWU), and a change in our regional alignment from independent to defender. These are not decisions made lightly or without just cause. They were debated, voted on, and passed with clear intent and consensus.

Until now, I’ve chosen to remain measured in my public remarks. I’ve refrained from making statements on behalf of Lazarus regarding these issues. That silence ends today.

Let me be clear: when I returned to the office of First Citizen (Prime Minister) in December of last year, I did not anticipate having to confront active attempts at interference by LWU. However, recent developments have made it clear that such a threat to Lazarus is real.

Under the current Mandate, Lazarus has neither initiated nor participated in hostilities against LWU or the broader raider sphere. It’s true that Mandate Twelve, passed in 2018, partially arose in response to the illegal overthrow of the legitimate Celestial Union government—an act carried out by some of the very individuals we now confront. LWU had already staged a hostile takeover under the so-called “Khanate of Lazarus,” a puppet regime riddled with dysfunction and security failures, ultimately led by the illegitimate Delegate Evil Wolf (aka Killer Kitty). In contrast, we entered this new era with integrity and in good faith.

As a gesture of that good faith, Lazarus adopted a neutral alignment under the Twelfth Mandate—pragmatic and appropriate for the time. Eventually, this shifted to an independent stance. Now, once again, the evolving landscape compels us to reassess. And act.

For years, members of LWU have been part of our citizenry. Under the blank slate offered by Mandate Twelve, we gave them the benefit of the doubt. We even extended that goodwill to Evil Wolf himself, granting him a seat on our Security Council—only for him to be recalled twice by the Assembly, predictably, for doing absolutely nothing for regional security. Throughout this Mandate, Lazarus has shown restraint, patience, and a genuine willingness to move beyond past grievances. Sadly, these gestures have not been returned in kind.

joWhatup, a prominent LWU figure and former Prime Minister of Lazarus, was once an active Lazarene leader. But his involvement dwindled—perhaps once it became evident that his path to the Delegacy was effectively closed. When he disappeared from Lazarus, he reappeared in another Game-Created Region (GCR), seemingly with similar ambitions.

Worse, when we initiated proceedings to proscribe LWU, both joWhatup and Evil Wolf—long inactive “citizens”—suddenly returned just in time to vote against the measure. No arguments. No engagement. Just a bad-faith vote to derail a proscription that wouldn't have affected any active citizens. And in a parallel vote, they attempted to obstruct broader security reforms meant to protect our region. This was no coincidence. It was calculated sabotage—meant to erode Lazarene sovereignty and advance LWU’s interests at our expense.

Let’s be frank: these actions pose a serious and unacceptable threat—not just to Lazarus, but to the very principles of sovereignty and regional self-governance that GCRs are meant to uphold. And this isn’t an isolated incident. On the interregional stage, LWU recently marched into The Outback and demanded that its sitting GCR delegate resign and appoint a replacement more aligned with LWU’s agenda.

In response to this clear pattern of interference, Lazarus has acted decisively. We declared our support for The Outback, and our Security Council lawfully banned Evil Wolf and joWhatup. Contrary to Evil Wolf’s revisionist claims, this action was entirely legal and in keeping with our regional laws and values.

It is also worth noting that during the most recent proscription proceedings against LWU, as well as the vote on the alignment change, Evil Wolf—a lawfully banned individual—demonstrated through his own conduct a profound contempt for Lazarus. Just last week he issued threats and sought to rally other regions to oppose Lazarus and overthrow the Delegacy. LWU’s pattern of interference speaks for itself. There’s a Big Bad Wolf out there—and it’s hungry for a GCR. Its name? Lone Wolves United.

Evil Wolf likes to tout that he’s been a “citizen” of Lazarus since 2005. But what does that actually mean? Why is that relevant? What has he done for Lazarus lately? He conveniently leaves out the part where, seven years ago, during the so-called “Khanate of Lazarus,” he served as an illegal Delegate and royally mismanaged the region. His negligence was so severe that he failed to monitor endorsements and lost the Delegacy simply because he wasn’t paying attention. He could have been rightfully banned then—but we chose to give him a second chance. A chance he has now utterly squandered. And yet, I'm sure that even if all Evil Wolf's influence in Lazarus is finally erased, it will somehow be spun as yet another “victory” for the Khanate.

Let me be frank: the alignment vote was undermined by foreign agents, banned individuals, and internal leakers. And yet, despite their collusion, the vote passed—with just under 80% in favor.

It appears LWU has missed the memo. So let me be perfectly clear. Get with the program: Lazarus is not for sale. We are not a trophy to be claimed by foreign opportunists. This region is our home. And we won’t hesitate to ban individuals who jeopardize our security—especially those who serve foreign interests while doing nothing to contribute to the betterment of the region.

To our adversaries: we will not back down because of your threats. We will not be bullied into submission. Say what you want. Spin your stories. The facts speak for themselves.

Today, we take another firm step forward. At the request of the Security Council, the Assembly has formally passed a proscription of LWU. Effective immediately, LWU members are banned from entering Lazarus without approval from the Security Council.

We understand that, given LWU’s prominent standing in the raider sphere, our actions—though fully justified—will likely be met with opposition. In fact, that resistance has already begun. That’s fine. We are not here to win popularity contests.

What matters is this: our current independent alignment no longer reflects who we are, nor serves the future we are building. After careful deliberation, the Assembly has approved a proposal I submitted. As of today, Lazarus officially bears the tag Defender.

We welcome the future, whatever it may hold.

This is way bigger than most of the news we've been getting lately. For those of us who have been around for as long as I have and even longer, Killer Kitty has somehow been a Lazarene. It didn't seem to matter how many times LWU outwardly treated Lazarus like a colony, there just seemed to be an unbreakable bond between Lazarus and some of its earliest stakeholders.
